BARANGAY EXECUTIVE ORDER

No. 14 Series of 2021

AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE

PROTECTION OF CHILDREN (BCPC) of
BARANGAY SINIPIT, BONGABON, NUEVA ECIJA

WHEREAS, REPUBLIC Act No. 7610 (Special Protection of Children Against Child Abuse,
Exploitation and Discrimination Act) provides for stronger deterrence and special protection against
child abuse, exploitation and discrimination, and its corresponding penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “the government
shall establish Councils for the protection of children taking into account that children are the ones
who are most vulnerable to abuse, neglect, and/or exploitation among others.”;

WHEREAS, DILG Memorandum Circular 2021-039 dated April 7, 2021, directs all LGUs to
organize/reorganize the Provincial, City, Municipal, and Barangay Councils for the Protection of
Children to assist the LGU in the identification, implementation and monitoring of projects, programs
and activities for the protection of children in their respective localities;

Section 1. Composition – The Barangay Council for the Protection of Children (BCPC) shall be
composed of the following:

Section 2. Functions of BCPC. The BCPC shall have the following functions:

a. Establish and maintain an updated and disaggregated database on children;

b. Prepare an Annual Work and Financial Plan;
c. Make recommendations to the barangay on policies and PPAs relative to children for inclusion in
the comprehensive and annual development plan of the Barangay;
d. Perform functions related to its mandate;
e. Document the barangay’s PPAs and accomplishments on children;
f. Coordinate its efforts with the concerned barangay officials and higher level LGU;
g. Conduct of advocacy activities; and
h. Organize the necessary documents needed by the concerned IMTF.

Section 3. Functions of the BCPC Secretariat – The BCPC Secretariat shall have the following
functions:

a. Coordinate with BCPC members;

b. Prepare agenda for the BCPC;
c. Prepare minutes of the BCPC meeting;
d. Follow-through action points and agreements from the BCPC meetings;

e. Maintain and update relevant data/information/document of the Council;

f. Prepare accomplishment report of the BCPC; and
g. Monitor services and programs related to BCPC.

Section 4. Effectivity – This Order shall take effect immediately.
