EXECUTIVE ORDER NO. 5 SERIES 2020

ORGANIZING THE LUPON TAGAPAMAYAPA INCENTIVE AWARDS

(LTIA) MUNICIPAL AWARDS COMMITTEE OF THE MUNICIPALITY OF
CONCEPCION, PROVINCE OF ROMBLON

WHEREAS, Section 399 of Republic Act No. 7160 otherwise known as the Local
Government Code of 1991 mandates the creation in each barangay a lupong tagapamayapa,
composed of the Punong Barangay as Chairperson and ten (10) to twenty (20) members,
who will be in charge of administering the Katarungang Pambarangay (KP) of Barangay
Justice System which is a time-honored Filipino Tradition of amicably settling
interpersonal disputes at the grassroots level without judicial recourse.

WHEREAS, Executive Order No. 394 series of 1997 created the Lupong
Tagapamayapa Incentives Awards as an Annual Awards for Performing Lupong
Tagapamayapa.

WHEREAS, DILG memorandum Circular No. 2008-102 dated June 17, 2008 provides
for the compositions of the Municipal Awards Committee (MAC) with the Municipal Local
Government Operations Officer as Chairperson and the provincial Prosecutor as the Vice-
Chairperson; and

WHEREAS, DILG Memorandum Circular 2016-58 dated April 29, 2016 entitled
“Reiterating and Supplementing DILG Memorandum Circular 2008-102 dated June 17,
2008 Relative to the Lupon Tagapamayapa Incentive Awards Enhanced Criteria and
Guidelines” provides the specific guidelines of the Lupon Tagapamayapa Incentives Awards
and organization of Municipal Awards Committee as the assessing committee for the said
incentives.

WHEREAS, Memorandum Circular dated January 3, 2018 provides the schedule of

2018 LTIA implementation in the municipality;

NOW, THEREFORE, I HON. MEDRITO F. FABREAG, JR., Municipal Mayor of

Concepcion, Romblon, Philippines by virtue of the powers vested on me, do hereby direct
the following to be the composition of LTIA Municipal Awards:

SECTION 1: COMPOSITION OF THE MUNICIPAL AWARDS COMMITTEE

SECTION 2. FUNCTIONS

1. Initiate and coordinate the necessary activities toward the successful

implementation of the LTIA in the municipality;
2. Disseminate information on the awards to generate awareness and support
from the public and private sectors within the municipality
3. Select and submit to the PAC the best performing lupon within the
municipality
4. May secure funding and counterpart prizes from the partner agencies and
the private sector;
5. May plan and implementation appropriate awarding ceremonies;
6. Recommends to the local chief executives for the institutionalization of the
said Awards;
7. Perform such other functions, where necessary;

This order shall take effect immediately.
