EXECUTIVE ORDER NO. 2022-15

AN EXECUTIVE ORDER CREATING AN INSPECTION TEAM OF BARANGAY LIPAY-

DINGIN-PANIBUATAN, IBA, ZAMBALES FOR THE ISSUANCE OF THE BARANGAY
CLEARANCE RELATIVE TO ITS COMPLIANCE TO EODB

WHEREAS, the Republic Act 11032 or the “Ease of Doing Business and Efficient Government
Service Delivery Act of 2018” which was signed into law by the President on May 28, 2018, aims
to “increase competitiveness and the ease of doing business” of all government offices and
agencies including local government units (LGUs), government-owned and controlled
corporations and other government instrumentalities whether located in the Philippines or
abroad, that provide services covering business and non-business-related transactions in
government.

WHEREAS, the DILG issued two (2) joint memorandum circulars (JMC) to streamline business
and construction-related permits namely: DILG-DTI-DICT JMC No. 01 s. of 2016 (Revised
Standards in Processing Business Permits and Licenses in All Cities and Municipalities) and
DILG-DICT-DPWH.JMC No.2018-01 (Guidelines in Streamlining the Processes for the Issuance
of Building Permits and Certificates of Occupancy)

WHEREAS, one of the complementary reforms mentioned on both JMCs is the integration of the
issuance of Barangay Clearance in the LGU Permitting process.

WHEREAS, DILG Memorandum Circular (MC) No. 2019-177 dated October 17, 2019, provides
the Guidelines in the Integration of the Issuance of Barangay Clearance in the Permitting
Processes of Cities and Municipalities;

WHEREAS, in line with the DILG MC No. 2019-177, which requires the inspection team to
ensure compliance with all the standard requirements for business and construction-related
permits; and

WHEREAS mandated by the law, the Local Chief Executive has the authority to create and
establish bodies that will handle and assist in implementing related rules and regulations.

NOW THEREFORE, I VICTOR S. BUENAVENTURA, Punong Barangay by the power vested in

me by the law, do hereby order the following:

SECTION 1: Creation. There is hereby created an Inspection Team in Barangay Lipay-Dingin-

Panibuatan, Iba, Zambales

SECTION 2: Composition. The Inspection Team shall be constituted as follows:

SECTION 3: Functions of the Team. The team shall be responsible for the following:

a. Receive the Notice for the Application of Business or Building Permit from Municipal
Business Permit and Licensing Office;
b. Conduct a visit and ocular inspection of the location to verify the status of the location
subject of the application.
c. Issue Barangay Clearance immediately for new business applications (under Section
6.3.2.3.2 of DILG MC 2019-177) to conform to the standard time of issuance of Business
Permit under Sec. 6.1.4 of DILG -DTI- DICT JMC 2016-01.
d. Conduct inspection on businesses (for business permit renewal) three (3) months before
renewal.
e. Issue and submit Barangay Clearance to Municipal Business Permit and Licensing Office
or Zoning Office.
f. Monitor and ensure that all business operations and structures constructed are consistent
with what was applied for.

SECTION 4: Affectivity. This Executive Order shall take effect immediately.

OFFICE OF THE PUNONG BARANGAY

“AN ORDER REORGANIZING THE BARANGAY TANOD BRIGADE

AND DESIGNATING A CHIEF TANOD/EXECUTIVE OFFICER”

WHEREAS, the Barangay tanod Brigade plays an important role in the development
and progress of the barangay, since it is one of the implementing mechanism of the
barangay Peace and order committee (BPOC), which has the primary tasks of ensuring
that Peace and Order prevail in the Barangay;

WHEREAS, Chapter 2, section 387 (b) of the Local Government code provides that the
sangguniang Barangay may form community brigades and create such other positions
or offices as may be deems necessary to carry out the purpose of the barangay
government in accordance with the needs of public service, subject to the budgetary
limitations and personal services prescribed under Title Five, Book II of this code;

WHEREAS, Chapter 4, Section 391 No. 16 of the same code mandates the sangguniang
barangay, as its legislative body of the barangay, to provide for the organization of
community brigade, barangay tanod or community service unit as may be necessary;

WHEREAS, Chapter 4, Section 393 (d) further provides that all duly appointed
members of the barangay tanod brigades or their equivalent, which number shall not be
more than twenty (20) in each barangay, shall be granted insurance or benefits during
their incumbency, chargeable to the barangay of the municipality to which the
barangay belongs;

NOW THREFORE, I, VICTOR S. BUENAVENTURA, Punong Barangay of Barangay

Lipay-Dingin-Panibuatan, Iba, Zambales by virtue of the powers vested in me by law,
do hereby order the reorganization of the Barangay Tanod Brigade and designate REX
MIRADOR, chief Tanod/ Executive Officer.

Section 1. Composition. The Barangay Tanod brigade shall have the following members
with team leader:

Section 2. Duties and Responsibility.

Under the supervision of the Punong Barangay, the Barangay tanod shall:

1. Assist the barangay officials in the prevention of crime and the promotion of
Public safety;
2. Conduct patrol/ ronda in the barangay
3. Report to the concerned barangay officials “ the occurrence od any crime, fire,
accident, public disturbance, and environmental degradation activities and other
untoward incident in the barangay.
4. Monitor the presence and /or activities od suspicious persons, criminals, and
other lawless elements within their jurisdiction and report the same to the
proper authorities.
5. Conduct surveillance on crime breeding areas within the barangay/ purok and
report their observation/ findings to the proper authorities.
6. Assist the police and the lupong Tagapamayapa in the execution of warrants and
other judicial processes such as tracking the whereabouts of missing persons, in
arresting escaped prisoners and other fugitives from justice.
7. Assist in the implementation of the fire Code of the Philippines;
8. Assist in facilitating smooth flow of traffic;
9. Perform other functions as may be directed by the Punong barangay.

Section 3. Effectivity. This executive Order shall take effect immediately upon its
approval.

Whereas, Gender equality is considered a critical element in achieving decent

work for all men and women in order to effect social and institutional change
that leads to sustainable development with equity and equality;

Whereas, the gender issues in the Barangay Lipay-Dingin-Panibuatan, Iba,

Zambales are unequal employment opportunities between men and women and
status of VAWC functionality which rated as matured;

Whereas, the said plan refers to social services assistance such as Burial,
Educational, medical and financial both men and women and organization
focused based on Senior Citizens and PWD both men and women;

Now Therefore, on motion of HON. CYNTHIA Q. GONAZALES VAW focal

duly seconded by HON. ALDRIN C. ESPOSO, Chairman Committee on
Appropriation and Budget on Finance and the rest of the body, be it;

Resolved Further, that the copies of this resolution be furnished to all agencies
concerned for their information, reference and appropriate action.
