MESSAGE OF THE PUNONG BARANGAY

The historical background of Barangay Molino II presents the essential


connections to the barangay’s current situations.

With the help of varied government agencies like the Department of Interior
and Local Government, the City Planning and Development Council, the City
Disaster Risk Reduction Management Office, the Family Care Development Office,
the Management Information System and its Technical Working Group, and the
Community Base Monitoring System, data are gathered to take a careful study of
the human development as affected by health and nutrition, water and sanitation,
shelter, education, peace and order. Equally important that is being studied here is
the economic development which focuses on employment rate, income of
households below the poverty and food threshold, and income of households that
experience food shortage.

Barangay Molino II Council works on formulating and implementing plans


and programs for poverty alleviation for the successful achievement of desired
output and outcome to augment the economic status of our population.

As a call to action, I urge everyone in Barangay Molino II to make an active


participation in the realization of all these planned programs and projects.

HISTORY OF BARANGAY MOLINO II

MOLINO is a Spanish term that means mill, in our Filipino
language, it means “gilingan”. This machine is made of stone
being turned around by a carabao or by a person to grind
grains of rice, corn and sugar cane.

Historically, the people of Molino II lived by farming due to the


vastness of agricultural land. The quiet land of Molino II
seemed like a paradise with all its fruit- bearing trees and
forested land. The primary agricultural products were rice,
vegetables and fruits. Years later, this vast land of agriculture
eventually changed by the emerging population of people
engaged in different forms of commercialism. The highest
percentage of the population is in the business industry, either
small or medium entrepreneurship followed by a high
employment rate. However, there is equivalently high
unemployment rate. Now, Molino II is classified as an urban
barangay.

Based on the census of Molino II in 2015, it has a population of


37, 396. There are 5, 506 families that comprised the
population of Barangay Molino II, with 4,008 households.
Molino II owes its large population to the influx of low and
middle- income settlers who availed of the various housing
projects and subdivisions in it. With the land conversion by

developers from agricultural land to subdivisions for housing
projects, most of the houses are single- detached, followed by
the duplex type. Raw housing projects have enticed the lower
income bracket to avail of a small property that they can
improve at their own pace.

All these housing projects are payable monthly for a number of


years through banks or government agencies like PAGIBIG.
Most of the housing projects are done with, others are a
combination of both wood and concrete. Depressed areas,
where temporary settlers inhabit, are of houses that are made
of very light wood and other low- cost materials. Highest
percentage of the population owns their abode, lower
percentage are tenants, others are sharing a roof under an
extended kind of family.

Roman Catholicism is the dominant religion of the people


followed by little percentages of different denominations like
Iglesia ni Cristo, Aglipay, Dating Daan, Protestant, Jehovah’s
Witness, Islam, Baptist and Presbyterians. Migration of people
from all walks of life has been the factor for the population
growth. Dominantly, Tagalog – speaking settlers comprise
Molino II’s population followed by Ilonggo, Bicolano, Cebuano,
Waray, Ilocano and little percentage of other Filipino dialect-
speaking people.

With regards the social welfare of the people, Barangay Molino


II has allowed the MAYNILAD water services to provide for
clean water to all households. A very small percentage of the
people still make do with the “poso” system. The existence of a
good water source resulted to a more sanitized way of
comforting each household. Comfort room is not an
extraordinary thing in every abode. When it comes to source of
electricity, the very first main source of electricity is the
CAVITE ELECTRIC COOPERATIVE in year 1976, In the
present, the farthest area of the whole of Molino II enjoys the
services of MERALCO.

With the latest generation, “professionals” has become a new
sector in the society. Education seemed to have been highly
given importance by the old folks such that their children and
their children’s children are now seen in mostly white- collared
jobs. This, too, has paved the way to the mushrooming of
varied private pre- schools, elementary and secondary schools
within the subdivisions or notably the Homeowners’
Associations of Molino II. Day Care Centers are established
within the area of Barangay Hall- Main and within the vicinity of
the depressed areas or the Neighborhood Associations.
Vocational/ Technical training is given attention to by the
Alternative Learning System which is provided by the
Department of Education in coordination with Barangay Molino
II. Tertiary schools for college level students exist in
neighboring barangays and cities. When it comes to health
services, the people can avail of the services from our
Barangay Health Centers with the aid of our licensed Barangay
Health Workers. There exist private hospitals too within
Barangay Molino II which cater to patients with illness only
professional medical practitioners can attend to. Small
privately-owned clinics are within the subdivisions and one
along Molino Proper.

With the development of the social services, Barangay Molino II


reaches out to its constituents by establishing two Multi – Purpose
Halls. The Main Barangay Hall lies in Progressive Village 4, while
Barangay Annex is located at Magdiwang Road, Villa Esperanza.

