EXECUTIVE ORDER No. 83
Series of 2020

MANDATING ALL PERSONS IN GOVERNMENT OFFICES, PUBLIC MARKET AND


TRANSPORT TERMINAL, BANKS, BUSINESS ESTABLISHMENTS AND ALL PUBLIC PLACES
TO WEAR FACE MASK AND FACE SHIELD

WHEREAS, on August 14, 2020 and August 15, 2020, the Department of Labor and
Employment (DOLE) and the Department of Trade and Industry (DTI) issued Joint Memorandum
Circular No. 20-04 and No. 20-04-A, respectively, stipulating the guidelines on workplace prevention
and control of CoViD-19;

WHEREAS, the wearing of face masks and face shields, coupled with proper sanitation and
frequent washing of hands with soap and water is crucial to prevent the transmission of CoViD-19;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by
virtue of the powers vested in me by law, do hereby order the following:

1. All persons in government offices, public market and transport terminal, banks, business
establishments and all public places shall wear face mask and face shield. A face mask
is any fabric, lining or barrier that can cover the nose and mouth which includes but is not
limited to, cloth masks, bandanas, surgical masks and other similar forms. A face shield
is typically made of clear plastic, which covers the nose and mouth.

2. Government offices, public market and transport terminal, banks and business
establishments are required to put the signage “NO FACE MASK, NO FACE SHIELD,
NO ENTRY” at the entrance door or gate or any conspicuous places.

3. Violators shall be meted with appropriate action, in accordance with relevant laws and
regulations.

4. The City’s Incident Management Team (IMT) with its corresponding teams and the City’s
Task Force CoViD-19 shall continue to address all concerns; and to perform such other
functions and activities as may be just, immediate and necessary to carry out the
guidelines set by the Department of Health and/or the National COVID-19 Inter-Agency
Task Force for the Management of Emerging Infectious Diseases (IATF-EID), or as the
City Mayor may direct to ensure strict compliance with, and full and effective
implementation of this Executive Order.

5. The PNP Bayugan City Police Station, and the Armed Forces of the Philippines (AFP),
the City’s Incident Management Team (IMT) and the Task Force CoViD-19 together with
the Barangay Officials and their agents, Barangay Health Emergency Response Teams
(BHERTs), Barangay Health Workers (BHWs), Barangay Nutrition Scholars (BNS), all
workers in the 43 Barangays, including all Purok Presidents are hereby directed to
ensure effective implementation of this Executive Order.

6. All laws, legal orders, rules and regulations that have been issued by the duly constituted
authorities are hereby incorporated herein and made integral parts hereof.

7. All other existing orders or issuances inconsistent with this Executive Order are hereby
revoked and/or rescinded accordingly.

8. This Order shall take effect immediately, and shall remain effective until lifted.
