WHEREAS, Republic Act. No. 8759, otherwise known as the Public Employment Service Act
of 1999, as amended by Republic Act No. 10691, institutionalized a National Facilitation Service
Network through the establishment of Public Employment Service Office in every province, key city
and equality of employment opportunities to all;
WHEREAS, the Public Employment Service Office (PESO) Santiago City was established
through Ordinance No. 6THCC-105 to serve as an employment facilitation service conduit in the City
and ensure gainful employment for Santiagueǹ os;
WHEREAS, to strengthen and expand the existing employment facilitation service machinery in
the local level, there is a need to cascade the services all the way down to the grassroots or at the
barangay level;
Section 1. Composition. The Barangay Employment Service (BES) Desk is hereby organized to
be constituted as follows:
Section 2. Role and Responsibility. The roles and responsibilities of the Barangay Employment
Service (BES) Desk shall have the following:
1. To assist/coordinate with the Public Employment Service Office Santiago in the
identification of existing job vacancies through the submission of List of Vacancies of
business establishments located in the area of responsibility;
2. To maintain and keep an updated record of jobseekers in the barangay furnishing the
same to PESO Santiago City for registration in the national PESO Employment
Information System (PEIS)
3. To serve as the referral and information channel for the various programs and activities of
PESO Santiago City and the Department of Labor and Employment (DOLE); and
4. To maintain a Barangay Public Employment Bulletin Board for the posting of updated
and available job vacancies in the City and in the barangay for the benefit of jobseekers
as provided/posted on a monthly basis by PESO Santiago and the barangay, respectively.
Section 3. Separability Clause. If any reason, any section or provision of this Executive Order
is declared to be unconstitutional or invalid by any competent court, the other section or
provision hereof, which are not affected thereby shall continue.
Section 4. Repealing Clause. All orders, rules and regulations inconsistent herewith are hereby
repealed and/or modified accordingly. This supersedes all the previous executive orders pertinent
to literacy.
Let copies hereof be furnished to all concerned for information, reference, and guidance.
