I. Preliminaries
Message
Greetings of peace and prosperity.
The corona virus disease of 2019 or COVID-19 has devastated the whole world, lives were
lost, economy was destroyed, infrastructure projects stopped and everybody and everything were
destroyed but the faith and the hope and the spirit did not crumble. In fact, the spirit was
strengthened. As the Chinese would say, “there are two (2) characteristics of crisis: danger and
opportunity.”
And so, in Barangay Rang-ayan, City of Ilagan, we followed and performed religiously all
the health and safety protocols that were promulgated by the IATF as well as the directions of the
HON. JOSE MARIE L. DIAZ , the beloved City Mayor.
The Barangay Rang-ayan, is happy and proud that we have zero infection. Credit that to
the various measures that we implemented like restriction of movement in and out of the Barangay;
relief operation; security and monitoring which was done by the combined force of the barangay
officials, the Philippine National Police and the Philippine Army. We also have the Barangay
Emergency Response Team which did a house-to-house visitations and/or monitoring, contact
tracing to know if and when and where the resident might have traveled and we also imposed curfew
hours from 9:00 pm to 5:00 am to restrict or limit the movement of the people.
But we cannot let our guards down, we have to maintain vigilance. There rigor is there, but
the rigor will only serve to strengthen our resolve and never weaken it. And how we wish that all
barangays will emulate RANG-AYAN. We are not after the medal; our safety is more than a
medal. God willing, we will survive this pandemic.

Noon ang tawag sa lugar na ito ay “Lubnak” sapagkat may malaking lubnak dito na hindi
nawawalan ng tubig. Taon 1960-1961 parami ng parami ang mga tao dito kung kaya’t naisipan ng mga tao
na magtalaga ng Tinyente del Barrio at Segunda Tinyente del Barrio, at ito ay sina Benito Ordinario at Juan
Serquiña.
May dumating din dito na surveyor upang sukatin ang mga posisyunang lupain. Lalong dumami
ang mga tao, may mga dayuhan galling sa Mindoro at may pumasok na mga logging firm tulad ng Rotary
Sawmill at NILPCOR. Sa pagpasok ng mga logging equipment ay nagkaroon na ng kalsada dito.
Tuloy tuloy ang pag-asenso ng lugar, nagkaroon nagn paaralan para sa unang baitang. Nang
panahong iyon ay nahirang si Mr. Venancio Gangan bilang Mayor ng bayanng Ilagan. Pumunta siya sa lugar
na ito at nakita niya ang tuloy tuloy na pag unlad ng lugar kung kayat noong panahong iyon ay binago ang
pangalan ng lugar na ito at tinawag na Rang-ayan.
Lalong nadagdagan ang pagkakitaan ng mga taong pumasok ng isa pang logging firm ang ACME
Sawmill na itinayo sa may tabing Ilog na nasasakupan ng Rang-ayan. Lalong gumanda ang daan, nagkaroon
ng maayos na kalsada at nagging madali na ang pagpunta sa kabayanan.
Ilang taon pa ang lumipas, nagpalit-palit ang mga namuno dito, at pautuloy ding dumami ang mga
naninirahan dito, dumami ang pagkakakitaan sa pagsasaka at pagtrotroso. At dahil sa patuloy na pag-unlad
ay opisyal na itong tinawag na Barangay Rang-ayan.
Taong 2010 ng magkaroon ng opisyal na logo at dalawang palapag na Bahay Pamahalaan ang
barangay Rang-ayan sa tulong ng city government ng Ilagan sa pamumuno ni Honorable City Mayor Jose

The State of Barangay Governance Report shows that the barangay’s overall performance rating is .85 or
equivalent to 4. The area of Economic Development should be the top priority for development considering
the adjectival rating is VERY SATISFACTORY to focus on the service areas of Agricultural and Fisheries
Dev’t and Entrepreneur, Business and Industry Promotion.
In general, the level of effort which had brought about desirable performance or condition in the areas of
Administration, Social Services and Environmental Management has to be sustained.
Problematic areas have to be given full consideration. Otherwise, the pace of development and change will
be slowed down by the problems. Starting on the ensuing year, the following initiatives shall be pursued.:

The CY 2022 Budget amounted to 3,639,722.00 The expenditure program was distributed as follows:
The Development Fund had an allotment of 20% amounting to P727,944.4 the Sangguniang
Kabataan Fund had 10% allotment which amounts to P363,972.00, and the Barangay Risk Disaster
Reduction Management Fund has a 5% percent allotment amounting to 181, 986.1
On the other hand, the total picture of the fund utilization shows that the barangay incurred 95%
expenses of its budget. Overall, it indicates a 5% savings.
Significantly, the barangay spent its financial resources hugely on Developmental Fund (20%).

BARANGAY PROFILE
The interplay of the natural and cultural environment determines to a large how man lives
and works. Natural environment is sometimes referred as the features of an area which have
persisted from a period prior to human occupation. This distinguishes it from the cultural or
manmade environment which is the result of human occupation such as buildings, roads and
bridges, canals, domesticated animals and cultivated crops; and such other observable materials
features produced directly or indirectly by man.

GEOGRAPHIC FACTOR
Geographic factors influence where and how people live and what they do. Space
relationship includes location, size and shape. Accessibility, not distance is the measure here of
excellence of relative location.
Vastness in size or diminution to a point that area is best expressed only in hectares usually

that can be applied to any kind of dynamic population, that is, one that changes over time or

Economics is very much a part of our life. Our economic life embraces, on the one hand,
the processes that have to do with the production of goods on farms, forests, mines, waters and
factories. On the other hand, it also embraces the processes that have to do with the distribution of
these goods through trade and business channels. Final consumption of these goods takes place in
our barangay.

policies and programs in the barangay, there are still several issues/deficiencies which need
necessary improvement:
On Governance, where we have three (3) service areas, it earned an average performance rating
of .92 which denotes COMPLIANT. This is attributed to the Local Legislation, Transparency and
Citizen Participation.
With the full cooperation of all sectors concerned paved the way towards the success of
the year under review, CY 2022.

V.Report Findings
1. ADMINISTRATION
All local government units including the barangay need to undergo self-assessment to
measure their performance in terms of delivery of services. This includes the Administrative
System and Procedures the Sanggunian uses in running the affairs of the barangay. It contains
indicators that measures the Barangays performance which includes the assessment on the
functionality of barangay equipment or facilities. There are nine (9) sub areas which include Local
Legislation, Transparency, Citizens’ Participation, Development Planning Human Resource and
Development; Customer Service; financial Accountability; Revenue Generation and Resource
Allocation and Utilization.
❖ BARANGAY LEGISLATION
One of the basic functions/roles of the Sanggunian is the enactment of ordinances and
adoption of resolution. This process is called legislation. In order to formulate responsive
ordinances/resolutions, there is a need to have proper structure and processes. A monitoring
process is needed in order to check the implementation of ordinances.

2. Social Services
The Barangay Rang-ayan although the smallest political unit, a very important role in the
delivery of basic services to its constituents as provided for in the Local Government Code. There
are three services under this performance area that determines if the barangay’s program, project
and activities are in harmony with the LGC. The 3 service areas are Health and Nutrition,
Education, Culture and Sports and Peace, Security and Disaster Preparedness
Health is wealth. This is the reason why most officials prioritize health and nutrition
services. Although higher LGUs, such as the province and municipality, provide health and
nutrition services, the barangay also is mandated to deliver basic health and nutrition services to
its constituents.

Good economic condition in the Barangay paves the way for a better or improved
standard of living of the constituents. Establishment of livelihood programs, creation of

VII.Conclusion
As our Barangay Officials are doing their part to promote a better governance, we adopted
a mechanism to keep track of the barangay’s productivity and performance through the Barangay
Governance Performance Management System. It is a self-assessment tool to measure the
capabilities and limitations of the barangay in the delivery of essential public service to the people.
Result of this report shall serve as the guiding reference in addressing people’s concern along the
four (4) Performance Areas: Administration, Social Services, Economic Development and
Environmental Management with the corresponding seventeen (17) service areas.
And based from the result of the data gathered, we found out that the Strengths of our
Barangay are under the performance areas of Administration, Social Services and Environmental
Management particularly on the service areas of Local Legislation, Transparency, Revenue
Allocation and Utilization, Fiscal Accountability, Health and Nutrition, Women and Children,
Public Safety and DRRM, Natural Resource Management, Waste Management and Pollution
Control. Otherwise, we also found out our Weaknesses and these are under the performance areas
of Social Services& Economic Development. However the barangay councils with the cooperation
of different organization and constituent member will try to improve the performance in this area.
