AN ANALYSIS: COMBATING POVERTY WITH EDUCATION

President Duterte’s economic team adjusted the 2022 poverty rate-- 15 to 17.5 percent

from the more ambitious 13 to 15 percent at the start of this administration. According to

Philippine Statistics Authority (2021), as of the first half of last year, the Philippines’ poverty

rate stood at 23.7 percent. This is expected to increase because of the coronavirus pandemic.

According to Kulild (2014), increased access to education can contribute to reducing

poverty. Acquired basic skills such as reading, writing, and numeracy, have a documented

positive effect on marginalized populations’ incomes. It increases the rate of return on the

economy.

There are many interconnected causes of poverty, and we can't use a magic formula to

eradicate it. But, we can consider education as a reducing risk element of high poverty, which

may prevent the occurrence of another generation, much poorer.

Health

According to Raghupath et al 2020, education is critical to strengthening national health

management and policies. Education increases total self-awareness about personal health and

make healthcare more accessible; in fact, persons with higher educational attainment have better

health and lifespans than those with lower educational attainment.

As stated by Bautista 2020 education is important as it has a significant role in health

literacy especially now that we have a Pandemic including how information workers may assist

Filipinos in obtaining adequate health literacy in order to prevent them from future global health

disasters.

Education is important as it helps us to fight against poverty. Education provides enough

knowledge about the health of Filipinos. It helps the Filipinos to prevent more deadly diseases

they could contain from poverty like AIDS and HIV, leptospirosis, Covid 19, and others.

Mortality Rate

If not economic growth and improved food access, what else may explain the world's

extraordinary decline in mortality? One potential is that poor countries will be better able to

battle illnesses at a lower cost. According to Vandenbroucke (2021) “Provide examples of how

this can be accomplished, such as spraying DDT to combat malaria, boiling water to combat

cholera, and wearing condoms to combat sexually transmitted diseases.3 Some disease-

prevention techniques spread from rich to poor countries, and their success was determined by

how prevalent they became in these poor countries, given that costly improvements in health

care infrastructure were required.”

Vandenbroucke (2021) observed that while mortality rates in impoverished and rich

countries are comparable, birth rates in the former remain much higher. He also says that "The

world's population is expanding mostly in poor countries due to both lower mortality and

relatively high fertility," he said. Poverty and increased fertility go hand in hand in

underdeveloped countries, and neither is dropping significantly, he added. But all in all death

rates in these countries are dropping, implying that the world's population is expanding, as is its

percentage of the poor.

Income and Economic Growth

If children go to school and acquire important skills and abilities, they will one day be

able to do a better job. The more income they have, the more goods and products they consume,

which benefits the company. This will increase the demand for more products, give more people

jobs and support economic growth. These changes will be the key to eradicating poverty around

the world.

According to Canals, C. (2017) Education has a direct impact on economic growth in that

improving human capital is essential. The capacity of an economy depends on many factors.

These include the number and quality of physical capital, technology, and workforce. This

quality is mainly determined by so-called human capital (accumulation of knowledge, skills, and

habits). Increasing the level of education of workers increases human capital, increases worker

productivity, and increases economic productivity. Many studies in the field of labor economics

have attempted to measure the relationship between worker education and productivity. This is

known as a return to private education. And the result is incredibly positive. The predecessor of

all these studies is the equation known as the Mincer equation, developed by Jacob Mincer in

1974. It links a worker's income (as a measure of productivity) to school education and work

experience. 1 Needless to say, equating worker education with school education is very flawed

because it assumes z. Primary education affects worker productivity in the same way as a year's

worth of college education.

Aside from that, education is an important investment in the country as it brings great

benefits, such as deepening people's understanding of themselves and the world. It also improves

their quality of life and brings a wide range of social benefits to individuals and society.

Education enhances people's productivity and creativity and promotes entrepreneurship and

technological progress. Education tends to not only improve productivity and creativity but also

promote entrepreneurship and innovation. All these factors lead to higher production and

economic growth.

Moreover, Education has both societal and personal benefits. Those who obtain an

education earn more money, have more chances in life, and are generally healthier. Societies also

gain. Higher college completion rates are associated with lower crime, greater general health,

and civic engagement. Wherein, it affects the growth of the economy because of the collective

effort of citizens.

There is a significant link between human capital and economic growth. Human capital

has an impact on economic growth and can aid in the development of an economy by increasing

people's knowledge and skills. In the study of Nickolas S. et. al. (2021) Human capital refers to

an economy's workers' knowledge, skill sets, and experience. Because a competent workforce

can lead to higher productivity, the skills have economic worth. Human capital refers to the

recognition that not everyone possesses the same skill sets or information. Investing in people's

education can also increase the quality of the jobs. Governments have a critical role in expanding

a country's population's skill sets and educational levels. Some countries are actively working to

improve human capital by providing free higher education to citizens. These governments

recognize that education contributes to the development of an economy and economic progress.

Workers with greater education or better skills are likely to earn more money, which boosts

economic growth by increasing consumer spending.

Investing in workers has a history of improving job circumstances in economies all

around the world. Consumer spending increases when employment improves, resulting in more

income for businesses and additional investment. As a result, employment is a crucial indication

or metric for forecasting GDP growth.

ROTC

Indeed, let us all bear in mind that ROTC promotes leadership and civic competence,

encourages the youth to be engaged in social activities, teaches them the virtue of discipline and

nation-building, and most especially promotes awareness in eradicating social issues like war,

violence, and terrorism.

If the youths will be exposed to this kind of training, it will help counter the poverty in a

way that parents who are experiencing financial difficulties and can't send their child to school,

can utilize the opportunity of the ROTC program that offers free accommodation, training

ground, and access to education.

This is true with the study made by Lazzarino (20016), wherein based on the observation

that she made from the implementation of the ROTC program at North Carolina University, The

Army declared in 2013 that it will shutter 13 rural Southeast ROTC schools while increasing

funding for urban programs with the specific goal of enrolling minority students. Given the

strong confluence of ethnic and racial minorities and economic poverty, these targeted minority

kids are likely to come from low-income families. Military support for tuition, books, and

monthly stipends is provided to ROTC students on the condition that they serve after graduation.

This may be an appealing option for those who are struggling to pay for college.

From a future perspective, the training that will be provided to the youth will have a great

impact or can be one of the solutions to solving poverty since ROTC doesn't just provide

disciplinary training and civic competence but it prepares the youth to deal with economic issues

that our country might face.

Overall Analysis

The Philippines may have a high poverty rate but it is not too late to end poverty in the country.

Combating poverty with education should occur in different areas not only but also within the

community where they will be informed on what a certain citizen should that would benefit the

society and enhance the public welfare, especially in rural areas. Citizens of the country should

be educated in terms of health, mortality rate, income, and economic growth to have a grasp on

its purpose in the society and for them to have a deeper understanding that will result in

minimizing the poverty rate because they have particular knowledge in mentioned factors. The

upcoming administration is willing to push through the ROTC program in different schools

across the Philippines. ROTC is truly beneficial because it minimizes the causes of poverty on a

broader scale because the students study the virtue of discipline, and nation-building, and most

especially promotion of awareness in eradicating social issues
