Executive Order No. 48
Series of 2023

“AN ORDER CREATING THE MUNICIPAL LITERACY COORDINATING COUNCIL,


DEFINING ITS POWERS AND FUNCTIONS, AND FOR OTHER PURPOSES”

WHEREAS, Section 2 of the amended Republic Act No. 10122 otherwise known as
“AN ACT STRENGTHENING THE LITERACY COORDINATING COUNCIL BY
AMENDING THE RA NO 7165, OTHERWISE KNOWN AS ‘AN ACT CREATING THE
LITERACY COORDINATING COUNCIL, DEFINING ITS POWERS AND FUNCTIONS,
APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES’”, declares
the adoption of measures for the universalization of literacy to be of highest
priority;

WHEREAS, Section 2 of the amended Republic Act No. 7165, otherwise known as "AN
ACT CREATING THE LITERACY COORDINATING COUNCIL, DEFINING ITS POWERS
AND FUNCTIONS, APPROPRIATING FUNDS THEREFORE AND FOR OTHER
PURPOSES" creates a Literacy Coordinating Council, referred to as the Council, to
carry out the declared national policy;

WHEREAS, establishing a Local Literacy Coordinating Council is the Municipality’s


response to Administrative Order No. 324 which mandates all local government units to
adopt the Literacy Coordinating Council (LCC) Blueprint for Action as a framework or
guidelines in developing policies and implementing programs or projects related to
literacy;

NOW, THEREFORE I, CHARLIE B. BUHISAN, Mayor of the Municipality of


Magsaysay, by virtue of the powers vested in me by law, do order the adoption of the
Literacy Coordinating Council, Defining Its Powers and Functions, And for Other
Purposes;

SECTION 1: COMPOSITION. The following are the members of the Municipal


Literacy Coordinating Council;

SECTION 2: FUNCTIONS. The following are the functions of the Municipal Literacy
Coordinating Council.

A. Co-Chairperson:
1. Advocates the wide implementation of literacy programs in all public
schools in the municipality;
2. Formulates plans and policies for literacy programs in the municipality;
3. Implements literacy programs in the community; and
4. Monitors the implementation of literacy programs.

B. MEMBERS:
1. Develop plans and projects for the development and sustainability of
literacy programs of the municipality in their respective offices;
2. Act as an advisory and coordinating body by providing policies and
program direction for all literacy endeavors to increase the literacy rate in
the municipality;
3. Consolidate all the programs and projects that aim to effectively address
the educational needs of the municipality;

4. Create, maintain, and update a management information system on


literacy programs, projects, policies, best practices, and other statistical data
on literacy, especially literacy mapping;
5. Engage in research and development activities on literacy; and
6. Recommend measures in organizing and strengthening support
structures for literacy programs, projects, and activities in the municipality.

C. SECRETARIAT

1. Develops criteria, guidelines, designs, and procedures for the preparation,


appraisal, and monitoring of literacy programs and projects;
2. Monitors programs and projects implementation and suggest
modifications or changes when necessary;
3. Documents, maintains, and updates reports;
4. Calls for a regular meeting of the Municipal Literacy Council or as
necessary;
5. Prepares and submits an annual accomplishment report to the municipal
literacy council; and
6. Performs other duties and functions as may be required by the Council.

SECTION 3: BUDGET ALLOCATION AND UTILIZATION OF FUNDS


The expenses for the implementation of this Executive Order shall be
provided from his office Maintenance and Other Operating Expenses (MOOE)
general fund. Through the Mayor or the Public School District Supervisors, the
Municipal Literacy Council may collaborate with the Local School Board on the
possible use of the Special Education Fund (SEF) for literacy programs.

SECTION 4: MEETINGS AND QUORUM. The Municipal Literacy Coordinating


Council shall meet once in every quarter or as often as necessary upon the Call of
the Chairman. A majority of the members of the Municipal Literacy Coordinating
Council shall constitute a quorum. The affirmative vote of the majority of the
members constituting a quorum shall be necessary to approve the decisions of the
Municipal Literacy Coordinating Council.

SECTION 5: SEPARABILITY CLAUSE. If for any reason, any Section of the


Executive Order is declared unconstitutional or invalid, other Sections or
provisions hereof which are not affected thereby shall continue to be in full force
and effect.

SECTION 6: REPEALING CLAUSE. Any executive order, local issuances, or rules


inconsistent with the provisions of this Executive Order are hereby repealed or
modified accordingly.

SECTION 7: EFFECTIVITY. This Executive Order shall take effect immediately


upon signing.
