EXECUTIVE ORDER No. 10

ORGANIZATION OF THE CITY’S INFRASTRUCTURE PROJECTS JOINT

INSPECTORATE TEAM

WHEREAS, the local government unit of Bayugan City earnestly desires to closely
monitor the implementation of different infrastructure projects funded by both internal and
external sources, in consonance with the provisions of the Local Government Code of 1991(RA
7160);

WHEREAS, it is the primary concern of the present administration to effect good

governance and transparency in all government transactions to ensure accountability, equity,
efficiency and effective utilization of government resources;

WHEREAS, there is a need to create an Inspectorate Team to function as internal control

to evaluate and monitor the implementation of all the infrastructure projects of the city including in
the barangay level for purposes of check and balance;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by
virtue of the powers vested in me by law, do hereby order:

SECTION 1. Organization. The City’s Infrastructure Projects Joint Inspectorate Team of

the Local Government Unit of Bayugan City, Agusan del Sur is hereby organized as follows:

Section 2. The City’s Infrastructure Projects Joint Inspectorate Team shall:

a. Conduct joint inspection of all the infrastructure projects within the City of
Bayugan to determine compliance with relevant laws and issuances.
Henceforth, no individual inspection of projects shall be allowed;
b. Submit regular reports to the City Mayor regarding the assigned tasks, which
the Inspectorate representative has the authority to designate project incharge
and designer/programmer to do inspection on his/her behalf. In any case, that
the representative mentioned will not be able to conduct inspection, the
project incharge and designer/programmer are to take over with his/her
counter sign written on the Inspection Report; and
c. Perform other duties, which may be assigned.

SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent with
this Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 4. Effectivity. This Order shall take effect immediately.
