DESIGNATION OF ANTI-DRUG ABUSE COUNCIL – REPORTING SYSTEM

(ADAC-RS) FOCAL PERSON AND ENCODERS

WHEREAS, President Rodrigo Roa Duterte has acknowledged the proliferation of

illegal drugs as a serious threat to the health, well- being, and national security and a
primary hindrance to the development of the community;

WHEREAS, Local Anti-Drug Abuse Councils (ADACs) have a critical role in the
coordination and proper monitoring of drug-related incidents;

WHEREAS, DILG-DDB JMC No. 2018-01 entitled “Implementing Guidelines on the

Functionality and Effectiveness of Local Anti-Drug Abuse Councils” provides the
designation of two (2) focal persons who are a member of the LADAC for the Anti-Drug
Abuse Council – Reporting System (ADAC-RS);

NOW, THEREFORE, I, MEDRITO F. FABREAG JR., Municipal Mayor of Concepcion,

Romblon, Province of Romblon, by virtue of the powers vested in me, designate MR.
ALDRIN F. FRONDA as ADAC-RS Focal Person and MARIA CHERIE F. FAMISAN as ADAC-RS
Encoder.

SECTION 1. DUTIES AND FUNCTIONS. The ADAC-RS Focal persons shall:

1. Ensure the compliance and enforcement of DDB (Dangerous Drug Board)

Regulations on Voluntary Surrender of Drug Users and Dependents and shall
coordinate with the appropriate service provider to assure compliance with the
prescribed intervention;
2. Encode the necessary information on Persons Who Uses Drugs (PWUD) who
surrendered in accordance with the Community-Based Treatment and
Rehabilitation Monitoring Form;
3. Ensure the monthly submission of reports;
4. Ensure the accuracy and confidentiality of data;
5. Ensure that data of all Persons Who Uses Drugs (PWUD) who surrendered to
authorities from July 2016 to December 2017 be encoded in the system
following the scheduled date from JMC 2018-01 Section C- 2 (k)(3)(a).

SECTION 2. EFFECTIVITY

This Order shall take effect immediately.

DONE this 30th day of October 2020 at the Municipality of Concepcion, Province of
Romblon.
