Barangay Lipay-Dingin-Panibuatan is situated at the West Philippine Sea of the municipality of Iba. It is bounded on the
north by Barangay Sto. Rosario, on the west by Barangay Polacion ng Iba, on the south by Barangay Palanginan and on the east
by South Philippine Sea. It is categorized as a Coastal area surrounded by Takar River and West Philippine Sea.
The barangay is a rural barangay, comprising of 6 puroks. It has a population of 3,400 more or less as of 2020 Census of
Population, with an NTA of Php P 4,217,236.00. It has one (1) Lipay-Dingin Elementary School, One (1) St. Augustine’s chapel,
One (1) Daycare Center, One (1) Aviation Schol, The Municipal Police Station, Air Transportation Office, Public & Private
Cemetery, and the Atmospheric Geophysical and Astronomical Services Administration (PAGASA) is also located at the
barangay.
The Barangay Lipay-Dingin-Panibuatan is a peaceful, orderly and safe place to live in. It is where beautiful beach resort
located, with finely grey sand and a clear blue water of the sea where fresh fish and sea foods caught daily.
The Municipal Police Station is located within the barangay vicinity to spearhead the maintenance of peace and order and
public safety in the municipality and in the barangay. The Bantay Dagat, Barangay Tanods, partner CSOs and other anti-crime
bodies are mobilized to augment the uniformed personnel in ensuring peace and order and public safety in the entire barangay.
There are some major establishment are located at the barangay, namely; Atmospheric Geophysical and Astronomical
Services Administration (PAGASA), Zambales Airport, where Aviation School are located and Air Transportation Office, and
Public and Private Cemetery.

“To provide a progressive, peaceful, and better quality of living and equal opportunities for the general welfare towards
sustainable economy, empower the constituents with equal opportunities for all in order to meet each basic needs through good
governance.”
Goals:
a. To ensure public safety and protective services through coordination of the Sangguniang Barangay.
b. To have a progressive lifestyle, fight poverty and elevate the degree of education.
3. Vision-Mission-Goal Descriptors
The Sangguniang Barangay vision pictures the desired state of the barangay in trade and industry, tourism and local governance with
the collaboration of the local leaders, stakeholders and the constituents. The mission also provides the strategies and processes on how the
vision will be achieved.
The beautiful beach resort with finely grey sand and a clear blue beach where fish and sea foods caught daily to ensure good
quality of the food.
The Municipal Police Station, is located within the barangay to spearhead the maintenance of peace and order and public
safety in the municipality and in the barangay, The Aviation School, located at Purok V Dingin within the Zambales Airport, it
also accepts students from other countries.
With the urbanization in the Barangay of Lipay-Dingin-Panibuatan, business investments increased; thus, revenue collection
likewise increased. However, along with these developments are issues and problems concerning peace and order and public
safety. The congestion of private and public vehicles is observed at peak hours. Oftentimes vehicular accidents along the roads
are recorded.
The Sangguniang Barangay of Lipay-Dingin-Panibuatan is still a peaceful and safe place to live in. Regular Barangay Patrol
and other essential activities undertaken by the Baranagay Police to ensure the peaceful and safety of the barangay, this could
also be attributed to the presence of the Zambales Police Provincial Office (ZPPO), the organized and duly trained Barangay
Tanod Volunteers, Lupong Tagapamayapa, Bantay Dagat and other organized anti-crime bodies in the barangays under the
leadership of the barangay officials. Likewise, crime prevention programs, projects and activities will be conducted as part of
the POPS plan of the Sangguniang Barangay to continue educating the community through the collaborative efforts of the local
officials, concerned sectors of the government and other stakeholders.

