EXECUTIVE ORDER NO. 02

REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE
IN DRUG CLEARING OPERATIONS

WHEREAS, Section 16 of the Local Government Code of 1991, R.A. 7160, expressly
mandates all local government units to exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its
efficient and effective governance, and those which are essential to the promotion of general
welfare, among other things, he maintenance of peace and order as well as the preservation of
comfort and convenience of their inhabitants;

WHEREAS, DILG Memorandum Circular No. 2016-63 mandates the revitalization of the
Barangay Anti-Drug Abuse Council and their role in Drug Clearing Operations;

WHEREAS, said Memorandum Circular aimed at emphasizing the principal


responsibilities of local authorities, especially barangay officials in support of government
efforts to address peace and order, particularly to curb illegal drugs and other substances;

NOW, THEREFORE, I, FE M. TIRO, Punong Barangay of this barangay, by virtue vested in


me by law, do hereby order the following:

Section 1. Organization. There will be a revitalized Barangay Anti-Drug Abuse Council of


Barangay Lumbaan-Bicbica, Pinili, Ilocos Norte.

Section 2. Composition. The following shall comprise the BADAC:


Chair : CONRADO B. MADARANG Kagawad
Vice Chair : RICARDO R. CALAYCAY Kagawad (Chair of Peace and Order)
Members: JULIA BALDOMIR OIC/Bicbica Primary School
STEWARD ATCHUELA Chief Tanod
JAYMART G. ABUCAY SK Chair/TFYD Representative
JESUSA BALDOMIR NGO/CSO Representative
AUGORIO MADARANG Inter-faith organization representative
Adviser: PLT REYCAR L. ALMAZAN Chief of Police

Section 3. Functions. Duties and Responsibilities:

1. Conduct regular meetings at least once a month and call for special meetings
whenever necessary;
2. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
3. Organize the BADAC Auxiliary Team representing streets, puroks, subdivisions or
sitios;
4. Orient the BADAC Auxiliary Team of their roles and functions and in formulating a
plan of action to address the problem;
5. Equip the barangay tanods and BADAC Auxiliary Team on their roles and functions in
the campaign against street-level illegal drugs trade through seminars and trainings;
6. Coordinated and collaborate with other institutions implementing programs projects
on drug abuse prevention at the barangay level;

7. Continuously gather and update data on all drug related incidents and its effect on
the peace and order situation in the barangay including listing of suspect drug users
and pushers;
8. Submit a monthly report to the MADAC copy furnished the DILG Municipal Field
Office

9. Refer suspected drug users to MADAC and other institutions for corresponding
counselling and/or rehabilitation;
10. Conduct an information, education campaign (IEC) on illegal drugs demand
reduction;
11. Monitor disposition and progress of drug-related cases filed; and
12. Perform other related functions.

Section 4. BADAC Sub-committees:


A. Committee on Operations

BADAC Auxiliary Team Members :25 members/2000 population

Roles and Responsibilities:


1. Prepare and maintain a confidential list of suspected drug users, pushers, financiers
and/or protectors of illegal drug trade found in the LGU’s area of jurisdiction to be
submitted to the MADAC copy furnished the PNP Anti-Illegal Drugs Special
Operations Task Force; and
2. Establish rehabilitation/referral desks and process applications for rehabilitation of
drug dependents.

Roles and Responsibilities:


1. Coordinate and collaborate with other institutions in the barangay, if any, in
implementing programs and projects on anti-illegal drug abuse;
2. Conduct consultative meetings with organizations in the barangay such as PTCA,
Youth Groups, Boy and Girl Scouts Religious Organizations, and other organizations
existing in the barangay to get their commitment to assist in curbing the drug
menace in the community;
3. Strengthen the family by promoting values, parental care and guidance that will
prevent children from attempting to and/or use of prohibited drugs;
4. Strengthen the linkages of barangay officials with the community, higher LGU’s.
Local Police, PDEA on Anti-illegal drug campaign;
5. Conduct necessary seminars for the community on the dangers of illegal drugs in
coordination with the PNP;
6. Empower the community in reporting drug-related case through an award and
commendation system, and
7. Identify and implement livelihood projects as reintegration program to former drug
pushers and addicts.

Section 5. EFFECTIVITY. This Executive Order shall take effect immediately upon its
approval.
