EXECUTIVE ORDER NO. 03

AN ORDER CREATING THE BARANGAY DISIPLINA BRIGADE OF BARANGAY

ARTACHO, BAUTISTA, PANGASINAN

WHEREAS, Section 15. Article ll of the 1987 Constitution provides that the State shall
protect and promote the right to health of the people and instill health consciousness
among them and Section 16, Article X of the said Constitution promotes the right of the
people and their organizations to effective and reasonable participation at all levels of
social, political, and economic decision-making;

WHEREAS, a national advocacy campaign dubbed “Disiplina Muna” aims to activate

the real concept of governance where the citizenry is aware of their roles and
responsibilities and are practicing active citizen participation in nation-building;

WHEREAS, the BIDA ang May Disiplina: Solusyon sa COVID-19V is a consolidated

advocacy campaign program of Department of the Interior and Local Government
(DILG) and the Department of Health (DOH) that emphasizes the importance of
individualdiscipline and behavior change as one of the solutions to beat COVID-19;

WHEREAS, DILG Memorandum Circular 2020-116 encourages LGUs to organize their

Barangay Disiplina Brigade;

NOW, THEREFORE, I, NOVEL M. NIÑO, Punong Barangay of Artacho, Bautista,

Pangasinan, by virtue of the powers vested in me by law, do hereby create the
Barangay Disiplina Brigade of Barangay Artacho, Baustista, Pangasinan, as follows;

Section 1. COMPOSITION. The Barangay Disiplina Brigade shall have the following
composition:

Section 2. FUNCTIONS. The Barangay Disiplina Brigade shall:

a. Promote the spirit of volunteerism and ensure that the minimum health standards are
implemented by reminding the public to practice the following as espoused by the BIDA
acronym:

B - Bawal and walang face mask at face shield;

I - I-sanitize and mga kamay at iwas-hawak sa mga bagay;
D - Dumistansya ng isang metro at
A - Alamin and totoong impormasyon

b. Advocates the compliance of the community to quarantine protocols;

c. Provide factual information to the community and
d. Communicate the message of bayanihan to the community to defeat the pandemic.

Section 3. Effectivity. This Executive Order shall take effect immediately.

SO ORDERED this 31ST day of MARCH, 2021 in Barangay Artacho, Bautista,

Pangasinan.
