EXECUTIVE ORDER NO. 28 SERIES 2024

AN ORDER REORGANIZING THE AKSYON BARANGAY KONTRA DENGUE (ABKD) OF BARANGAY NO. 31
CENTRO-BAYBAY, LEGAZPI CITY
WHEREAS, Memorandum Circular No. 2012 – 16, from the Department of Interior and Local
Government (DILG) cited Aksyon Barangay Kontra Dengue (ABKD), an inter-agency cooperation strategy,
as the government’s response to intensify the fight against dengue outbreak in order to reduce dengue
cases and control dengue transmission;
WHEREAS, a total of ___ dengue cases in the barangay has been reported last year (2023) which
resulted to the death of 0 patients where most of the victims were children ages 1 to 15 years old;
WHEREAS, the Sangguniang Barangay of 31 Centro-Baybay is vigorously intensifying the conduct of
Clean – up Drive in the barangay through mobilization of its officials, employees, peace and order
members, BHW, BNS, BHERTs, FHW, volunteers and residents;
WHEREAS, in order to effectively detect the Aedes Mosquito, information campaigns are being
conducted and the Ovicidal / Larvicidal Trap System (OL – Trap), a device consisting of a tumbler, strips of
plywood and pellets which can detect Aedes Mosquito population and acts as an early warning signal to
pre-empt any dengue outbreaks, are being installed;
WHEREAS, the Barangay Health Center of Barangay 31 Centro-Baybay will be the prime distribution
center for OL – Trap Kits and will mobilize the Barangay Health Teams, (BHWs, BNS, BHERTs, BHWs) as
distribution agents of OL – Trap products;
WHEREAS, an amount of Twenty Thousand (P20,000.00) Pesos from stand-by Calamity Fund for
unforeseen calamity will be allocated to sustain the continuous supply of OL – Trap materials and will be
issued free of charge to residents;
NOW, THEREFORE, I, Hon. TERESITA L. EMPIG Punong Barangay of Barangay 31 Centro-Baybay,
Legazpi City, Albay, do hereby order that:
Section 1. COMPOSITION. The Aksyon ng Barangay Kontra Dengue (ABKD) of Barangay 31 Centro-Baybay,
Legazpi City, Albay is hereby organized and shall be composed of the following:

Section 2. DUTIES AND FUNCTIONS. The Aksyon Barangay Kontra Dengue (ABKD) shall have the
following functions:

1. Conduct information campaign relative to the OL – Trap System as a strategy to control and
detect impending dengue outbreaks.

2. Assist in the identification of distribution centers or stores for OL – Trap Kits and in the
installation in identified areas.

3. Prime movers in the mobilization of their members.

4. Undertake periodic assessment and appropriate recommendations to the higher-level Health

Officer.

Section 3. EFFECTIVITY. This Order shall take effect immediately.