PRESENT term

Molino used to be just one big barangay. Francisco Arciaga was


the first known Tenyente Del Barrio in the early 1900’s. He was
followed by Elijio Parales who was elected as the first Punong
Barangay in 1947.
Because of the growth of population, and the vastness of
Molino, Tenyente Del Bario DAVID CAMANTIGUE, decided
that there was a need for subdivision of this big barangay into
ten smaller barangays, MOLINO I, II, III, IV, V, VI, VII
QUEENSROW EAST, WEST CENTRAL. Thus, Barangay
Molino II came to be. Punong Barangay CRISPULO Z.
AQUINO was the very first Punong Barangay who served for
more or less two decades. He was followed by the next
Punong Barangay, LEANDRO A. DE LEON who served for
three terms which is equivalent to ten years and a half, who
then became a City Councilor in 2013 by virtue of election. The
incumbent first kagawad, Kagawad MICHAEL J. SAQUITAN
honorably took over the seat of Punong Barangay for the rest
of the term of Punong Barangay Leandro A. De Leon.

Service marked by integrity, honesty, humility and


approachability is the trademark of Punong Barangay
MICHAEL J. SAQUITAN. He was re- elected for his second
term this May 2018 Barangay Election.

GEOGRAHIC LOCATION

With regard Molino II’s geographic location, Molino II belongs


to Bacoor East. It is bounded on the North by Barangay Molino
I, Molino VI, and Bayanan. On the South, it is bounded by
Barangay Queen’s Row West, and Barangay Molino III, on the
East by Barangay San Nicolas III. On the west, Molino II is
bounded by Barangay Mambog IV and Bacoor Boundary.

Topograhy

Based on the physical features of Molino II, it measures up to


230 hectares of land, with 180 hectares of residential lots, 15
hectares of farmland, 15 hectares of commercial space and 20
hectares inhabited by temporary settlers.

Molino II consists of a vast track of agricultural land. The quiet


land of Molino II seemed like a paradise with all its fruit-

was also used for grazing animals.

Facilities and Existing Infrastructures


With the development of the social services, Barangay Molino II
reaches out to its constituents by establishing Multi – Purpose
Halls. The Main Barangay Hall lies in Progressive Village 4, while
Barangay Annex is located at Magdiwang Road, Villa Esperanza.
An office to cater to the needs of the youth stands within the
vicinity of Barangay Hall Molino II- Main. This used to be the office
of the TASK FORCE on YOUTH DEVELOPMENT, now called
the SANGGUNIANG KABATAAN Office.

Educational, Health and Service Facilities


With the attitude of Molino II residents to prioritize Education,
schools by both private and public agencies exist. Day Care
Centers exist specifically in the following places like Greenstone,
GMNAI, Balangay, Molino II Main located at Progressive 4 and
Annex at Magdiwang, Villa Esperanza. Primary and Secondary
education is provided by St. Alphonsus Ligouri Integrated School,
MIZPAH Learning Center, Progressive Elementary School, Our
Lady of the Sacred Heart Learning Center, St. Claire Academy
and Alternative Learning System for the out of school youth and
interested adults.

For Health and Service Facilities, Barangay Molino II has the


following:
Green Valley Health Center, Brgy. Molino II Health Center, St.
Michael Medical Hospital, Molino Doctors Hospital, Guaca Lying-
in Clinic, Marvin Dorotheo Dental Clinic, Suan-Asodisen Dental
Clinic, and Dr. Jimmy Garcia Dental Clinic.

Barangay Molino II has one ambulance ready to serve the needy


patients.

Mode of Public Transportation
People may reach Barangay Molino II through a public utility
vehicle like Jitney, called in Filipino vernacular as Jeepney or
Jeep. Another means of transportation common to masa is the
Tricycle. This is very accessible due to the very few numbers of
capacity of passengers that it can accommodate. Vans are also
used to transport the public to the outskirts of Barangay Molino II
or to Manila and nearby cities and provinces.

Water & Electric Supply


MAYNILAD is the number one source of water supply in
Barangay Molino II, especially among the homeowners’
associations and some of the neighborhood associations. BP
Waterworks is also one private water institution. A few households
in the neighborhood associations still rely on deep well.

MERALCO is the source of electricity for all of the households in


Barangay Molino II. Individual households have their own electric
meter whereas majority of households among the neighborhood
associations use sub-meters.

Waste Management
Barangay Molino II advocates Republic Act 9003 or the Ecological
Solid Waste Management. Barangay Molino II Council has come
up with Resolution No. 06- 2016 - Ecological Solid Waste Act of
2000 and Executive Order on Barangay Ecological Solid Waste
Management Committees in compliance with the rules and
regulations of the RA 9003. Programs are regularly done like the
Clean- up Drive on landlocked areas, Coastal Clean- up, creation
of Materials Recovery Facilities, Push Carts for garbage
collection, compost pits, gardening, keeping recyclables for
livelihood purposes, advocating a “NO” stand to the use of plastic
containers, plastic cups and other non- biodegradable materials.

