AN ORDER RE-ORGANIZING AND UPDATING BARANGAY PEACE AND ORDER


COMMITTEE (BPOC) IN BARANGAY PANIANGAN, MANTICAO, MISAMIS ORIENTAL

WHEREAS, The constitution mandates that the government shall promote the quality of life of the
people. Likewise, Section 16 or the General Welfare clause of the Local Government Code of 1991
provides that local government units shall, within their territorial jurisdictions, promote health and safety,
improve public morals, maintain peace and order, and preserve the comfort and convenience of their
inhabitants;

WHEREAS, criminality continues to pose a serious threat to peace and order, and thus undermining the
peace and development efforts of the government;

WHEREAS, Republic Act No. 6975 mandates the DILG to promote peace and order and public safety
and capacitate LGUs (including barangays) for the effective delivery of basic services to its citizenry;

WHEREAS, Peace and Order Committee shall be organized in all barangays to serve as the
implementing arm of the Municipal Peace and Order Council at the barangay levels;

NOW, THEREFORE, I, RENE S. FABRIA, Punong Barangay of Paniangan, Manticao, Misamis


Oriental, by virtue of the powers vested upon me by law, do hereby order to re-organize and update the
Barangay Peace and Order Committee (BPOC).

Section 1. COMPOSITION

Chairman: RENE S. FABRIA, Punong Barangay

Members: DANICCA A. CAMARA, SK Chair/Committee on Sports and Youth Dev.


LEONARDO B. YAPAC, Lupon Representative
FELISA T. GENOVIA, PES Head Teacher
BRYAN HABIL, PNP Officer Designate
CORNELIA F. DABODABO, Religious Group Representative
LELA T. LUYAHAN, Senior Citizens Paniangan Chapter President
LITO J. MABILIN, Barangay Tanod Chief
ELMER U. JAUDIAN, Anti-Crime Group Representative

Section 2. FUNCTIONS
The BPOC shall have the following functions and responsibilities, to wit:
1. Formulate a Barangay Peace and Order and Public Safety (BPOPS) Plan and furnish copy to
the following:
a. Barangay Development Council (BDC) for reference and consideration in the
formulation of the Barangay Development Plan (BDP); and
b. City or Municipal Peace and Order Council (C/MPOC) for consideration in the
formulation of C/M POPS Plan;
2. Recommend measures to improve or enhance peace and order and public safety in the
community;
3. Monitor and coordinate the implementation of peace and order programs and projects at the
barangay level;
4. Serve as an information-gathering mechanism;
5. Monitor and report, to appropriate authorities, suspicious illegal activities and personalities
involved, including insurgent activities within their jurisdiction;
6. Maintain continuing dialogue, close coordination and rapport with the higher-level POCs and
law enforcement units;
7. Coordinate the operation of all community-based anti-crime groups within the barangay;
8. Conduct periodic assessment of the prevailing peace and order situation in the barangay, and
submit a report, with appropriate recommendations, to the higher-level POC;

9. Submit annual BPOC Functionality Report as prescribed in this MC; and
10. Perform such other functions as may be assigned by higher-level POCs.

Section 3. REPORTING
The committee shall submit periodic reports of the prevailing peace and order situation to the
MPOC and higher authorities. In the assessment of the peace and order situation, the BPOC shall note the
specific places in the barangay where criminality is rampant or concentrated so that more responsive
action can be undertaken.

Section 4. BPOC AS IMPLEMENTING ARM OF THE MPOC


The committee shall serve as the implementing arm of the MPOC at the barangay level. The
BPOC shall implement projects and activities under the barangay integrated area/community Public
Safety Plan and that of the MPOC.

Section 5. ADOPTION OF BARANGAY PUBIC SAFETY PLAN


The committee shall formulate and closely monitor the implementation of the barangay public
safety plan.

Section 6. MEETINGS
The committee shall meet once a month or as often as may be necessary.

Section 7. EFFECTIVITY
This Order shall take effect immediately.
