Minutes of the Meeting on Municipal Development Council

October 5, 2020 - DOPCEN Hall

The program has formally started with opening prayer and national anthem
(audio-visual presentation).
Arch. Ronnie Alarte (MDC Secretary) has made the roll call of participants,
announcement of quorum, and recommendation to proceed.
Hon. Nelson Bueza (MDC Chairman) has presented the declaration of quorum
and declaration to proceed.
The welcome message has performed by the chairman and has given an
inspiring message to urge the participants to approve the development projects for the
welfare of the entire people of Garchitorena. The chairman has specified the recent
development projects to inform the participants of what has been doing in the present
time and has emphasized the accomplishment projects under his leadership. The
chairman has vowed to stand for the interest of the people and has projected to achieve
progress for the benefits of all. Further, the chairman has stood to his words and has
assured to pursue the implementation of the projects during his term for the
development of the municipality.
The review and approval of previous minutes has discussed by the secretary and
has detailed the proceedings to better evaluate by the participants. The secretary has
made an assessment to development projects and has itemized the projects to be
implemented on the year 2021. The secretary has addressed the problems and issues
that being encountered by the people and has expressed the emerging challenges in
the implementation of the projects. Added, the secretary has emphasized the
implementation of priority projects to diminish the sufferings of the people and to provide
constant solution that shall eradicate destitution and shall bring comforts to the people
of Garchitorena.
Hon. Erasmo Bombase (Sangguniang Bayan Committee on Appropriation) has
intervened in the discussion. The committee has asked about the motor pool project
and has requested to the chairman the formulation of a certain resolution that aims the
“requesting of maintenance of the motor pool project”.
The chairman has answered the request in a responsive manner to address the
issue. Based on him, such issue must hear by the council and get the collective census
of the participants in order to formulate a resolution that will answer the issue.
The program has proceeded to meeting proper with the agenda: approval of
development projects funded thru EDF surplus for 2019; and other matters (BPLO
announcement and bloodletting).
The secretary has requested to participants the approval of such development
projects funded thru EDF surplus for 2019, and has asked if those projects was
acceptable for them.
Punong Barangay Noel Resare (Cagnipa) has raised concern about the
maintenance fuel of certain project. The official has asked who will spend to such
maintenance fuel, the government? Or the barangay officials themselves?

The chairman has advised that barangay officials are held accountable to such
maintenance fuel expenses.
The secretary has agreed to the answer of the chairman and has added a clear
justification about it.
In relation to the topic, Mr. Erwin Fernandez (CSO Member) has shared concern
about Maymatan project to distinguish such projects.
The budget officer has further emphasized the accountability of barangay officials
to such maintenance fuel expenses.
The secretary has asked to participants if there is anyone opposing the motion.
Punong Barangay Danilo Alarte (Pambuhan) has “moved the motion”.
Punong Barangay Samuel Ferran (Tamiawon) has “seconded the motion”.
Then, the secretary has formally “close the motion”.
The program has proceeded to BPLO announcement and bloodletting.
The chairman has updated the bloodletting program and has reminded the health
protocols in compliance with the sanitation and minimum health standards.
Mr. Arnel Belgica (Business Permits and Licensing Officer) has announced the
activity about Business One Stop Shop (BOSS) to be held on the 7 th day of October in
the present year.
The secretary has extended the program to discuss the activities regarding
Comprehensive Land Use Plan (CLUP).
The secretary has discussed the zoning activities that they are doing in the
present time and has shared their experiences they encountered during the barangay
assessment. The secretary has informed the participants that they will first the marine
activities before they will proceed to forest activities. Added, the secretary has
expressed thanks to participants for their approval to development projects that shall
improve the standard of living in the municipality.
Hon. Bombase has inserted the issue that posted on the Facebook.
Allegedly, the issue states that Nono Bombase (his brother) was involved in
drugs and protector of Alex “Bangkay” Palomares (alleged pusher) in the municipality
(posted by Niño Barzaga). The official has strongly denied the accusation and has
asserted that the said statement of Niño Barzaga was purely fabricated. Added, the
official has stated that their family are battling fair in life and are not involved to any kind
of illegal activities.
The secretary has expressed a sympathetic feeling to the official.
Mr. Juan Dorosan (Senior Citizen Federation President) has raised concern
about senior citizen. The president has asked about the 20% AIP and has questioned
why they do not approve the proposal about the purchasing of computers.
The secretary has advised the president to approach to Senior Citizen Affairs
because it is the proper authority to ask his concern. The secretary has emphasized

that the 20% AIP absolutely confine with the infrastructure projects not the purchasing
of any computers, office supplies, and other materials not related to infrastructures.
Mr. Ramon Bason Jr. (MFARMC Chairman) has announced about the sagkad
palubog activities and has informed the participants that these coming days, the
chairman together with the Chief of Police will suppress such illegal activities.
After that, the program has ended.
