SOCIO –ECONOMIC PROFILE

DEMOGRAPHIC

Population

For Year 2020, The PSA Census on Population recorded both sexes a total of 288,349
for the municipality of Silang, Cavite. The total age of male from 0 to 4 years old is over
14,708 and the total female from 0 to 4 years old is over 13,607 for the Municipality of
Silang, Cavite. The data shows that the largest number of populations is 0 to 4 years’ old with
28,313.

The registered births for the month of September 2022 had a total of 5,885. Male
births accounted for 50.3% or 2,985 of the total births while female births accounted for
49.7% or 2,927. Males were higher by 31 than females. Four (4) cities and nine (9)
municipalities recorded more females than males. These were as follows: City of Dasmariñas,
City of Imus, Tagaytay City and municipalities of Alfonso, Amadeo, Carmona, General
Emilio Aguinaldo, Indang, Magallanes, Rosario, Silang, and Ternate.

IV. General Measures of Implementation

The Local Government of Silang, Cavite proposed policies, strategies and courses of
action in relation in promoting children’s right.

- ORDINANCE NO. PL-006, S-2005 An Ordinance Creating the Municipal


Council for the Protection of Women and Children and other measures institutionalizing the
mechanism for the effective implementation of R.A. 9208, otherwise known as the “Anti
Trafficking in Persons Act of 2003” and its implementing rules and regulations, by the local
government of Silang. Authored By: Hon. Rosalie B. Loyola “Chairperson, Comm. On
Health & Social Welfare” and Hon. Ivee Jayne A. Reyes “Chairperson, Comm. On Women
& Family”

-RESOLUTION NO. PL-010, S-2016 A resolution authorizing the Municipal


Mayor, Hon. Emilia Lourdes F. Poblete, to enter into a memorandum of agreement for and

V. General Principles

The Silang Municipal Social Welfare Development Office (MSWD) conducted


various trainings for Day Care Workers. These will equip them to be more knowledgeable
and well trained in handling child with care and love. The local government unit also
strategically planned and crafted programs that aim to uplift the morale, individuality and
talents of every child. These engage them to actively participation with different activities
and endeavors. The agency then ensures that the needs and rights of every child are met in
a sustainable manner.

In the year 2023, the Silang Municipal Social Welfare and Development (MSWD)
have recorded (2500) enrollees on Early Childhood Care and Development Services. The
Department of Social Welfare and Development (DSWD) Supplementary Feeding
Program aims to augment support through feeding program to Day Care Centers. The local
government unit augmented food commodities in addition to regular meals in day care
centers.

As of Year 2022, the Silang Rural Health Unit (RHU) recorded 19,597 fully
vaccinated and 2,486 partially vaccinated children under the Covid-19 Vaccination
Program.

The Silang Municipal Social Welfare and Development (MSWD) in partnership with
Municipal Health Office (MHO) and Silang Rural Health Unit (RHU) provides health
services to every child and their families.

Meanwhile, the Municipal Civil Registrar’s Office (MCR) ensures that every born
child in Silang was properly registered. A birth certificate, is a life-long passport for the
recognition of rights, which may be necessary to gain access to health care and social
services; access to education; prevent child exploitation, etc. Listed below are other services
offered by the above-mentioned link office.

VI. Civil Rights and Freedoms

Free birth registration was conducted by the Municipal Civil Registrar Office. As of
November 2022, (81) clients were catered and registration assistance amounting of Php
96,300 was provided included poster making, orientation and mobile registration.

On record, as of year 2023, we have Seventeen (17) Children In-Conflict with the
Law (CICL) Twelve (12) of them were under the custody of the National Training School
for Boys (NTSB) and (5) were in the care and protection of Bahay Pag-Asa. The local
government also provides learning orientation on RA 9344 known as Juvenile Justice
Welfare Act, RA 9262 (Violence Against Women and Children) and RA 7610 (Protection
of Children Against Abuse, Exploitation, and Discrimination).

Every barangay in Silang has an established VAWC desk that serves as front-line
service provider to victim-survivors who experience physical, sexual, psychological,
economic, and other forms of abuse. A designated VAWC officer assist, respond and
coordinates incident reports. Also, a Barangay Council for the Protection of Children
(BCPC) is in charge with planning, implementing activities and addressing issues
pertaining to children. Their families were also given with financial and medical assistance
along with livelihood to support their daily basic needs thru MSWD office.

