The Council session started at exactly 9:00 A.M. The Presiding Officer ordered the
Barangay Secretary to call the roll and the Barangay Secretary, reported that all are present.
The reading of the agenda ensued. The Presiding Officer, officially opened the Session. A
reading of the last session was made by KGD. MA. CECILIA M. RAMOS as the Temporary
Secretary. A motion came from KAGAWAD HENRY B. CUDILLA and moved for the approval of
the last minutes of session and it was duly seconded by KAGAWAD ABEL MANALANSAN and
the Council approved the minutes of the last session.

PUNONG BARANGAY ASUNCION M. VISAYA thanked the Brgy. Council for the support,
cooperation and teamwork that they have given because it wouldn’t be possible to achieved
the DANGAL NG LUNGSOD AWARD once again. But it is challenge to everyone to sustain the
award for 3 consecutive year to be able to get the Hall of Fame with the price amounting to Five
Million (5 M). She encourages them to work hand in hand to make this possible.

PUNONG BARANGAY ASUNCION M. VISAYA properly opened the session. She read the
agenda for the day’s session. RESO. NO. 78 S-2019 - Resolution recommending to the
Sanguniang Panglungsod, QC. the operation of NOVA SHELL SERVICE STATION, a gasoline
refilling station located at Gen. Luis St., Brgy, Novaliches Proper, District V, QC.
 KAGAWAD VINCENT JOAQUIN M. ESTACIO was asked by PUNONG BARANGAY
ASUNCION M. VISAYA as the Head of APPROPRIATION Committee what was his concern with
the Annual Budget.

KAGAWAD VINCENT JOAQUIN M. ESTACIO said that if we review the Annually Budget it
was already been approved so all we need to do is to check the budget that was spent per
committee and what is the balance. So, he asked the treasurer to report how much the balance
per committee so that the Kagawad must knew how much money was released already and
how much are the remaining balance per committee.

PUNONG BARANGAY ASUNCION M. VISAYA requested/asked the Treasurer to give the

summary of the Budget per committee.

BRGY. TREAS. SAPHIRE H. DONSOL said that she already has the summary.

KAGAWAD VINCENT JOAQUIN M. ESTACIO asked for the hard copy.

PUNONG BARANGAY ASUNCION M. VISAYA mentioned that she instructed the

Treasurer to make a format an individual report per committee of their expenses, how much is
the balance. She also mentioned that she also needed to review the summary but by at the end
of May she will review it. We need to review the Budget to avoid the same mistakes of the
previous Treasurer Beth Galicia. She mentioned that she has a lot of refundable that she needs
to reimburse but until now the treasurer did not give it to her. Every time she asked about it her
response was, that there was no money. She ordered Treasurer Beth Galicia to give her the
expenses but she cannot provide the documents. She said that it is proper to carefully review
the budget.

BRGY. TREASURER SAPHIRE H. DONSOL reported and enumerated that the released
funds are the following:
1. BDRRM – Earthquake Drill, Waste Segregation Seminar, Fire Seminar, Clean-
up Drive and purchase of supplies as of March, 2019. The Expenses of March,
2019 she mentioned that she hasn’t printed the April and May. It is still
negative. The released money is for BDRRM.
2. BCPC – released budget is for Breastfeeding Film showing for Lactating
Mothers AND Pregnant Women.
3. GAD – expenses for the Women’s month, we are still negative to that. For
KKDK and Values Formation. In KKDK allotted 14K and for the Values
Formation allotted 25k only. Expenses every Friday was Php2,000 plus, so
Php8,000 per month. There is three quarter, it will up to Php20,000 plus,
their budget is only enough in Values Formation every Friday and quarterly
released.
4. ANTI-ILLEGAL DRUG -1st Quarter in BANAWAG and other internal expenses
regarding Anti-Illegal Drugs expenses and activities.
 5. When it comes to expenses for Materials and Supplies, 1 ST and 2ND Quarter
was released already but it will go to other expenses such as: Tarpaulin
especially the past Seal of Good Housekeeping we made a Sentra Board.
6. In SUYOD BUWIS, the 1st Quarter was already been released and the next
release will be on the 3rd Quarter.
7. In the Office equipment we also have expenses.

The overall total expenses were negative to Php131,000 as of March only April and May,
2019 are not included because there are internal expenses. So, after this Election Ban, that is
the only time we can summarized all of the expenses because of lots of activities and the
unexpected expenses such as Seal of Good Housekeeping we need to purchase something for
us to comply what is mandated to us. She told them that she will print the summary of internal
expenses. There you can find the details such as; receipt, the voucher where it a was spent per
committee, for KAGAWAD ENRIQUE in BDRRM AND BESWM his expenses are detailed.

KAGAWAD HENRY B. CUDILLA said: “Madam Chairman, Treas. what do you mean by
the word negative?

