The Poblacion area was named San Miguel before, it was one of the barangays
of municipality of Caramoan and the residents in this area was abided under its
governance. Providentially, through the untiring efforts of Former 4 th District
Representative Sebastian Moll Jr., and former Agriculture Secretary Mariano
Garchitorena, the former President Elpidio Quirino ratified the law under Executive
Order No. 205 on March 4, 1949, declaring San Miguel as a separate municipality under
the name Anderson in honor of the late Don Andres Garchitorena, a former governor of
province of Camarines Sur and a business mogul who first initiated the development in
the area. Subsequently, the residents petitioned the foreign name should be change to
appropriate its name to the place in order to make it pleasant to the sound. Finally, due
to the strong demand of the residents, on May 28, 1949 under Executive Order No. 218
the municipality absolutely acquired its present name Garchitorena.

Afterwards, the municipality had been under the governance of eleven (11) Local
Chief Executives and progressively acquired its political stability. The area was isolated
due to the distance and inaccessible transports that suffered the residents in their day-
to-day living. However, the growing local economy brings exigent reforms in
infrastructures, jobs, livelihood, transportation, and socioeconomic activities funded by
the local government unit, non-government agencies, and non-government
organizations. Result of this various government programs and effective local
governance, the municipality of Garchitorena has on its way to progress.
Barangay Poblacion IV has its date of creation on January 1, 1975 as well as
legal basis of creation under P.D. No. 86-A by means of citizens assembly and with the
legal basis of existence to status as barangay under P.D. No. 557 respectively. The first
chairman of citizens assembly was in the name of Democrito Belmonte and the first duly
elected barangay captain was in the name of Rufino Vargas. The geographical
description of Barangay IV is hilly and second widest among the four barangays of
poblacion in the municipality. The municipal hall and the public cemetery are situated in
this area and it has a box like territorial map. Barangay IV is the passageway of waters
coming from the swamps of the other three barangays in poblacion and the river waters
was released to the estuary of Sisiran Bay. Correspondingly, Barangay IV is bounded
on the north by Sisiran Bay and Barangay Pambuhan; on the south by Barangay San
Vicente and the hilly portion of the area; on the west by Barangay III; and on the east by
the

municipal hall. Furthermore, Barangay IV has the largest population and center for
administrative and commercial in the municipality.
In 1956, the national government conducted the Agricultural Colony (AC 1001)
survey for alienable and disposable lands in the municipality to be awarded to the
inhabitants with occupied land area for unknown reason and the eastern portion of the
town proper was excluded in that survey. Before the conduct of the survey, the said
eastern portion of the area has already inhabitants peacefully living as their home, built
their houses and settled their families, served as their ground for livelihood and shelter
for their lives. The inhabitants were profoundly abiding with the local ordinances
implemented by the local government of Garchitorena and greatly exercises suffrage
during the election and other civil rights as compliance with the respective Constitution
of Republic of the Philippines. The said area has already settlements and existing
declared real properties owned by the legitimate tenants to serve as proof and
attestation to the claim. The Local Government of Garchitorena is humbly wishing that
the certain portion of the area shall be awarded to the inhabitants legitimately residing in
the area to serve as their assurance to security of tenure and have the standard of living
free from any mental distress.
Provision to the given statement, attached herewith are the Tax Declarations of
the following tenants that shall verify the legality of the assertion.
