BADAC Powers and Functions:

1. Conduct regular meetings at least once a month


and call for special meetings whenever necessary.

2. Plan, strategize, implement and evaluate programs


and projects on drug prevention in the barangay
3. Organize the BADAC Auxiliary Team

functions in formulating plan of action to address the
problem

5. Equip Barangay Tanods and BADAC Aux Team on

Sanctions:

All concerned local authorities are hereby advised that:

a. Failure of the concerned local officials to appropriate a


substantial portion of their respective annual budgets to assist in
or enhance the enforcement of 9165 in all budget preparations in
addition to those mandatorily required under section 324 of the
LGC, shall be ground for disapproval of the annual budget.

Sanctions:

All concerned local authorities are hereby advised that:

b. Failure of the local officials to take appropriate measures to


enforce the pertinent provision of RA 9165 after being made
aware by the PDEA or PNP and other law enforcement
agencies…. Shall be considered as prima facie evidence for
administrative charges for gross negligence or dereliction of duties
as may be warranted by evidence.

CBRP
Pre - Implementation

A. Process of Voluntary Surrender to the authorities


shall be documented by an officer of the Office. Each
LGU shall provide the list of names of officers to the
DDB and DILG for recording purposes.
B. Conduct necessary measures to get the background
of the surrenderer such as interviews, etc.
C. The LGU shall verify if the surrenderer is included in
the Target list, Wanted List, and Watch list.
D. The surrenderer shall be initially screened to
determine his/her degree of drug dependence.
Pre - Implementation

E. Referral of a low to moderate substance use disorder


to an outpatient or community based rehabilitation
program.

and Planning Phase

A. Organization of CRN. Composed of Health worker,


and other volunteers in the community, particularly
experts and practitioners in the medical and
psychosocial fields such as doctors, psychologists,
psychometricians, guidance counsellors, retired
teachers, and members of faith – based organization.

B. The CRN is oriented of their duties and


responsibilities in the Community – Based Rehabilitation
Program.

C. The CRN shall strategize on the implementation of the


CBRP.

D. Formulation of design flexible for the needs of


enrolees of the program thru maximizing resource
found in the community.

E. The DILG will provide training plan for the reference


of CRN in conducting the CBRP.

A. The surrenders will register to the CRN.

maintained by CRN.
C. The consolidated data shall be forwarded to the
UBAS Expanded TWG.

members of the community towards being a more

1. Drug recovering patients shall undergo Aftercare


program under DSWD and other aftercare providers.

• Membership shall be taken from responsible


members of the community including a
representative of the youth, as well as
representatives of government and private agencies
concerned with the welfare of children and youth.

adequate rearing of children and on positive
parent – child relationship.
