Executive Order No. 07

ORGANIZATION OF THE EXPANDED LOCAL FINANCE COMMITTEE

WHEREAS, Section 316 of the Local Government Code of 1991 (RA 7160)
mandates local government units to establish local finance committee to be
composed of the local planning and development officer, local budget officer, and
the local treasurer;

WHEREAS, the City Government of Bayugan has recognized the need to

strengthen the effectiveness and efficiency of revenue collection from local sources
and resource mobilization policy through expanding the composition of the Local
Finance Committee (LFC) members, and by expressly indicating the committee
meeting schedule;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur,
by virtue of the powers vested in me by law, do hereby order:

SECTION 1. Organization. The expanded Local Finance Committee (LFC, for

brevity) of the City Government of Bayugan, Agusan del Sur is hereby organized as
follows:

SECTION 2. Functions. As mandated in Section 316 of RA 7160, the LFC shall:

a. Determine the income reasonably projected as collectible for the

ensuing fiscal year;
b. Recommend the appropriate tax and other revenue measures or
borrowings, which may be appropriate to support the budget;
c. Recommend to the City Mayor the level of the annual
expenditures and the ceilings of spending for economic, social,
and general services based on the approved local development
plans;
d. Recommend to the City Mayor the proper allocation of
expenditures for each development activity between current
operating expenditures and capital outlays;
e. Recommend to the City Mayor the amount to be allocated for
capital outlay for each development activity or infrastructure
project;
f. Assist the Sangguniang Panlungsod (SP) in the review and
evaluation of barangay budgets and recommend the appropriate
action thereon;

 g. Assist the SP in the analysis and review of annual regular and
supplemental budgets of the respective local government unit to
determine compliance with statutory and administrative
requirements;
h. Conduct semi-annual review and general examination of cost and
accomplishments against performance standards applied in
undertaking development projects and prepare a report in
connection therewith, which copy of this report shall be furnished
the City Mayor and the Sanggunian Panlungsod and shall be
posted in conspicuous and publicly accessible places in the City
and Barangays; and
i. Convene every Third Monday of every Month, or as often as may
be deemed necessary.

SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent

with this Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 4. Effectivity. This Order shall take effect immediately.