TREAS. SAPHIRE H. DONSOL replied: “Negative, abunado (abounded) pwera pa po ang

kay Kapitanang expenses. Yung mga inilabas po natin na one, two, three, kasi maliliit lang
naman po ito kagaya sa Earthquake Drill Php 9,723.00, under the Earthquake drill ng BDRRM.
Hindi lang po ito ang mga expenses niya, lalo na kapag may dumarating na mga bisita. Katulad
sa Fire Assesment, dito rin po natin kinukuha yung per committee na mga gastos. Hindi lang po
yung eksaktong mga activities, may mga internal din po tayong mga expenses.”

KAGAWAD HENRY B. CUDILLA said: “So you mean we have overspending doon sa actual
budget?

TREAS. SAPHIRE H. DONSOL replied: “Opo, kasi wala pa po kasing….”

KAGAWAD HENRY B. CUDILLA said: “I suggest na kagaya ng sinasabi ni Kap kanina, I

would like to request our treasurer to make us a report…detailed report regarding sa expenses
natin…. para sa ganoon hindi na maulit sa previous years na nangyari. So, kung may detail
report bawat committee ay hindi tayo mag-sosobra ng gastos”

TREAS. SAPHIRE H. DONSOL replied: “Meron po…”

KAGAWAD HENRY B. CUDILLA suggested that since that he is in the Finance Committee,
he needs to see it. So, if the expenses are in detailed, we can realize that we are overspending.
He asked Treasurer SAPHIRE DONSOL where did we get our overspend money? Do you think
we cannot be questioned? If the allocation was expanded, we can find other resources so that
we can justify or we can pay the projects that we implemented. It is proper that we should just
put the finances correctly. So, he suggested that Monthly, the Treasurer must give the detailed
reports for review just like KAGAWAD ENRIQUE ANONUEVO, he has a lot of big project, it is
proper that he might see and review if he is overspending his expenditures. It is proper that
they are updated.

PUNONG BARANGAY ASUNCION M. VISAYA thanked KAGAWAD HENRY CUDILLA and

stated that she also suggested that per committees, they should have a copy of the Budget. So
that the KAGAWAD can monitor all their expenditures. As of now we are negative, there are
few reimbursements from the budget. She clarifies KAGAWAD HENRY CUDILLA’s question on
other where did the other expanded money came from. It came from her and the other from
the other money from her reimbursements. She ordered the Treasurer that if the Election Ban
was lifted, she must withdraw all from the reimbursements. Implement those projects to be
implemented for our compliance. It is her duty to rectify the mistake made by the previous
Treasurer must be avoided. She wanted transparency, anytime the KAGAWAD asked how much
is the balance in their budget, she is always ready to give answer. This end of the Month was
their schedule of auditing. PUNONG BARANGAY will inspect her records since February, 2019.

TREASURE SAPHIRE H. DONSOL gave an additional information. She gave an example,

in particular the BPSO, it has separate budget in their other expenses. It is internal expenses;
she did not mention in the actual Budget. If we follow the actual Budget, it was proper and if
we don’t want to spend the allotted Budget. They must not spend, just like in Peace and Order,
there are instances sometimes they have clients that need medical attention. The BPSO will not
shoulder the medical expenses of the patient. The expenses of KAGAWAD ABEL S.
MANALANSAN is separated, the budget of LUPON has separate expenses when they have
regular meeting. There is no problem with that because they are in separated reports. Also, the
GAD expenses report is separated from the expenses report of BCPC, just like BCPC she cannot
get an expense from GAD. Same with the expenses with the expenses of BDRRM and BDF, In
the budget of the committee of KAGAWAD ENRIQUE ANONUEVO, when the zero waste was
mentioned there is a BDF in Zero Waste and there is also BDF in BDRRM. In BDF if she was not
mistaken, the food and drinks when the guests arrived regarding Zero Waste and BDRRM it was
included there. In meetings and dialogues, we may overspend because there is no particular
committee where we can get the budget. In the Anti-Illegal drugs, there are certain expenses
that we get. In the KKDK Module we get the expenses at the committee of KGD. MA. CECILIA M.
RAMOS. When it comes to the women’s issue, we get it from the committee of KGD. MA.
CECILIA M. RAMOS. And she assured the KAGAWAD her reports are very detailed.

KAGAWAD HENRY B. CUDILLA the reason why we want to get the report and reminded
again the Treasurer to give each KAGAWAD an updated financial report before the session. As a
Treasurer it is her job description to submit or render written accounting report of all barangay
funds and property under her custody monthly and ensure that such report shall be made
available to the members of the barangay council.

PUNONG BARANGAY ASUNCION M. VISAYA read the agenda no. 2 the updating /
reorganizing of organizational chart per committee 2019. She checked if per committee had
passed their updated organizational chart to the secretary.

KAGAWAD HENRY B. CUDILLA presented the ORGANIZATIONAL CHART OF HUMAN

RIGHT COMMITTEE. PUNONG BARANGAY ASUNCION M. VISAYA asked him if the
ORGANIZATION CHART he presented is inline or mandated by DILG if not we only follow only
the mandated of the DILG. He mentioned that he will present the legal basis.