2. The Overview of the Peace and Order and Public Safety Situation in the barangay
Barangay Lipay-Dingin-Panibuatan is a peaceful and orderly though normally experiencing threats in peace and order and
public safety due to its demographic location. The poor condition of some barangay roads especially in Purok I and Purok II
areas somehow affect the delivery of services in these areas and likewise greatly affected the travel time for the concerned
personnel providing the urgently needed assistance to the victims or affected constituents. The maintenance of peace and order
and public safety is attributed with the presence of the PNP Municipal Police Station and the presence of the concerned Barangay
Police.
a. Crime and Disorder – As recorded in the previous year, the barangay has 63 crime volume based on the recorded
breakdown from index crimes of one (3) case, where rape is 1, physical injuries are 36 each, theft is 14 and on non-index
crimes of three hundred nine (6) cases, where vehicular accident is 3, others 36, R.A. 9165 (drug-related) is 63, R.A. 7610
(Children Welfare Act) is 2, R.A. 9262 (VAWC) is 1, R.A. 10591 (Illegal Possession of Firearms) is 0, and other VSL is 0. It is
noted that Purok V recorded the highest incidence on index crimes and Purok V on non-index crimes. On the crime
volume.
The 6 Purok of the barangay are recorded with drug affectation based on the assessments made by the Philippine
National Police – Iba Station. Based on records, 48 persons involved in illegal drugs included in the list and 14 were
convicted to illegal drugs cases. However, with the efficient and effective implementation of strategies by the said station,
the barangay were drug-cleared. A total of 48 surrenderers were noted. In support to the program on anti-illegal drugs,
the LGU established a reformatory center or Bahay Pagbabago, where surrenderers were catered with the different
package of benefits and initiatives of the LGU in assisting them with their reformation efforts. It is noted that the causes of
the involvement of the people in these crimes are due to family problems, poverty and influence of peers and community.
b. Road and Vehicle Safety – The Barangay Lipay-Dingin-Panibuatan, on its evolving level of economic activities, as road
vehicle and safety is a condition that need focus and appropriate measures to ensure safety of constituents and tourists
visiting the place. The barangay recorded 3 number of vehicular accidents in 2016. Occurrence of vehicular accidents was
noted due to reckless driving/over speeding, arrogant/undisciplined drivers and under the influence of liquor, lack of road
courtesy, violation of traffic rules and regulations, overloading and human error as a result of lack of knowledge on
defensive driving.
c. Emergency/Crisis Management and Fire Safety – The Bureau of Fire Protection together with the Fire Brigade Volunteers
manage the operations for emergency/crisis and fire safety in coordination with the Municipal Disaster Risk Reduction and
Management Council. Regular earthquake/fire drills are conducted in target areas such as the Baranagy Hall, school. In
2016, the barangay recorded 0 fire incidents.

Once baseline data are made available and the objectives, strategies, indicators and targets are identified, critical policies
including target implementation schedules should be set so that the programs, projects, services and activities are likewise identified and
put in place in consideration of the priority challenges that the Sangguniang Barangay is encountering. These programs, projects,

The MPOC directly supervises the BPOCs in their peace and order and public safety initiatives with close coordination on matters
concerning the safety and orderliness in their respective areas of jurisdiction. The MPOC usually conducts regular meetings jointly with the
Municipal Anti-Drug Abuse Council (MADAC) to strengthen initiatives on anti-illegal drugs. Coordination with barangay ADACs is always
conducted to gather updates and monitor the implementation of programs in the barangays. The MPOC likewise tackles issues concerning the
women and children especially the victims of domestic violence as a result of close coordination with the municipal and barangay councils for
the protection of children and the VAWC Desks in the barangays. Likewise, the MDRRMC concerns are tackled to ensure safety of the
constituents and tourists visiting the place not only during calamities but also during crisis/emergency situations. In cases where there is a
need for infrastructure and similar projects, the MPOC relays the issues and concerns to the Local Development Council (LDC) for
consideration. On cases needing legislative measures, the MPOC relays information to the Sangguniang Bayan for that purpose. Collaboration
efforts of all councils and the partner agencies and CSOs are considered to maximize the use of manpower resources and optimize the use of
financial and material resources of the LGU.
