CREATION OF THE BARANGAY ________ TASK FORCE TO END LOCAL

COMMUNIST ARMED CONFLICT (BTF-ELCAC) OPERATIONS CENTER

WHEREAS, Executive Order No. 70 provides for the institutionalization of the Whole-
of-Nation Approach in attaining inclusive and sustainable peace, the creation of a National Task
Force to End Local Communist Armed Conflict and adoption of a National Peace framework;

WHEREAS, the Whole-of-Nation approach addresses the root cause of insurgency,

internal disturbances, tensions, other armed conflicts and threats by prioritizing and harmonizing
the delivery of basic services and social development packages by the government, facilitating
and ensuring active participation of all sectors of society in the pursuit of the country’s peace
agenda;

WHEREAS, the National Peace Framework contains principles, plans, programs and
mechanisms to localize peace agreements and interventions that will bring inclusive and
sustainable peace, and address the root causes of insurgencies, internal disturbances, tensions and
other armed conflicts and threats in identified areas;

WHEREAS, the National Task Force to End Local Communist Armed Conflict (NTF-
ELCAC) Memorandum Circular No. 20200617-001 sets forth the guidelines for the
establishment and management of the NTF-ELCAC Operation Center (OPCEN) at the National
level down to the regional, provincial, city and municipal task forces nationwide, in order to have
a systematic, efficient and centralized communications monitoring and report system.

WHEREAS, Executive Order No. 16 (s.2017) adopted the National Security Policy 2017-
2022, which calls for the end of all armed threats in the Philippines and recognizes that internal
socio-political stability rests upon healing the rifts that divide the nation by promoting
participatory governance, synergy of government development efforts and enhancing the
participation and responsibilities of local government units (LGUs);

NOW, THEREFORE, I (name) , Punong Barangay of Barangay________, Bautista,

Pangasinan by virtue of the powers vested in me by law, do hereby order:

SECTION 1. COMPOSITION. The Barangay _______________ TF-ELCAC OPCEN

shall be composed of the following:

 SECTION 2. DUTIES AND FUNCTIONS. The Barangay ____________ TF-ELCAC
OPCEN shall operate 24/7 and is responsible for the consolidation and submission of the daily
activity report, monthly, quarterly and annual accomplishment reports of the BTF-ELCAC.

The OPCEN members shall have the following duties and functions, to wit:

Chief
1. Responsible for the administrative and operational activities of the BTF-OPCEN;
2. Ensures the availability of reports for the information and consumption of the Task
Force leadership; and
3. Performs other duties as directed.

Assistant Chief
1. Assists the OPCEN Chief in directing, supervising and controlling the management of
the BTF-OPCEN;
2. Acts as Security Officer of the BTF-ELCAC OPCEN; and
3. Performs other duties as directed.

Admin Staff
1. Maintains files/ records for incoming and outgoing communications;
2. Maintains and updates directory;
3. Facilitates the procurement of logistical requirements for the OPCEN; and
4. Performs other duties as directed.

Operation Staff
1. Renders 24/7 duty on rotation basis;
2. Receives and transmits communications;
3. Follows-up outgoing communications/directives/compliances with target dates;
4. Consolidates the daily, monthly, quarterly and annual accomplishment reports to the
MTF; and
5. Performs other duties as directed.

SECTION 3. LOCATION OF THE BTF-ELCAC OPCEN. The physical location of

the BTF-ELCAC shall be situated in the Barangay Hall, (name of barangay), Bautista,
Pangasinan.

SECTION 4. EFFECTIVITY. This Order shall take effect immediately.