PUNONG BARANGAY ASUNCION M. VISAYA said since everyone had passed their
organizational chart, she ordered the Secretary to give her a compilation of all the Committee’s
ORGANIZATIONAL CHART. The Secretary told her the she still needed to revise the BPOC
Council. PUNONG BARANGAY ASUNCION M. VISAYA ordered them to review the composition
of their council. Also, to include those who are active and a member that can attend and
participate in the meetings. Replace those who are inactive. She mentioned that on the last
assessment done by the DILG, they noticed and commented that just to comply, we invite
people who are not included in the council.

KAGAWAD ABEL S. MANALANSAN suggested that if we cannot establish a quorum, we

must cancel the meeting instead of getting other person that has concern in the meeting. It
would be useless.

KAGAWAD ENRIQUE P. AÑONUEVO suggested that the member of the Committee

Council should always be updated. Those who are inactive should be replaced and talked to
them if they are willing to help and support. An Executive Order shall be draft for approval.
 PUNONG BARANGAY ASUNCION M. VISAYA said that she realized that the
Organizational Chart, attendance of the participants in the said meeting and the monthly and
quarterly meetings is so important especially on the recent SEAL OF GOOD HOUSEKEEPING
ASSESSMENT. She then continued by reading the Agenda No. 3, the review of the revenue
code and she asked KAGAWAD VINCENT JOAQUIN M. ESTACIO as a Committee Head of the
Appropriation, what is his comment?

KAGAWAD VINCENT JOAQUIN M. ESTACIO in his opinion the Revenue Code was edited
by KAGAWAD HENRY CUDILLA. He asked the support of the BRGY. COUNCIL because they
needed to put it into details, the present copy is so generics. He gave an example like BRGY.
BAGUMBAYAN, BRGY. LAGRO and BRGY. SAN BARTOLOME for their successful Revenue
Collections. He proposed that we should study the steps of collections. Business
establishments would appreciate if they will pay only one at the same time. The copy of the
new revenue code and the checklist was shown for the BRGY. COUNCIL’s reference.

PUNONG BARANGAY ASUNCION M. VISAYA asked if the amount of Php2,000.00 is for

Barangay Clearance only.

KAGAWAD VINCENT JOAQUIN M. ESTACIO replied, yes, it is for Barangay Clearance

only but can be added by other miscellaneous.

PUNONG BARANGAY ASUNCION M. VISAYA ordered to clarify this matter because we

should not go beyond Php2,000.00. She told KAGAWAD VINCENT JOAQUIN M. ESTACIO about
other Fees that our client paid, she said: “Tayo ba ang maniningil doon, di ba may kanya-kanya
binabayaran sila sa CityHall?

KAGAWAD VINCENT JOAQUIN M. ESTACIO replied: “Hindi po, iba pa po iyon, for
example yung Working Clearance natin they cannot get a clearance until they comply it. He
cited an example from another Barangay such as Lagro. They have checklist.

PUNONG BARANGAY ASUNCION M. VISAYA said: “So, we need to have a checklist.”

KAGAWAD HENRY CUDILLA suggested that the Committee on Appropriation should

convene for the preparation for the session, so that we can review it and have it finalized.

KAGAWAD VINCENT JOAQUIN M. ESTACIO motion for the suspension of the revenue
code until the committee have convened on Friday May 30, 2019 to review the matter.

KAGAWAD HENRY B. CUDILLA seconded the motion of KAGAWAD VINCENT JOAQUIN

M. ESTACION to give time for the Appropriation Committee finality to review and amend the
new revenue code.

PUNONG BARANGAY ASUNCION M. VISAYA proposed that as soon as the

Appropriation Committee finalized the new revenue. They will present it to the Barangay
Council for approval. She said that we need to consider what was the reaction of the Business
Owner. We should follow the revenue code of the city, by the next administration policies
would be better.

KAGAWAD HENRY CUDILLA assured the Barangay Council, technically will pass to the
City Council for review. It is over five (5) years already, in his opinion to increase and the other
charges that will not ne oppressive.

PUNONG BARANGAY ASUNCION M. VISAYA said the we can implement the increase
and other charges as long it is in the City Revenue Code. We must avoid any illegal charges. She
then read the agenda no. 4 Resolution regarding the issuance of Brgy. Business Clearances on
new business especially on transport terminals and other businesses affecting the peace and
order in the community.

KAGAWAD ABEL MANALANSAN discussed that the resolution is still unavailable but he
mentioned that we must be careful in the issuance of Business Clearance for the terminal to
avoid the problem that we encountered between two transport group because of colorums.
Transport group should get a clearance they need to comply with the checklist before they will
be issued a Barangay Clearance.

The next Special Session Meeting will be on June 14, 2019 (Friday) at 2 nd Floor Session
Hall, 9:00 am.

At this juncture KAGAWAD HENRY B. CUDILLA motioned to adjourn the meeting duly
seconded by KGD. DANILO MANIQUIS.
