SERIES OF 2021

AN ORDER CREATING A BARANGAY SCIENCE AND TECHNOLOGY COUNCIL IN

BARANGAY GUBATAN MACO DAVAO DE ORO AND PROVIDING FUNDS FOR THIS
PURPOSE

WHEREAS, Pursuant to Executive Order No. 784 or Reorganizing The National

Science Development Board And Its Agencies Into A National Science And
Technology Authority And For Related Purposes, it is essential to reorganize the
science and technology institutions of government to transform them into a
revitalized science and technology machinery under the general direction of a
National Science and Technology Authority;

WHEREAS, Republic Act No. 2067 otherwise as An Act To Integrate, Coordinate,

And Intensify Scientific And Technological Research And Development And To
Foster Invention; To Provide Funds Therefor; And For Other Purposes, Section 2.
In consonance with the provisions of section four, Article XIV of the Constitution,
it is hereby declared to be the policy of the state to promote scientific and
technological research and development, foster invention, and utilize scientific
knowledge as an effective instrument for the promotion of national progress;

WHEREAS, The Constitution mandates that the advancement of science and

technology shall have priority in national development;

WHEREAS, Under Presidential Decree No. 1416 as amended, the President is

empowered to undertake such organizational and related improvements as may
be appropriate in the light of changing circumstances and new developments;

WHEREAS, It is imperative that scientific and technological efforts are geared to

meet the demands of economic and social development, and that the results of
such research and development are properly applied and utilized to the
processes of production to ultimately benefit the people in Barangay Gubatan;

WHEREAS, The private and public sectors in the Barangay should effect a
partnership to harness their resources in a directed and common strategy to
develop self-reliance in science and technology;

WHEREAS, The Barangay’s development thrusts require an innovative
comprehensive national planning approach for science and technology that
would effectively integrate the totality of government scientific and technological
efforts and harmonize such efforts with those of the private sector to achieve
greater Barangay progress;

WHEREAS, To realize the above objectives, it is essential to organize the

science and technology council of Barangay Government to transform them into
a revitalized science and technology machinery under the general direction of a
National Science and Technology Authority; and

NOW THEREFORE, I ARNIEL TORMIS FERNANDEZ, Punong Barangay of

Gubatan, Maco, Davao de Oro, by virtue of powers vested in me by law, do
hereby the CREATION OF BARANGAY SCIENCE AND TECHNOLOGY
COUNCIL OF BARANGAY GUBATAN MACO DAVAO DE ORO AND
PROVIDING FUNDS FOR THIS PURPOSE.

SECTION I: CREATION OF BARANGAY SCIENCE AND TECHNOLOGY

COUNCIL

There is in need to create the Barangay Science and Technology Council, which
shall provide basic delivery of services and its direction, leadership and
coordination of scientific and technological research and development. The
Council shall, jointly with other government agencies and instrumentalities
concerned, ensure the application and utilization of the results of such research
and development to achieve developmental goals.

SECTION 2. GENERAL RESPONSIBILITY

The Council shall formulate and implement policies, plans and programs for the
development of science and technology capabilities and for the promotion of
scientific and technological activities within the Barangay.

It shall ensure that the results of scientific and technological activities organized
and supervised by the Barangay Council, Sangguniang Kabataan and other
Barangay Based Institutions such as Barangay Peace and Order Council (BPOC),
Barangay Anti-Drugs and Abuse Council (BADAC), Barangay Council on the
Protection for Children (BCPC), Barangay Disaster Risk Reduction Management
Council (BDRRM), Barangay Health Board, Barangay Nutrition Council (BNC),
Barangay Ecological and Solid Waste Management Council (BESWMC), Barangay
Agriculture and Livelihood Council, Barangay Education and School Council,
Barangay Culture, Arts & Tourism Council, Barangay Sports and Physical Fitness
Council and other BBIs are properly applied, incorporated and utilized to
accelerate economic and social development.

It shall continually review the state and needs of science and technology in the
light of the Barangay’s development goals as stipulated in Barangay
Development Plan and Annual Barangay Youth Investment Plan.

SECTION 3. COMPREHENSIVE BARANGAY SCIENCE AND TECHNOLOGY
COUNCIL PLAN.

A Barangay Comprehensive Plan for Science and Technology shall be formulated

by the Council, and upon concurrence of Sangguniang Barangay shall be
implemented by all Barangay Based Institutions. Such plan shall be relevant to
and consistent with the Barangay Development Plan and Annual Barangay Youth
Investment Plan, and shall mobilize and harness all the Barangay resources to
ensure the effective and efficient implementation of an accelerated scientific and
technological research and development program and the utilization of the
results of such program. It shall moreover establish priorities for specific
programs and projects and rationalize the funding and budgetary requirements
of the Barangay government on research and development activities in order to
attain optimum allocation of resources. In addition, it shall provide guidelines for
the participation of the private sector in the research and development program
of the Barangay government.

SECTION 4. FUNCTIONS

(a) Promote, assist, and where appropriate undertake scientific and technological
research and development in all fields, and towards this end, provide direction
and promote cooperation in the scientific and technological activities of the
public and private sectors in the Barangay level;

(b) Promote the development of indigenous technology and the adaptation of

foreign technology for domestic use;

(c) Formulate and submit to the Punong Barangay and Sangguniang Barangay
for the approval of a Comprehensive Barangay Science and Technology Council
Plan including specific goals, policies, plans programs and projects;

(d) Prepare and submit to the Sangguniang Barangay and Sangguniang

Kabataan its annual national budgetary requirements and coordinate the funding
and implementation of the Barangay Science and Technology Council Plan;

(e) Develop and implement a local delivery system for the effective and efficient
utilization of the results of scientific and technological research and
development;

(f) Encourage and facilitate the active participation of the private sector in
scientific and technological activities;

(g) Develop and implement, together with other entities concerned, a national
and local program for strengthening scientific and technological capabilities
through accelerated training and deployment of manpower and building up of
appropriate infrastructure and institutions;

(h) Promote public consciousness in science and technology especially to the

youth and pupils of Gubatan Elementary School;

(i) Conduct regular monthly meetings or special meetings as the need arises.

SECTION V- ALLOCATIONS AND BUDGETING

The Sangguniang Kabataan shall allocate funds for the organization’s programs,
projects and activities and also the Barangay shall support through allocation of
funds in their socio-cultural activities for CY 2022 and every year thereafter.

SECTION VI- EFFECTIVITY

This ordered shall take effect immediately upon the issuance as stated
hereunder.

Issued this 5th day of JUly 2021 at the Office of Punong Barangay, Tanggapan
ng Pamahalaang Pambarangay, Purok Lanzones, Gubatan, Maco, Davao de Oro,
Philippines.
