AN EXECUTIVE ORDER REORGANIZATION AND COMPOSITION OF THE BARANGAY PEACE


AND ORDER COUNCIL (BPOC)

WHEREAS, Executive Order No. 366 Series of 1996, mandates the creation of Barangay Peace and
Order Committee (BPOC) in every barangay;

WHEREAS, DILG Memorandum Circular No. 2011-24 dated 17 February 2011 reiterated and detailed
the function of the Peace and Order Council at all levels in dealing with criminality, insurgency, and in illegal
gambling activities;

WHEREAS, with the Office of the Sangguniang Barangay, there is a need to reorganize all barangay
special bodies specifically Barangay Peace and Order Committee;

WHEREAS, the Barangay Administration believes that the Committee shall play vital role in its
campaign for a peaceful, orderly and safe community;

NOW, THEREFORE, I, Sammy C. Sarmiento, Punong Barangay of Barangay Salvador, City of


Santiago, by virtue of the powers vested in me by law do hereby organize the Barangay Peace and Order
Council (BPOC) as follows:

Section 1. Composition. The Barangay Peace and Order Committee (BPOC) is hereby organized to be
constituted as follows:

Section 2. Duties and Functions. The Barangay Peace and Order Committee (BPOC) shall exercise
the following duties and functions:
1. Formulate the Barangay Peace and Order and Public Safety Plan which shall be incorporated in
the Barangay Development Plan, and recommends measure to improve or enhance peace and
order and public safety in the community;
2. Monitor and coordinate the implementation of peace and order program and projects at the
barangay level, including anti-illegal gambling activities;
3. Serve as an information gathering mechanism;
4. Establish and maintain profile of all the residents in the barangay;
5. Monitor and check the nefarious activities of criminal elements;
6. Identify barangay constituents with strong deviant behavior for referrals to appropriate
authorities;
7. Maintain continuing dialogue, close coordination and rapport with higher POC and law
enforcement units;
8. Monitor, coordinate and supervise the operation of all community based anti-crime movements
within the barangay;
9. Make periodic assessment of the prevailing peace and order situation in the barangay, and submit
a report, to include an assessment and situation report on illegal gambling, with appropriate
recommendation to the higher level POC; and
10. Perform such other function which may be assigned by the POC.

Section 3. Effectivity. This order shall take effects immediately.

Let copies hereof be furnished to all concerned for information, reference, and guidance.
