I. Preliminaries
Message
Greetings of peace and prosperity.

The corona virus disease of 2019 or COVID-19 has devastated the whole world, lives were
lost, economy was destroyed, infrastructure projects stopped and everybody and everything were
destroyed but the faith and the hope and the spirit did not crumble. In fact, the spirit was
strengthened. As the Chinese would say, “there are two (2) characteristics of crisis: danger and
opportunity.”

And so, in Barangay Rang-ayan, City of Ilagan, we followed and performed religiously all
the health and safety protocols that were promulgated by the IATF as well as the directions of the
HON. JOSE MARIE L. DIAZ , the beloved City Mayor.

The Barangay Rang-ayan, is happy and proud that we have zero infection. Credit that to
the various measures that we implemented like restriction of movement in and out of the Barangay;
relief operation; security and monitoring which was done by the combined force of the barangay
officials, the Philippine National Police and the Philippine Army. We also have the Barangay
Emergency Response Team which did a house-to-house visitations and/or monitoring, contact
tracing to know if and when and where the resident might have traveled and we also imposed curfew
hours from 9:00 pm to 5:00 am to restrict or limit the movement of the people.

But we cannot let our guards down, we have to maintain vigilance. There rigor is there, but
the rigor will only serve to strengthen our resolve and never weaken it. And how we wish that all
barangays will emulate RANG-AYAN. We are not after the medal; our safety is more than a
medal. God willing, we will survive this pandemic.

Brief History of the Barangay


Taon 1959, ang lugar na ito ay magubat pa lamang, may mga nakatira rito na ilan lamang,
pagsasaka, pangangaso at pagtotroso ang mga pangunahing hanapbuhay ng mga tao dito. Karamihan ay
pagkakaingin ang ginagawa upang tamnan ng mais, saging, luya, gabi at iba pa. Ang lupa kung saan ang
kaingin, doon na rin nagpapatayo ng kubo o bahay upang matirahan. Payak ang pamumuhay ngunit masaya
ang mga tao. Sagana sa pagkain at gulay ang lugar ngunit malayo ito sa bayan kung kaya’t mahirap maglabas
ng mga produkto galling dito. Babagtasin ang dalawang barangay, tatawid sa ilog upang marating lamang
ang antayan ng mga sasakyan patungo sa bayan.

Noon ang tawag sa lugar na ito ay “Lubnak” sapagkat may malaking lubnak dito na hindi
nawawalan ng tubig. Taon 1960-1961 parami ng parami ang mga tao dito kung kaya’t naisipan ng mga tao
na magtalaga ng Tinyente del Barrio at Segunda Tinyente del Barrio, at ito ay sina Benito Ordinario at Juan
Serquiña.

May dumating din dito na surveyor upang sukatin ang mga posisyunang lupain. Lalong dumami
ang mga tao, may mga dayuhan galling sa Mindoro at may pumasok na mga logging firm tulad ng Rotary
Sawmill at NILPCOR. Sa pagpasok ng mga logging equipment ay nagkaroon na ng kalsada dito.

Tuloy tuloy ang pag-asenso ng lugar, nagkaroon nagn paaralan para sa unang baitang. Nang
panahong iyon ay nahirang si Mr. Venancio Gangan bilang Mayor ng bayanng Ilagan. Pumunta siya sa lugar
na ito at nakita niya ang tuloy tuloy na pag unlad ng lugar kung kayat noong panahong iyon ay binago ang
pangalan ng lugar na ito at tinawag na Rang-ayan.

Lalong nadagdagan ang pagkakitaan ng mga taong pumasok ng isa pang logging firm ang ACME
Sawmill na itinayo sa may tabing Ilog na nasasakupan ng Rang-ayan. Lalong gumanda ang daan, nagkaroon
ng maayos na kalsada at nagging madali na ang pagpunta sa kabayanan.

Ilang taon pa ang lumipas, nagpalit-palit ang mga namuno dito, at pautuloy ding dumami ang mga
naninirahan dito, dumami ang pagkakakitaan sa pagsasaka at pagtrotroso. At dahil sa patuloy na pag-unlad
ay opisyal na itong tinawag na Barangay Rang-ayan.

Sa pagtuloy na pagsulong at pagunlad ng Barangay Rang-ayan, naitatag ang kauna-unahang


paaralang sekondarya sa tulong ng local government unit ng Ilagan at 1st District Congressman Rodolfo T.
Albano.

Taong 2010 ng magkaroon ng opisyal na logo at dalawang palapag na Bahay Pamahalaan ang
barangay Rang-ayan sa tulong ng city government ng Ilagan sa pamumuno ni Honorable City Mayor Jose
Marie L. Diaz

II. Executive Summary


Summarized in this report is the barangay performance of Rang-ayan for CY 2021 This
describes the state of barangay governance performance in the four performance areas:
Administration, Social Services, Economic Development and Environmental Management.

