EXECUTIVE ORDER NO. 034
Series of 2023

”AN EXECUTIVE ORDER CONSTITUTING THE EXECUTIVE COMMITTEE


DURING THE 2ND PAGAY FESTIVAL OF BARANGAY SALVADOR, SANTIAGO CITY”

WHEREAS, Pagay Festival is an annual event of the Barangay Salvador under Barangay Ordinance No.
007 s. 2022, in partnership with the public and private sector, to enliven the Filipino tradition of celebrating and
reminiscing the cultural inheritance, a season where we commemorate peace, joy and unity of harvest in the
barangay;

WHEREAS, this event encourages inventiveness and camaraderie in the spirit of community
collectivism, traits that are necessary in developing community cohesiveness and resiliency and the pursuit for the
promotion of cultures of peace and excellence;

WHEREAS, in order for the Barangay Salvador to maximize the objectives of the 2 nd Pagay Festival and
to ensure the smooth implementation of the various activities identified for this year’s celebration, there is a need
to constitute, organize and create an Executive Committee, defining its functions roles and responsibilities, as
well as the different activities that will be implemented and monitored by the same;

NOW, THEREFORE, I, Sammy C. Sarmiento, Punong Barangay of Barangay Salvador, City of


Santiago, by virtue of the powers vested in me by law, do hereby create and constitute the Executive
Committee of 2nd Pagay Festival 2023 as follows:

Section 1. COMPOSITION. The membership of the Executive Committee of 2 nd Pagay Festival 2023
is hereby created and shall be composed of the following:

Assistant Director General : MA. LOURDES E. PAGUIRIGAN

Secretariat :

Treasurer : TERESITA O. CARIAGA

Auditor : ANTONIO C. CRUZ

OFFICIAL EVENTS:

Section 2. Functions. The Executive Committee shall perform the following functions:
Punong Barangay: Over-all in charge and control
a. Develop a comprehensive Work and Financial Plan (WFP) for the establishment of the Local Migration
Database (LMB) through Registry of Barangay Inhabitants and Migrants (RBIM);
b. Identify champions and conduct advocacy activities for allocation of funds to support activities leading to
establishment of RBIM;
c. Undertake coordinative mechanism to ensure and monitor the overall implementation of activities in the
WFP for RBIM;
d. Ensure conduct of survey using the prescribed survey tools, encoding, processing and packaging of data
gathered;
e. Ensure the regular monitoring and updating of the Registry of Barangay Inhabitants and Migrants thru
Barangay Secretary tasked as Field Supervisor for the RBIM monitoring in the Barangay;
f. Conduct data utilization activity and ensure utilization of RBIM for program planning, monitoring and
evaluation purposes;
g. Advocate for the inclusion of Local Migration Data as administrative data to be collected by enumerators;
h. Perform other tasks necessary for the completion of the local migration database.

Section 3. The Secretariat. A Secretariat is hereby created, to be headed by Barangay Secretary.


The Secretariat shall perform the following duties and functions:

a. Ensure the privacy and functionality of the RBIM Database to be well kept and maintained at the Office
of the Barangay Secretary.
b. Provide secretariat service, preparation of the meeting0s and agenda, and document the proceeding of the
meetings and related activities of the RBIM;
c. Facilitate in the preparation of reports for consolidation, and their timely submission to concerned offices
and agencies;

Section 4. Meetings. The RBIM Team shall meet and convene every quarter or as often as necessary as may be
determined by the Chairperson.

Section 5. Data Privacy and Access to Information. All requests for information generated from the
LMIS/RBIM shall be processed in conformity to the Data Privacy Act of 2012 (Republic Act No. 10173) and the
President's Executive Order No. 02 dated 23 July 2016 as well as, the Freedom of Information Memorandum
Circular (FOI-MC) No. 01 s 2016 issued by the Presidential Communication Operations Office (PCOO).

Section 6. Separability Clause. —If any part or provision of this Executive Order is declared unconstitutional or
invalid, the same shall not affect the validity and effectivity of the other parts or provisions hereof.

Section 7. Repealing Clause. All local orders, rules and regulations issuances or any part thereof inconsistent
with the provisions of this Order are hereby repealed amended modified accordingly.

Section 8. Effectivity Clause. — This Executive Order shall take effect immediately or after posting in at least
two (2) conspicuous places in the municipality.
