VI. PROJECT DESCRIPTION


The local government unit of Garchitorena recognizes that infrastructure
development plays a vital role in the achievement of the social and economic
development of the municipality. It subscribes to the idea that aggressive
implementation of infrastructure development programs all over the municipality is one
of the steps in realizing the objective of winning the battle against poverty. The need is
highlighted by the fact that for the past several years, vital infrastructure facilities of the
municipality had been devastated by different natural calamities.
Thus, the local government deemed it urgent to undertake as a priority program,
the establishment and improvement of essential transport facilities that will spur
economic activities and induce socio-economic growth and development, particularly in
linking the remote communities with the major road networks. To address this need, the
local government embarked on various road and bridge projects.
There are two major bridge programs that will undertake by the local
government: the Ason – Bahi Bridge and the Pambuhan – Casisihan Bridge. These two
projects are in addition to the regular bridge construction projects of the local
government unit. Bridges will also construct or improve under various road projects
when such bridges lie within the projects’ road network.

A. Rationale/Background

Climate change and disaster risks. Garchitorena and its surrounding


areas are at high risk from disasters such as floods, tropical cyclones and
earthquakes. These risks are set to increase with changes in natural hazard
patterns due to climate change; and increase in exposure of people and
assets due to rapid development in flood-prone riverine and low-lying areas.
Each year shows that Garchitorena will face an increase in intensity of

typhoons as well as raise in sea level, which would likely to increase flood
risks. Noticeably, Garchitorena and surrounding areas will face the impact of
climate change in the upcoming years, which might result in an increase of
rate of flooding areas.

The transport infrastructure, especially roads and bridges, face a brunt of


impacts from disasters and climate change. Some obvious impacts to the
transportation systems are traffic disruption due to flooding, increase in
maintenance requirement to the pavement due to more frequent flooding,
overflow of side drains and cross drainage works, submerged bridges due to
floods induced by intense precipitation, inundation of coastal roads due to sea
level rise, and road blocks due to landslides. For example, the flooding from
Typhoon Rollie and Ulysses in November 2020, which caused the Pambuhan
– Casisihan river system including the other floodway to burst its banks,
resulted in widespread impact on the transport infrastructure. Several roads
were flooded and, in some places, impassable for extended periods while
several bridges were washed away. The damages observed in the transport
sector included collapsed embankment, eroded slope protection, collapsed
bridge approaches, clogged drainage structure, etc. The economic losses
were resulted from increased vehicle operations costs and travel delays due
to closure of roads and bridges. The damage and losses suffered by the
transport sector are very vast and serious.

There is no existing bridge constructed in Pambuhan – Casisihan river. To


cross the river, the mode of transportation is only travelled by boat. The mode
of transportation burdening the lives of the inhabitants of Barangay
Pambuhan and Sitio Casisihan and other nearby communities. The river is
impassable when there is huge volume of water flowing strong caused by
floods. The river is an estuary, it is the major outlet of waters flowing out from
different waterways. Presumably, the river will be flooding when there are
heavy rains. At this point, it is high time to approve the proposed bridge
project to end the long-time suffering of the inhabitants of Barangay
Pambuhan and Sitio Casisihan and other nearby communities.

B. Objectives

 Provision of public transport access system in the municipality;


 Establishment of vital link that facilitate trade, commerce and
communications and accelerate investments both in Poblacion and
remote areas;
 Promotion of social and economic development in the municipality.

A 150-meter-long Concrete Elevated Bridge shall provide convenient


transport access system and protect the lives of the concerned communities.
The bridge shall serve as vital link of transportation for trade, communications
and investments both in Poblacion and remote areas. The bridge shall spur
economic activities and induce socio-economic growth and development in
the municipality.

D. Expected/Potential Impact

The proposed bridge project shall strengthen local economy and improve
the life of every individual in Garchitorena. The bridge shall ensure growth
and contribute to the realization of the economic potentials of the municipality.
The bridge shall serve as vital instrument to mainstream remote communities
and provide the needed services. Its distinctive design shall boost tourism
and give high socio-economic impact to municipality. The bridge shall play a
vital role in the achievement of the social and economic development of the
municipality. Thus, the bridge shall be one of the infrastructures in realizing
the objective of winning the battle against poverty.

E. Monitoring and Evaluation Plan

Considering that the construction and rehabilitation of bridges is a


continuing program of the local government unit of Garchitorena, the LGU
should create a monitoring and evaluation unit to address the deficiencies
noted in the implementation process.

The Monitoring and Evaluation unit shall coordinate and oversee the
implementation of all bridge programs. Such unit will be responsible for
maintaining an updated masterlist/masterplan of bridges for the guidance/use
of all implementing agencies; monitoring compliance with the construction
specifications, selection criteria and maintenance requirements; reassessing
the existing policy requiring counterpart from the other agencies; and initiating
the formulation of rules and regulations applicable to foreign assisted
projects, among others.

In the absence of an overall program coordinator, the DPWH and DILG


should undertake such activities in close coordination with one another. In
addition, these agencies should install control mechanisms that would ensure
the prioritization of bridges most needed, and timely and cost-effective
implementation. Furthermore, these agencies should conduct an inventory of
all available bridging materials to account for the missing parts and identify
sources of available materials needed to complete the construction of bridges
with lacking bridging materials.