VII. Family, Environment and Alternative Care

The Silang Municipal Social Welfare Development (MSWD) Office helped


children who were victims of abuse, neglect and abandonment, trained social workers
thoroughly assess and provide proper management in their cases and situations. MSWD
then coordinates with link institutions to facilitate their healing and recovery. Social
workers are also trained in alternative child care to ensure efficient and effective
implementation of alternative childcare program.

VIII. Basic Health and Welfare

Timbang (OPT) Plus is the annual weighing of all preschoolers 0-71


months old or below six years old in a community to identify and locate the malnourished
children. Data generated through OPT Plus are used for local nutrition action planning,
particularly in quantifying the number of malnourished and identifying who will be given
priority interventions in the community. Moreover, results of OPT Plus provide
information on the nutritional status of the preschoolers and the community in general,
thus, providing information on the effectiveness of the local nutrition program. Annually,
the National Nutrition Council processes OPT Plus results and generates a list of
nutritionally-at-risk cities/municipalities which are disseminated to government and non-
government organizations so that these areas are given priority attention in nutrition
programming planning and intervention.

The most recent population census of the barangay is used in determining


total number of preschoolers to be weighed. If census data are not available, the total

population of the barangay is multiplied by16.2% to arrive at the estimated number of
preschoolers aged 0-71 months to be weighed. The OPT Plus Team consists of the Rural
Health Midwife, BNS and other members of the Barangay Council (i.e. Committee Chair
on Health and Nutrition, Sangguniang Kabataan Chairperson), the BHWs, and Day Care
Worker (DCW). The team may be assisted by the purok leaders, other community leaders
or representatives from civic organizations.

IX. Education, Leisure and Cultural Activities

The Municipality of Silang provided school supplies for elementary students. Silang
MADAC also open up discussion on illegal drugs-its effect on health, life and community.
They also encourage children to engage various recreational activities.

In the Municipality of Silang, there are Day Care Centers in almost all of
the barangays except in Lalaan I, Lalaan II and Santol. Day Care Centers per barangay are
mandated by law and should provide primary service to pre-school children ages 3-5. Most
of the existing Day Care Facilities are in good condition and being run by Day Care
Workers. There is also a Municipal Social Welfare Development Office in Barangay II and
Bulihan that caters to parent couple, person with disability, women, children, youth, older
people and other special needs groups. This office also have training facility that is used in
various seminars and workshops conducted for various clientele. Services at the municipal
level are being offered and managed by the Municipal Social Welfare Development Office
(MSWDO).

The total number of school for Child Development Center in Silang Cavite
is fifty-five (55). The total number of students enrolled is 2500 in the year 2022-2023. The
highest population of enrollees for Day Care is Brgy. Kaong and Brgy. Lucsuhin.

The Silang Municipal Government provided school supplies for the elementary
students. They also encourage children to engage in sports activities. At present, there are
accredited day care centers in Silang, where children receive Early Childhood Care and
Development Services. Part of their activities were arts and skills training and family day
celebration during Nutrition Month and United Nation celebration. A healthy and safe

environment is enjoyed by every child with the guidance of dedicated Silang Day Care
Workers. There were playgrounds installed in day care centers. These helps facilitate
leisure activities of children and activates their motor and social skills. The Local
Government of Silang believes that education is the key in bettering one’s future. Through
this, educational assistance was provided to students in secondary and tertiary levels. And
scholarship grants to best performing Silangueños students in High School.

X. Special Protection Measures:

The Municipal of Silang provide office Women and Children Protection Unit
(WCPU) to those who are experiencing child sexual abuse in their perpetrator. The said
office will provide Counseling, Psychological first aid and Seminars regarding Child
Sexual Abuse Prevention or CSAP and Online Sexual Abuse and Exploitation on Children
or OSAEC. In addition, the construction of Municipal Evacuation Center ensures the
protection of children amidst natural disturbances like tropical typhoons and flooding. The
said building has a child friendly space where they can feel safe. It also serves as their
second home thus it provides protection against abuse that may happen to the child
evacuees.
