 EXECUTIVE ORDER NO. 04-2013


 AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC)

WHEREAS, it is provided in the Presidential Decree 603 that all Local Government Units shall
establish Councils for the Protection of Children;

WHEREAS, the Department of Interior and Local Government (DILG) Memorandum Circular No.
2002-121 enjoins all Local Chief executives to organize/reorganize the Council for the Protection of
Children in all barangays;

NOW, THEREFORE, I Rex D. Lamoste, Barangay Chairman of Barangay 4 – Perpetual Succor, City of
Cabadbaran, Agusan Del Norte by virtue of the power vested in me, do hereby order the
designation of the members of the Barangay Council for the Protection of Children (BCPC) of
Barangay 4 – Perpetual Succor, City of Cabadbaran effective May 19, 2014 as follows;

Section 1. BCPC Composition

Section 2. Duties and Functions of Barangay Council for the Protection of Children (BCPC). The
BCPC shall have the following functions:

1. Foster the education of every child;


2. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems so that they can get expert advice;
3. Adopt measures for the health of children;
4. Conduct capability building projects to increase knowledge and skills in handling
children’s program;
5. Encourage the proper performance of duties and responsibilities of parents and provide
learning opportunities in the adequate rearing of children and positive parent-child
relationship;
6. Promote wholesome entertainment in the community, especially in the movie houses;
7. Prepare Annual Work and Financial Plan for children and recommend appropriations to
the barangay;
8. Advocate for the establishment and maintenance of playgrounds, day care centers, and
other facilities necessary for child and youth development;

9. Advocate for the passage of barangay resolutions/ordinances responsive to child-


related issues and concern’s program in the executive agenda;
10. Protect and assist children in need of special protection (e.g. abandoned, maltreated,
and dependents) and refer cases filed against abuser to proper authorities;
11. Monitoring situational reports on children and prepare quarterly updates including the
implementation of children’s program and make recommendation to the city/municipal
CPC for consideration and nationwide application; and
12. Perform such other functions and other child-related laws especially in matters of child
and parent education and health.

Section 3. Monitoring and Evaluation

There shall be a regular assessment of functionality of the Barangay Council for the
Protection of Children (BCPC) to be conducted by the City-Agency Monitoring Task Force chaired by
DILG.

IN WITNESS WHEREOF, I have hereunto set my hands this 19 th day of May, 2014 in Barangay 4 –
Perpetual Succor, City of Cabadbaran,Agusan del Norte.
