REORGANIZING THE BARANGAY RISK REDUCTION AND MANAGEMENT COUNCIL

(BDRRMC) OF BARANGAY LIPAY-DINGIN-PANIBUATAN, IBA, ZAMBALES

WHEREAS, the Philippine Disaster Risk Reduction and Management Act of 2010 was enacted
to strengthen the Philippine Disaster Risk Reduction System;

WHEREAS, it is the people’s constitutional rights to life and property by addressing the root
cause of vulnerabilities to disasters and building the resilience of local communities to disasters
including climate change impacts;

WHEREAS, it provides for the development of policies and plans and the implementation of
actions and measures concerning all aspects of disaster risk reduction and management;

WHEREAS, it shall be responsible for risk assessment, early-warning knowledge-building and

awareness raising, reducing underlying risk factors and preparedness for effective response and
early recovery;

NOW THEREFORE, I VICTOR S. BUENAVENTURA, Punong Barangay by virtue of the

powers vested in me by law, hereby order to reorganize the Barangay Risk and Reduction and
Management Council of Barangay LIPAY-DINGIN-PANIBUATAN, Iba, Zambales under the
Barangay Development Council.

Section 1. Composition. The Barangay Disaster Risk Reduction and Management Committee
under the Barangay Development Council shall have the following composition:

Section 2: DUTIES AND FUNCTIONS

The Committee shall have the following functions and duties.

 Establish the Barangay Disaster Operations Center

 Formulate Disaster Preparedness Plans
 Coordinate with the BDOC the disaster operations activities of the tasked units
 Implement within the Barangay the guidelines set by MDCC/CDCC
 Submits recommendation to the MDCC as necessary
 Ensure the integration of disaster risk reduction and climate change adaptation into local
development plan, programs and budgets as a strategy in sustainable development and
poverty reduction;
 Recommended the implementation of forced or anticipatory evacuation of local residents,
if necessary; and
 Convene once every three (3) months, or as necessary.

Section 3: EFFECTIVITY

This Executive Order shall take effect immediately. Done this 16th day of July 2018.
