ADDENDUM TO THE EXECUTIVE ORDER NO. 68 SERIES OF 2020 PLACING ENHANCED


COMMUNITY QUARANTINE (ECQ) IN THE ENTIRE BAYUGAN CITY

WHEREAS, on Monday, April 6, 2020, the Honorable Agusan del Sur Provincial
Governor Santiago “Santi” B. Cane, Jr. issued Executive Order No. 18-20 Series of 2020,
declaring Enhanced Community Quarantine (ECQ) in the entire Agusan del Sur in response to
the impending danger and threat of coronavirus disease;

WHEREAS, on April 7, 2020, Local Executive Order No. 68 (s. 2020) was issued to
adopt the Governor’s EO No. 18-20, placing the entire Bayugan City under Enhanced
Community Quarantine (ECQ) and directing all Bayuganons to stay home or in their place of
residence, leaving only for essential reasons and further directing all business and non-profit
entities to cease operations unless these entities provide services or functions deemed critical
to public health and safety;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by
virtue of the powers vested in me by law, do hereby order the following amendatory and
suppletory guidelines to Executive Order No. 68, to wit:

1. There is a need to implement an ENHANCED COMMUNITY QUARANTINE (ECQ)


in Bayugan City beginning April 7, 2020 until April 30, 2020 unless further extended
or sooner withdrawn.

2. All city hall employees must work 7 days a week but on skeleton-staff arrangements.
Those employees 60 years old and above, PREGNANT and with underlying health
problems SHALL NOT REPORT TO WORK, and must stay at home.

3. All forms of public transportations especially “trisikad” must stop their operation
except those for private use but one (1) person only (the driver) with any of the
required documents (Employee ID, Certificate of Employment, Barangay Certification
of Farm Ownership) or necessary passes (HQP, Work Pass, Medical Pass) to be
presented to authorities at checkpoints.

4. All individuals on the streets must carry and present any of the above-mentioned
documents or passes with valid ID whenever asked by any uniformed personnel and
quarantine officers on patrol.

5. With the imposition of 24-hour curfew, all non-essential trips out of the home, and all
events outside home must stop. Insubordination or refusal to comply will result to an
automatic and mandatory 14-day quarantine at the City Quarantine Area located in
Barangay Mabuhay.

6. All business establishments selling non-essential goods and commodities and dry
goods shall remain closed.

This Addendum to the Executive Order shall take effect immediately.
