ORGANIZE, ACTIVATE, MOBILIZE, AND, DEPLOY THE BARANGAY


HEALTH EMERGENCY RESPONSE TEAM (BHERT).

WHEREAS, DILG MC NO. 2003-95 enjoins the creation of BHERT in all


barangays nationwide mandating that there shall be a BHERT for
every 5,000 population in the barangay:

WHEREAS, on 30 January 2020 the Department of Health, thru Health


Secretary Francisco Duque III, Confirmed the existence of the first
case of Novel Coronavirus (2019nCov) in the Philippines. As such,
the Department of Interior and Local Government has directed all
local government units to be on state of preparedness, and
implement all the necessary protocols and procedure to prevent the
further spread of the 2019-nCov:

WHEREAS, in practicing vigilance against the possible spread of 2019-nCov in


the city, all barangay units are enjoined to implement stringent
measures to immediately educate their respective residents with
regard to this new, and fast spreading virus.

WHEREAS, DILG Memorandum Circular No. 2020-018 Guides to Action Against


“CORNAVIRUS” and Municipality of Prosperidad EO No. 47, s. 2020
Ordering all barangay units to activate, mobilize, and deploy their
BHERTS, and Implement the directives as provided in the 2019-
nCov Inter Agency Task Force Plan as reference on the
implementation guidelines:

NOW,THEREFORE, I ______________________, Punong Barangay of Barangay


___________________________, Prosperidad, Agusan del Sur, by virtue of
the powers vested in me by law do hereby organize the Barangay Health
Emergency Response Team (BHERT) as follows:

Section 1. Composition. The Barangay Health Emergency Response Team


(BHERT) is hereby organized to be constituted as follows (may have
additional BHERT for every barangay with more than 5,000 residents):

Section 2. Functions. The Barangay Health Emergency Response Team (BHERT)
shall exercise the following functions:

1. Keep a list of persons arriving in the barangay from areas declared to have
the 2019-nCoV:
2. Submit said list to the 2019-nCoV Inter-Agency Task Force (IATF):
3. Enforce a 14-day home confinement period for persons arriving from
2019-nCoV affected areas, in coordination with the DOH:
4. Extend assistance and support to persons undergoing 14-day home
confinement:
5. Refer and transport suspected 2019-nCoV carriers to the DO Plaza
Memorial Hospital and Medical Center. In coordination with the DOH and
other police authorities:
6. Conduct regular barangay-wide cleanup drive and campaigns:
7. Conduct a barangay-wide Information dissemination campaign to educate
residents on proper hygiene and sanitation practices, in accordance with
the guidelines as provided by the DOH:
8. Provide a Barangay Information center on hotline to facilitate, collate, and
record all reports of suspected 2019-nCoV carriers and person with whom
they have come into contact:
9. Prepare status reports of the performance and activities of the BHERTs,
and submit said reports to the 2019-nCoV IATF- Mayor’s Office:
10. Coordinate with the 2019-nCoV IATF to ensure that all necessary
protocols and guidelines are completely and efficiently out:

Section 3. Funding Support. Funding support for the Barangay Health


Emergency Response Team (BHERT) shall be charged against the
funds and the usual of the Barangay Government subject to
availability of funds and to the usual accounting and auditing rules
and regulations.
