EXECUTIVE ORDER No.

2022-008

AN ORDER REVITALIZING THE BARANGAY HEALTH EMERGENCY


RESPONSE TEAM (BHERT) OF BARANGAY SAN FERMIN, CAUAYAN CITY,
ISABELA, DEFINING THE ROLES AND FUNCTIONS OF ITS MEMBERS AND
OTHE PURPOSES

WHEREAS, the DILG Memorandum Circular No. 2020-2018, dated January


03, 2020, enjoins the Local Government Units to effectively intensify information
education campaign against Coronavirus and implement programs, projects and services
that will promote the health and well-being of the Filipino;

WHEREAS, Section 16 and 17 of RA 7160 mandates Local Government Officials


to provide basic services to include the general welfare of the constituents;

NOW THEREFORE, I Victor H. Dy, Jr., Punong Barangay of San Fermin,


Cauayan City, Isabela, by virtue of the power vested in me by the law, do hereby order
that this barangay Executive Order shall read as follows:

SECTION 1. Composition. There is hereby revitalized the Barangay Health


Emergency Response Team (BHERT) of Barangay San Fermin, Cauayan City, Isabela,
which shall be composed of the following:

SECTION 2. FUNCTIONS AND OBLIGATIONS – the functions and


obligations of the BHERT shall be as follows:

Specific Responsibilities of Local Chief Executives:

A. For the Punong Barangays:


a. On the containment and Control
1) Receive the bureau of Immigration record and from other sources,
if available, on persons arriving in the barangay from a
coronavirus-affected country who are residents of the barangay. In
the absence of such records, monitor arrivals and provide the City
Mayor with a report on such arrivals and measures and actions on
the required 14-day home quarantine;
2) Mobilized the BHERTs in the fight against coronavirus;
3) In coordination with duly designated local authorities, enforce the
14-day confinement of arriving persons from a coronavirus-
affected county;
4) Extend appropriate assistance and support to those are in home
confinement, depending on the latter’s capability and actual needs;
5) Refer, and transport, to the DOH-designated coronavirus center or
hospital a coronavirus suspect. In case of inability due to lack of
ambulance and protective gadgets, refer the coronavirus suspects
to a city or municipal health authorities; and
6) Monitor the BHERT in the performance of their tasks.
b. On Prevention
1) In coordination with city or municipal health authorities, conduct a
barangay-wide information campaign on coronavirus prevention,
containment and control;

2) Set-up a barangay information or call center to facilitate the
reporting of coronavirus suspects and contacts and the
dissemination of coronavirus-related information;
3) In coordination with city or municipal health authorities, conduct a
barangay-wide clean-up drive campaign;
4) Organize a minimum of one (1) BHERT for every 5,00 population.
Each BHERT is composed of an Executive Officer, a Barangay
Tanod and two (2) Barangay health Workers, one of whom is
preferably a nurse or midwife, and where all are appointed by the
Punong barangay.

The BHERT shall perform the following functions:

a. With or without the list of arrivals from the mayor supposed to be given by the Bureau
of Immigration (BI), conduct visits in the home of every arriving person from a
coronavirus affected country;
b. Immediate list down the persons the arriving residents came in contact with prior to
their arrival in their residence;
c. Require the arriving residents to check and record their temperature daily, in the
morning and in the afternoon, for the duration of the 14-day home confinement period.
Advise the arriving residents to watch out for any other symptoms of coronavirus like
cough, difficulty in breathing or shortness of breath;
d. Check on the conditions of the arriving residents daily from a distance of more than
one (1) meter. In checking, always wear N95 or surgical mask;
e. If symptoms are observed, immediately isolate and confine the arriving residents, now
a coronavirus suspect, to a room away from the members of the household prior to
their immediate transport to a DOH-designated coronavirus-referral center or hospital
for further examination and treatment. Require the coronavirus suspect o wear N95 or
surgical mask. Place the rest of the household also under 14-day home confinement,
repeat the process for them, including contact tracing, if no signs manifest, report to
the City Health Officer for lifting of home confinement;
f. If no symptoms are observed after the 14-day home confinement, report the matter to
the City Health Officer for lifting of home confinement; and
g. Report to the Punong barangay on measures or actions taken per arriving residents.

SECTION 3: FUNDING SUPPORT. Funding support for the BHERT shall be


charged against the fund of the Barangay Government subject to availability of funds and
to the usual accounting and auditing rules and regulations.

Let copies hereof be furnished to all concerned for information, reference and
guidance.

SECTION 4: EFFECTIVITY. This Executive order shall take effect


immediately.
