EXECUTIVE ORDER NO. 01

Series of 2023

REORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM

(BHERT)

WHEREAS, pursuant to section 15, Article 1 of the 1987 Constitution and Section 16,
the General Welfare Clause of the LG Code of 1991, Local Government units are charged with
the promotion of health and safety within their jurisdictions.

WHEREAS, in response to the growing concern over the outbreak of corona virus, the
Philippines is now among the countries with probable corona virus suspects;

WHEREAS, the Barangays, being the smallest unit of the government are considered as
the front liners to prevent the further spread of the virus by spearheading activities in their area
of responsibility.

WHEREAS, DILG MC NO. 2020-18 dated 31 January 2020, entitled, “Guides to Action
Against “Coronavirus” mandates Local Government Units to effectively intensify information
education campaign against Coronavirus and implement programs, projects and services that
will promote the health and well-being of every Filipino;

WHEREAS, Section 4.2.2.2.4 of DILG MC NO. 2020-18 directs the organization of the
Barangay Health Emergency Response Teams (BHERT)

NOW THEREFORE, I, FE M. TIRO, Punong Barangay of Barangay Lumbaan-Bicbica ,

Pinili, Ilocos Norte, by virtue of the power vested in me by law , do hereby create and mobilize
the BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT), to wit:

Section 1. COMPOSITION. The BHERT shall be Headed by the Punong Barangay, with the
following as members:

Section 2. FUNCTIONS. The Barangay Health Emergency Response Team (BHERT) shall
perform the following:

a. With or without the list of arrivals from the Mayor supposed to be given by the
Bureau of Immigration (BI), conduct visits in the home of every arriving person
from a coronavirus- affected country;

b. Immediately list down the person(s) the arriving residents(s) came in contact
with prior to his arrival in her residence;

c. Require the arriving resident(s) to check and record temperature daily, in the
morning and in the afternoon, for the duration of the 14-day home confinement
period. Advise the arriving resident(s) to watch out for any other symptoms of
coronavirus like cough, difficulty in breathing or shortness of breath;

d. Check on the condition of the arriving resident(s) daily from a distance of more
than one (1) meter; by always wearing N95 or surgical mask;

e. If Symptoms are observed, immediately isolate and confine the arriving resident,
now a coronavirus suspect, to a room away from the members of the household

prior to his immediately transport to a DOH-designated coronavirus-referral

center or hospital for further examination and treatment. Require the coronavirus
suspect to wear N95 or surgical mask. Place the rest of the household also
under 14-day home confinement. Repeat the process for them including contact
tracing.

f. If no signs manifest, report to the Municipal Health Officer for lifting of home
confinement;

g. Promote and Ensure the cleanliness, health and safety of the people through
massive and intensive cleaning and clearing of the surroundings, including the
conduct of information education campaign to avoid social unrest; and

h. Report to the Municipal Mayor measures or actions taken per arriving residents;
including all other coronavirus-related issues and concerns and activities.

Section 3. EFFECTIVITY. This ORDER shall take effect immediately.