Peace and Order


Barangay Molino II, headed by its Barangay Development Council
and Barangay Peace and Order Committee aims to attain a safe,
secure, peaceful, and progressive community. Barangay Molino II
advocates regulations for crime prevention, conducts awareness-
raising activities for the community, conducts regular meetings to
enforce laws, coordinates with partner agencies such as DILG
and PNP. It also creates programs to fight against illegal drugs,
illegal gambling, conducts crisis safety seminar, intensifies
implementation of resolutions, ordinances and executive orders.
Barangay Molino II is generally peaceful as defined by its
decreased number of crime incidents, increased number of
crime solutions, and reduced number of drug- related cases. It
is an orderly community because there is a strict compliance,
obedience and implementation of Barangay ordinances, and
there is a decreased number of cases of juvenile delinquencies
or children in conflict with the law (CICL). As part of having
order as a community, Barangay Molino II has a progressive
and vibrant economy, having increased number of business
investors, increased income of local revenue, and increased
number of job opportunities.

Barangay Molino II promotes active participation of citizens in


the promotion of peace and development. More Molino II

residents are participative citizens as manifested by an
increased number of Civil Society Organizations, People’s
Organizations, and Faith – Based Organizations. There has
been an increased number of residents participating in
Barangay activities such as the Barangay Assemblies and Liga
ng Barangay, with maximized youth participation.

For Barangay Molino II’s crime and disorder, Robbery and


Theft caused by poverty and unemployment rank first and
second in the list. Due to this, there is an increase in crime
rate, thus; the whole community is affected.

Next to Robbery and Theft is the proliferation of Illegal Drugs


due to the influx of immigration and growth of rate of
unemployment. Most possibly, the youth are involved in this
crime and disorder and the whole community is affected.

For our public safety, road and vehicle safety is disturbed by


accident- prone roads and reckless driving under the
intoxication of alcohol and drugs. Some causes of road
accidents are illegal parking, human error in driving, vehicular
mechanical malfunction and drivers’ intoxication of alcohol or
under the influence of illegal drugs. For Barangay Molino II’s
crisis management, there have been a few cases of fire
suppression caused by electrical faulty wiring, human
negligence like having left candles burning, cigarette butts
thrown on flammable materials, unplugged appliances, leaking
gas range, burning katol and/ or grassfire. Families are
involved and whole community is affected. If not addressed,
there could be more damage to properties and / or loss of
lives. Calamities caused by typhoon is not much because
Barangay Molino II is not a flood – prone area.

Barangay Peace and Order Committee members are looking into


these issues affecting the peace, order and public safety of
Barangay Molino II by advocating the following objectives:

1. Completely eradicate theft and robbery
2. Provide more job opportunities
3. Implement police/ tanod visibility
4. Reduce the number of drug pushers and users
5. Take actions on wellness and recovery programs for
drug- surrenderees
such as livelihood programs, values formation, skills
training, etc.
6. Declare Barangay Molino II a Drug- Clear Barangay
7. Provide for more traffic and road signages
8. Implement city and barangay ordinance
9. Strengthen proper coordination between agencies like
Traffic Management Bureau
10. Conduct a thorough information dissemination
11. Conduct a crisis safety seminar
12. Revitalize Barangay Disaster Risk Reduction
Management Council
13. Intensify implementation of Barangay Resolutions and
Ordinances
14. Improve drainage systems to prevent calamities

The Barangay Molino II is composed of Punong Barangay


MICHAEL J. SAQUITAN and all seven elected Barangay
Officials namely: Kgwd. Rico J. Tagle; Kgwd. Teddy M. Legaspi;
Kgwd. Ceferino A. Arciaga; Kgwd.Mario P. Aquino; Kgwd. Pedro
A. Arciaga Jr.; Kgwd. Renato L. Francisco; Kgwd. Aileen C.
Leoncio; World Apostolate of Fatima for our NGO; and Mayor
Lani Mercado – Revilla.

The Barangay Peace and Order Committee of Barangay Molino II

deed-seated influence of the Spanish regime.
 
TARAPICHE
A kind of mill that grinds the sugar cane and turn it to liquid, it symbolizes
the agricultural resources in the history of Molino.

RICE PLANT
Molino used to be an agricultural community. People thrive on staple food
which is rice.

SUGAR CANE
Symbolizes as one of the main agricultural resources in the history of
Molino.

CARABAO
Represent the hardworking of the farmers in the different farms in Molino