The State of Barangay Governance Report shows that the barangay’s overall performance rating is .85 or
equivalent to 4. The area of Economic Development should be the top priority for development considering
the adjectival rating is VERY SATISFACTORY to focus on the service areas of Agricultural and Fisheries
Dev’t and Entrepreneur, Business and Industry Promotion.
In general, the level of effort which had brought about desirable performance or condition in the areas of
Administration, Social Services and Environmental Management has to be sustained.
Problematic areas have to be given full consideration. Otherwise, the pace of development and change will
be slowed down by the problems. Starting on the ensuing year, the following initiatives shall be pursued.:

1. Pass more than 10 Program-Related Resolutions in the preceding year.

On Financial Performance
The CY 2022 Budget amounted to 3,639,722.00 The expenditure program was distributed as follows:
The Development Fund had an allotment of 20% amounting to P727,944.4 the Sangguniang
Kabataan Fund had 10% allotment which amounts to P363,972.00, and the Barangay Risk Disaster
Reduction Management Fund has a 5% percent allotment amounting to 181, 986.1
On the other hand, the total picture of the fund utilization shows that the barangay incurred 95%
expenses of its budget. Overall, it indicates a 5% savings.
Significantly, the barangay spent its financial resources hugely on Developmental Fund (20%).

DESCRIPTION OF THE BARANGAY

BARANGAY PROFILE

The interplay of the natural and cultural environment determines to a large how man lives
and works. Natural environment is sometimes referred as the features of an area which have
persisted from a period prior to human occupation. This distinguishes it from the cultural or
manmade environment which is the result of human occupation such as buildings, roads and
bridges, canals, domesticated animals and cultivated crops; and such other observable materials
features produced directly or indirectly by man.

PHYSICAL CHARACTERISTICS

GEOGRAPHIC FACTOR

Geographic factors influence where and how people live and what they do. Space
relationship includes location, size and shape. Accessibility, not distance is the measure here of
excellence of relative location.
Vastness in size or diminution to a point that area is best expressed only in hectares usually
has advantages as well as disadvantages.
Shape like relative location and size produces conditions that either favorable or handicaps
an area.

Economics is very much a part of our life. Our economic life embraces, on the one hand,
the processes that have to do with the production of goods on farms, forests, mines, waters and
factories. On the other hand, it also embraces the processes that have to do with the distribution of
these goods through trade and business channels. Final consumption of these goods takes place in
our barangay.

The barangay garnered an overall performance rating of .86 or an adjectival rating of


COMPLIANT. Despite overcoming the rigorous processes in the implementation of the different

policies and programs in the barangay, there are still several issues/deficiencies which need
necessary improvement:

On Governance, where we have three (3) service areas, it earned an average performance rating
of .92 which denotes COMPLIANT. This is attributed to the Local Legislation, Transparency and
Citizen Participation.

On Administration, an average rating of .91 was attained which indicates COMPLIANT.


Some of the contributory factors that attributed to the rating were the:

On Social Services, we obtained an average rating of .84 which indicates a


SATISFACTORY PERFORMANCE. This is credited to the:

On Economic Development, the barangay got an average rating of 1.00 or EXCELLENT


PERFORMANCE which points out on the sustained effort of the barangay in
• Natural Resource Management
• Waste Management and Pollution Control

With the full cooperation of all sectors concerned paved the way towards the success of
the year under review, CY 2022.

V.Report Findings
1. ADMINISTRATION

All local government units including the barangay need to undergo self-assessment to
measure their performance in terms of delivery of services. This includes the Administrative
System and Procedures the Sanggunian uses in running the affairs of the barangay. It contains
indicators that measures the Barangays performance which includes the assessment on the
functionality of barangay equipment or facilities. There are nine (9) sub areas which include Local
Legislation, Transparency, Citizens’ Participation, Development Planning Human Resource and
Development; Customer Service; financial Accountability; Revenue Generation and Resource
Allocation and Utilization.

❖ BARANGAY LEGISLATION

Legislation is the heart of governance. This is the foundation of effective implementation


of laws which leads to a better management and development of the LGU.

One of the basic functions/roles of the Sanggunian is the enactment of ordinances and
adoption of resolution. This process is called legislation. In order to formulate responsive
ordinances/resolutions, there is a need to have proper structure and processes. A monitoring
process is needed in order to check the implementation of ordinances.

Public trust should always be given premium/importance by the barangay officials. It is


necessary that their constituents are informed and made of the operation of the barangay affairs.
This is easily done if the barangay opens in all its transactions and operations to the public.

Citizen’s participation is one of the important aspect of governance. This is a manifestation


that supreme power is lodged to the citizenry.

Laws/ordinances enacted/passed by the Sangguniang Barangay for the collections of taxes,


fees and charges or generate revenues. RA 7160 allows the barangay to create provide other
sources of funds for development projects that will benefit the barangay residents, subject to
limitations as provided for by the law.

