AN EXECUTIVE ORDER EXPANDING THE MEMBERSHIP OF THE BARANGAY
DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (BDRRMC) FOR
THE IMPLEMENTATION OF THE DISASTER RESPONSE OPERATION
PROCEDURE (DROP) IN BARANGAY Lupi, PRIETO DIAZ, SORSOGON

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991 provides that every local government unit shall exercise the
powers expressly granted, those necessarily implied therefrom, as well as powers
necessary, appropriate, or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare;

WHEREAS, the KALAHI-CIDSS-AF National Community Driven Development Program

Additional Finance (KC-NCDDP AF) is one of the poverty alleviation programs of the
Philippine government being implemented by the Department of Social Welfare and
Development (DSWD).

WHEREAS, by virtue of Proclamation No. 922, declaring a State of Public Health

Emergency in the entire country, the KC-NCDDP-AF will shift its program implementation to
Disaster Response Operations Procedure (DROP) to be more responsive to the current
COVID-19 pandemic;

WHEREAS, CDD can help expand the space for citizens’ engagement and increase
opportunities for community participation to make the Barangay Development
Council more responsive to the needs of its barangay constituents even during times
of disaster;
NOW THEREFORE, I, Ryand D. DIño, Punong Barangay of Lupi, Prieto Diaz,
Sorsogon by virtue of the powers vested in me by the law, do hereby order the
EXPANSION THE MEMBERSHIP OF THE BARANGAY DISASTER RISK
REDUCTION AND MANAGEMENT COUNCIL (BDRRMC) FOR THE
IMPLEMENTATION OF THE DISASTER RESPONSE OPERATION PROCEDURE
(DROP) in the Barangay.
SECTION 1. Composition. The Barangay Disaster Risk Reduction and
Management Council shall be composed of the following:
