WHEREAS, Section 16 of Republic Act 7160, otherwise known as the Local Government
Code of 1991, each local government unit are charged with the promotion of health and safety
within their territorial jurisdictions;
WHEREAS, in response to the growing concern over the outbreak of the novel coronavirus
(nCov), the Department of the Interior and Local Government (DILG) thru its Memorandum
Circular 2020-018, as amended by DILG Memorandum Circular 2020-23, enjoined all local
government units to effectively intensify information education campaign against nCov and
implement programs, projects and services that will promote health and well-being of their
respective residents;
WHEREAS, this barangay government unit already have a BHERT which was constituted in
compliance to DILG Memorandum Circular 2003-95. However, considering that some of the
members stipulated in the previous Barangay Executive Order are no longer available at present, it
is imperative that a new order be issued to revitalize the functionality of the said team;
The BHERT secretariat shall be headed by no other than the Barangay Secretary and
the rest of the BHWs as members. They are as follows:
1. Develop a Health Emergency Action Plan (HEAP) which shall provide for a
comprehensive, multi-sectoral, inter-agency and community-based approach to
nCov containment and control, prevention;
2. With or without the list of arrivals from the Mayor supposed to be received from the
Bureau of Immigration (BI), conduct visits to the home of every person arriving
from a country with a 2019 nCov confirmed case, in order to gather necessary
information and encourage the person to come to the BIU, or voluntarily undergo
home confinement for not less than 14 days;
3. Ensure that each visit must be carried out in a very discreet and courteous manner
so as not to cause undue alarm, anxiety or shame on the part of the subject person,
his/her family and the community;
4. Immediately initiate contract-tracing, where the team shall list down the names and
other important information about all persons known to have been in contact with
PUIs, or places they have been prior to his/her arrival in his/her residence or place
of stay;
5. Require the arriving resident(s) to check and record their body temperature at least
three (3) times daily (in the morning, afternoon, and evening) for the duration of the
14-day voluntary quarantine period. Advise the arriving resident(s) to watch out for
symptoms such as fever, cough, shortness of breath, and difficulty of breathing.
6. Check on the condition of the arriving resident(s) daily from a distance of not less
than one (1) meter when not wearing the appropriate PPEs. However, to ensure
infection prevention and control, always wear the appropriate PPEs before coming
near or getting in contact with a PUI. The gloves and all other materials in contact
with the PUI must be properly disposed of immediately after use;
7. If symptoms are observed, immediately isolate and confine the arriving resident,
now a PUI, to the BIU, prior to his/her immediate safe transfer to a DOH-designated
referral center or quarantine facility for further examination and treatment. The PUI
should be required to wear the N88 surgical mask (not the N95 respirator mask)
and advised to always observe hygiene, use of tissue (toilet) paper when coughing
or sneezing, and to properly dispose of the tissue (toilet) pare in a covered trash
can, and wash his/her hands with soap and clean water immediately after;
8. Advise the PUI to drink plenty of water and fluids, eat nutritious food, get plenty of
rest, and avoid getting near any person within at least one (1) meter;
9. Place the rest of the household under 14-day home confinement. Repeat the process
for them, including contact-tracing;
10. If no symptoms are observed after the 14-day voluntary quarantine, report to the
Punong Barangay who will, in turn, inform the Municipal Health Officer and
recommend the lifting of the quarantine and certify that the PUI is free from nCov
ARD infection; and
11. Report daily to the Punong Barangay the condition of the PUI, including all
measures and actions taken.
Section 4. Meetings. The BHERT shall meet regularly once in every month, or as often as
may be necessary to respond to the updates of nCov scare.
Section 5. Repealing Clause. This Executive Order supersedes previous orders issued for
the purpose.