2. Social Services

The Barangay Rang-ayan although the smallest political unit, a very important role in the
delivery of basic services to its constituents as provided for in the Local Government Code. There
are three services under this performance area that determines if the barangay’s program, project
and activities are in harmony with the LGC. The 3 service areas are Health and Nutrition,
Education, Culture and Sports and Peace, Security and Disaster Preparedness

❖ HEALTH & NUTRITION

Health is wealth. This is the reason why most officials prioritize health and nutrition
services. Although higher LGUs, such as the province and municipality, provide health and
nutrition services, the barangay also is mandated to deliver basic health and nutrition services to
its constituents.

VII.Conclusion
As our Barangay Officials are doing their part to promote a better governance, we adopted
a mechanism to keep track of the barangay’s productivity and performance through the Barangay
Governance Performance Management System. It is a self-assessment tool to measure the
capabilities and limitations of the barangay in the delivery of essential public service to the people.
Result of this report shall serve as the guiding reference in addressing people’s concern along the
four (4) Performance Areas: Administration, Social Services, Economic Development and
Environmental Management with the corresponding seventeen (17) service areas.

And based from the result of the data gathered, we found out that the Strengths of our
Barangay are under the performance areas of Administration, Social Services and Environmental
Management particularly on the service areas of Local Legislation, Transparency, Revenue
Allocation and Utilization, Fiscal Accountability, Health and Nutrition, Women and Children,
Public Safety and DRRM, Natural Resource Management, Waste Management and Pollution
Control. Otherwise, we also found out our Weaknesses and these are under the performance areas
of Social Services& Economic Development. However the barangay councils with the cooperation
of different organization and constituent member will try to improve the performance in this area.
Other areas will improved in order to attain full development.

ISANG KAUTUSSANG TAGAPAGPAGANAP NA BUMUBUO SA KOMITE NG


BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGMPS)

SAPAGKAT, ang Barangay ang pangunahing yunit pulitikal ng bumabalangkas at


nagsasakatuparan ng mga patakaaran, plano, programa, proyekto at mga gawain sa isang
pamayanan, ito rin ang nagsisilbing “forum” o daluyan kung saan ang mga samu’t-saring usapin
ay maaring ipahayag,biglyang linaw, at isaalang alang, dito rin maaaring dinggin at ayusin ang
mga di pagkakasundo.

SAPAGKAT, ang pagbabalangkas at pagsasakatuparan ng mga nabanggit na gawain ay


nangangailangan ng isang mabisang Sistema upang maging batayan para sa mas mahusay at
epektibong pamahalaan.

SAPAGKAT, ang Department of the Interior and Local Government (DILG) ang pangunahing
tanggapan ng pamahalaan ng umaagapay at nagtataguyod sa mga pamahalaang lokal tungo sa
pagkakaroon ng isang mahusay at epektibong pamahalaan.

SAPAGKAT, isinusulong ng DILG ang isang programang tinaguriang “Barangay Governance


Performance Management System (BGMPS) na siyang tutuong sa pagbuo ng kalagayan at
magsisilbing mabisang basehan para sa mga pagplaplano at pagsasakaturparan ng patakaran,
programa,proyekto at mga gawain ng bawat barangay.

SAPAGKAT, ang Barangay RANG-AYAN ay lubos na naniniwala n gang BGPMS ay


makakatulong ng malaki sa pagsisikap na makamtan ang mga adhikain nito.

DAHIL DITO, AKO si ALDRICH T. TINDUNGAN, Punong Barangay ng RANG-AYAN,


Siyudad ng Ilagan, Lalawigan ng Isabela, sa bias ng kapangyarihang ipinagkaloob sa akin ng
Kodigo ng Pamahalaang Lokal Taon 1991 at iba pang umiiral na batas at sa pamamagitan nito ay
minarapat na ipag-utos ang mga sumusunod:

Sekyon 1. PAGBUO NG KOMITE NG BGPMS. Kung kaya’t ang komite ng BGPMS ay kagyat
na dapat buuin. Ito ay kinabibilangan ng mga sumusunod:

3. Pagtatasa/pagsusuri ng pinagsama-samang impormasyon (analysis).
4. Pagbabalangkasng Ulat sa Barangay (SBGR Preparation).
5. Pagsusumite sa kinauukulan (submission).
6. Pag-uulat (utilization conference).
7. Patuloy na pagrerepaso/monitor ng Ulat sa Barangay (review/monitoring).

Seksyon 3. TAGAPAYONG-TEKNIKAL. Ang Komite ay makikipagugnayan sa kinatawan ng


Department of the Interior and Local Government (DILG) para sa karampatang paying teknikal.

Seksyon 4. PAGKAKABISA. Ang Kautusang ito ay dagliang makakabisa ngayong ika ng 13 ng


Enero taong 2022.
