RE-ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF
CHILDREN

WHEREAS, Presidential Decree No. 603 otherwise known as the Child and
Youth Welfare Code in 1974 mandated for the creation of the Council for the
Welfare of Children;

WHEREAS, Section 8 (d) of Republic Act No. 8980 or also known as the Early
Childhood Care and Development (ECCD) Act and Section 15 of Republic Act
No. 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006
have directed all local government units to organize the Local Council for the
Protection of Children;

WHEREAS, the local statistics of abuses, exploitation and other forms of


discrimination on children and youth is already alarming;

WHEREAS, R. A. 7610, otherwise known as the Special Protection against


Child Abuse, Exploitation and Discrimination Act, has provided penalties for
each violation being committed against children;

NOW THEREFORE, I, JUANITO O. MORALES, SR., Punong Barangay of


Kapatagan, Digos City, Davao del Sur, by virtue of the powers vested in me by
law, do hereby order the re-organization of the Barangay Council for the
Protection of Children (BCPC) in this barangay.

SECTION 1. COMPOSITION OF THE BCPC. The BCPC shall be composed of


the following:

SECTION 2. FUNCTION OF THE BCPC. The BCPC shall have the following
function:
2.1 Foster the education of every child in the barangay;
2.2 Encourage proper performance of duties of parents;
2.3 Protect and assist abandoned and maltreated children;
2.4 Take steps to prevent juvenile delinquency and assist parents of
children with
Behavioural problems;
2.5 Adopt measures for the health of children;
2.6 Promote opening and maintenance of playground and day care
centers and other
Services necessary for child and youth welfare;
2.7 Coordinate the activities of organizations devoted to the welfare of
children and secure their
cooperation;
2.8 Promote wholesome entertainment in the community, especially in
movie houses;
2.9 Assist parents whenever necessary in securing expert guidance
counselling from the
Proper governmental or private welfare agency; and
2.10 Protect working children from abuse and exploitation;

SECTION 3. BCPC’S COMMITTEES AND THEIR DUTIES. The BCPC shall


have the following sub-committees and functions:

3.1 Committee on Child Survival. This said Committee shall


be composed of the following:

The Committee on Child Survival shall have the following duties:


a) to ensure/monitor birth registration of every child;
b) to ensure/monitor and facilitate health and nutrition program for
children in the barangay;
c) to monitor all maternal health (pregnant women) program;
d) to mobilize resources for the conduct of livelihood program in the
barangay; and
e) to ensure/monitor and facilitate environment protection and situation
program.

3.2 Committee on Child Development. This said Committee


shall be composed of the following:

The Committee on Child Development shall have the following


duties:
a) to ensure/monitor that all 3-6 year-old children in the barangay
attended the Early Childhood Care and Development (ECCD);
b) to ensure that all children are enrolled in elementary and high school
education;
c) to monitor the incidence of children not schooling and facilitate referral
of out-of-school youth (OSY) to alternative Learning System (ALS) and
Literacy Program for Parents;
d) to organize/monitor recreational, value formation and tutorial activities
for children; and
e) to facilitate/organize reproductive health orientation seminar.

3.3 Committee on Child Protection. This said Committee shall be


composed of the following:

The Committee on Child Protection shall have the following duties:


a) to conduct/organize advocacy session’s activity on child rights and
responsibilities for child abuse prevention purposes.
b) to provide quick response on child-related abuse cases in the barangay;
c) to facilitate report and referral of children-related cases in the barangay;
d) to organize/facilitate Parent Effectiveness Seminar (PES); and
e) to organize/facilitate program and services for CNSP, Children in Conflict
with the Law (CICL), girl women children in the barangay.

3.4. Committee on Child Participation. This said Committee shall


be composed of the following;

Members: FLORENCE DIANNE VALDEZ
: JOSEPH CAINTIC.

The Committee on Child Participation shall have the following duties:


a) to ensure/monitor children association in the barangay;
b) to organize Annual Children’s Summit, Conferences and Training for
children in the barangay; and
c) to facilitate Children’s Planning in the barangay.
SECTION 4. SECRETARIAT. The Secretariat of the BCPC shall be
headed by the Barangay Secretary who shall be responsible for providing
technical support, documentation of proceedings, preparation of reports and
such other assistance as maybe required in the discharge of its functions.

SECTION 5. MEETINGS. The BCPC shall conduct regular quarterly


meetings as well as special meetings when necessary.

SECTION 6. FUNDING. In order to strengthen the programs on BCPC, the


concerned barangay government shall allocate funds from its internal
revenue Allotment (IRA) for this purpose.

SECTION 7. EFFECTIVITY. This Executive Order shall take effect


immediately.
