RESPONSE TEAM OF BARANGAY 14 STO. TOMAS LAOAG
CITY
WHEREAS, Section 15, Article 2 of the 1987 Philippine Constitution and Section 16 of the
Local Government Code provides that local government units are responsible in the promotion
of health and safety within their constituents;
WHEREAS, with the growing concern over the outbreak of the coronavirus, of which the
Philippines is now among the countries with probable coronavirus suspects which will create
negative impact on business productivity, tourism and even mobility of residents and worse
might result to death;
WHEREAS, DILG Memorandum Circular No. 2020-18 provides for the guidelines for
actions against “Coronavirus” and provided the roles and functions of the Barangays through
the Punong Barangay and to mobilize the Barangay Health Emergency Response Team (BHERT);
NOW THEREFORE, I MARCONI L.MARIANO_ Punong Barangay of Barangay 14
[Link] , Laoag City, by the power vested upon me do hereby order the following:
Section 1. Re-organization of the Barangay Health Emergency Response
Team with the following composition:

Section 2. Functions of the BHERT:
a. With or without the list of arrivals from the Mayor which is supposed to be given by
the Bureau of Immigration (BI), conduct visits in the home of every arriving person
from a coronavirus affected country;
b. Immediately list down the person(s) the arriving residents(s) came in contact with
prior to his/her arrival in his/her residence;
c. Require the arriving resident(s) to check and record temperature daily, in the
morning and in the afternoon, for the duration of the 14-day home confinement
period. Advise the arriving resident(s) to watch out any other symptoms of
Coronavirus like cough, difficulty in breathing or shortness of breath;
d. Check on the condition of the arriving resident(s) daily from distance of more than
one (1) meter, In checking, always wear N95 or surgical mask;
e. If symptoms are observed, immediately isolate and confine the arriving resident(s),
now a coronavirus suspect, to a room away from the members of the household prior
to immediate transport to a DOH-designated coronavirus-refer center or hospital for
further examination and treatment. Require the coronavirus suspect to wear N95 or
surgical mask. Place the rest of the household under 14-day home confinement.
Repeat the process for them, including contact tracing. If no signs manifest, report to
the City Health Officer for lifting of home confinement;
f. If symptoms are observed after the 14-day home confinement, report the matter to
the City Health Officer for lifting of home confinement; and
g. Report to the Punong Barangay on measures or actions taken per arriving resident;
Section 3. Functions of the Secretariat. The Secretariat of the Laoag City Regulatory
Reform Team shall provide Secretariat Services to the Team. It shall be responsible for
providing technical support, documentation of proceedings. Assist in the preparation of reports
and such other assistance as maybe required in the discharge of the Team’s functions. All
reports required shall be submitted to the Anti Red Tape Authority (ARTA), copy furnished the
DILG;
Section 4. Financial support for the activities and other related concerns undertaken by
the Team will be charged to available funds in accordance with the usual accounting and
auditing guidelines.
Section 5. Repealing Clause. All prior issuances on the organization and
functions of the Regulatory Reform Team inconsistent herewith shall be deemed
superseded by this Executive Order.
Section 6. Effectivity. This Executive Order shall take effect immediately.
