RESOLUTION NO. 120-2019

REQUESTING THE HONORABLE SENATOR MANNY PACQUIAO TO CAUSE TO ALLOCATE THE AMOUNT OF
ONE HUNDRED MILLION PESOS (P100,000,000.00) FOR THE PROPOSED 5 KILOMETERS FARM-TO-MARKET ROAD
CONCRETING PROJECT FROM BARANGAY NORTHERN TO BARANGAY CABONGAAN, MUNICIPALITY OF SAN
FRANCISCO, CEBU

WHEREAS, it has been seen that the proposed road concreting project of the 5 kilometers farm-to-market road from
Barangay Northern Poblacion to Barangay Cabongaan, of the Municipality of San Francisco, Cebu is a priority for
implementation at present considering of the already dilapidated transport access in such particular area and most especially
that such access is heading towards tourist destinations of the municipality;

WHEREAS, said road is already dilapidated that it already causes too much hazard and inconvenience to the public,
therefore needs replacement;

WHEREAS, good roads is a basic provider of accessibility and a factor of mobility in which the planning, construction,
operation and maintenance of the road transport system helps to create jobs with direct implications on the economic prosperity
of people;

WHEREAS, road transport is a fundamental part of every land use policy because roads are the primary provider of
access to territory, and are necessary to counter the natural tendency of concentrations of housing, employment and other
activities like tourism activities;

WHEREAS, road networks have direct influence on basic production parameters, which in turn, will foster economic
development, reduces absolute poverty by improving economic efficiency as it decreases costs and prices and enhances trade
and employment opportunities and even of very basic social services.

WHEREAS, associated basic transport access is of high value to the poor hence, it is their reliable access to various
services of the government;

Now, therefore, on motion of Hon. Rey A. Tindoy duly seconded by Hon. Severino O. Gok-ong, Jr. and unanimously
carried by all the Sangguniang Bayan Members of San Francisco, Cebu presents and assembled in session,

RESOLVED, to request the Honorable Senator Manny Pacquiao to grant financial assistance and cause to allocate the
amount of One Hundred Million Pesos (P100,000,000.00) intended for the concreting project of the farm-to-market Barangay
Northern Poblacion-Barangay Cabongaan Road, San Francisco, Cebu, that when realized gives direct implications on the
economic prosperity of people, will foster economic and tourism developments, and reduces absolute poverty by improving
economic efficiency.

FINALLY, to send copies of this resolution to the Honorable Senator EMMANUEL “MANNY” D. PACQUIAO, Rm. 526
& 6 (New Wing 5/F) GSIS Bldg., Financial Center, Diokno Blvd., Pasay City for his information and favorable approval.
