EXECUTIVE ORDER NO. 27 SERIES 2024

AN ORDER ORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT)

WHEREAS, Section 16 of the Local Government Code of 1991, the local government units are
charged with the promotion of health and safety within their territorial jurisdiction;

WHEREAS, it is a declared policy that LGUs should take measures to prevent, abort, and/or minimize
the entry and spread of diseases in their respective localities;
WHEREAS, DILG MC No. 2003 -95 enjoins the creation of BHERT in all barangays nationwide
mandating that there shall be a BHERT for every 5,000 population in the barangay;
WHEREAS, DILG Memorandum Circular No. 2009-090 dated June 30, 2009 enjoins all barangay to
reactivate their respective Barangay Health Emergency Response Team (BHERT).
WHEREAS, the DILG issued Memorandum Circular No. 2020 – 018 enjoining all local government
units to effectively intensify information education campaign against Coronavirus and implement
programs, projects and services that will promote the health and well – being of every Filipino.

WHEREAS, with the assumption to office of the newly elected barangay officials, there is a need to
reorganize all barangay special bodies specifically the Barangay Health Emergency Response Team;
NOW, THEREFORE, I, TERESITA L. EMPIG, Punong Barangay of Barangay 31 Centro-Baybay, Legazpi
City, Albay, by the virtue of powers vested in me by law, do hereby order:

Section 1. COMPOSITION. The Barangay Health Emergency Response Team (BHERT) of Barangay 31
Centro-Baybay, Legazpi City, Albay is hereby reorganized and shall be composed of the following:

SECTION 2. DUTIES AND FUNCTIONS. The BHERT shall perform the following functions:

1. With or without the list of arrivals from Mayor supposed to be given by the Bureau of
Immigration, conduct visits in the home of every arriving person from a coronavirus
affected country;

2. Immediately list down the person(s) the arriving resident(s) came in contact with prior to
his/her arrival in his/her residence;

3. Check the condition and require the arriving resident(s) to check and record temperature
daily, in the morning and in the afternoon, for the duration of the 14-day home
confinement. Always wear N95 or surgical mask and maintain a distance of more than (1)
meter from the arriving resident during checking;

4. Advise the arriving resident(s) to watch out for any symptoms of Coronavirus like cough,
difficulty in breathing or shortness of breath;

5. If symptoms are observed, immediately isolate and confine the arriving resident to a
room away from the members of the household prior to his immediate transport to a
DOH – designated coronavirus – referral center or hospital. Require the coronavirus
suspect to wear N95 or surgical mask;

6. Place the rest of the household also under 14-day home confinement. Repeat the process
for them, including contact tracing. If no signs manifest, report to the City Health Officer
for lifting of home confinement.

7. If no symptoms are observed after the 14-day home confinement, report the matter to
the City Health Officer for the lifting of home confinement;

8. Report to the Punong Barangay on measures or actions taken per arriving resident.

SECTION 3. EFFECTIVITY. This Order shall take effect immediately.
