EXECUTIVE ORDER NO. 01-2020

REORGANIZATION AND COMPOSITION OF THE BARANGAY HEALTH EMERGENCY RESPONSE


TEAM (BHERT)

WHEREAS, under Section 16, or the General Welfare Clause, of the Local Government Code of
1991, all local government units (LGUs) are charged with the promotion of health and safety within their
respective territorial jurisdiction;

WHEREAS, Usec. Epimaco V. Densing III, CPA, MBA, issued DILG Memorandum dated January
31, 2020 re Precautionary Measures in Combatting the Outbreak of the Novel Corona Virus (2019-nCOV)
to institute measures that would confine, restrict or otherwise prevent the spread of the dreaded virus in
their respective area of jurisdiction;

NOW, THEREFORE, I, Punong Barangay of, , by virtue of the power vested in me by law, do
hereby order:

SECTION 1. Reorganization and Composition of the Barangay Health Emergency Response Team
(BHERT). Pursuant to existing laws and issuances, there is hereby a reorganized “Barangay Health
Emergency Response Team” to be composed of the following:

Barangay Tanod
Member
Nurse

Member
Barangay Health Worker

Member
Barangay Nutrition Scholar

SECTION 2: Duties and Functions of the Barangay Health Emergency Response Team, The BHERT
shall have the following duties and functions.

1. With or without the list of arrivals from the Office of the Mayor supposedly provided by the BID,
conduct visits in the home of every arriving person from an nCoV-affected country;

2. Immediately list down the names of person(s) arriving from places or situations suspiciously
affected by nCoV;
3. Take daily the temperature of the arrivals and observe any other signs of nCoV like cough, difficulty
in breathing or shortness of breath;

4. If symptoms are observed, and the arrival becomes an nCoV case, provide protective gadgets to
the patient, including the members of the household. Immediately isolate and confine the patient to
a room away from the members of the household prior to the immediate transport to a DOH-
designated nCoV-referral center or hospital for further examination and treatment;

5. Monitor the nCoV case. Place the rest of the household also under a 14- day home confinement.
Repeat the process for them, including contact tracing. If no signs manifest, declare them nCoV-
safe; and

6. Report to the Punong Barangay on measures or actions taken per arrival.

SECTION 3: Meetings. The BHERT shall meet at least once a month or as often as necessary.

SECTION 3: Effectivity. This Order shall take effect immediately.
