Message
I am pleased to present the 2019 State of Barangay Governance Report which contains
the performance if Barangay Sta. Maria along the five (5) performance areas, namely,
Governance, Administration, Social Services, Economic Development, and
Environmental Management.
This report shall serve as the basis in the formulation of programs, projects, and
activities geared towards a more effective and efficient delivery of services to the
constituents. It will also be a reference in crafting the Barangay Agenda as embodied in
the Barangay Development Plan.
The report aims to strengthen the partnership with National Government Agencies
(NGAs), Higher Local Government Units (LGUs), Non-Government Organizations
(NGOs), and other stakeholders as it presents a vivid picture of the development
condition of the barangay. Above all, it aims to increase the awareness of the residents
on the State of the Barangay so that they will become more involved and participative in
Barangay affairs.

DEVELOPMENT THRUST
VISION
STA. MARIA aims to strengthen its prestige as one of the Premiere Barangays of the
Municipality of Lal-lo and is committed to develop a socially just, environmentally
sustainable and economically vibrant community.
MISSION
Develop and judiciously conserve the local resources to ensure sufficiency in food
production and efficiency in the delivery of basic services; the enhancement of the
productive capability of manpower resources and to provide prerequisite infrastructure
or sustainable development.
Imagery of the Seal
Circle – depicts unity and cohesiveness of its people;
Laurel wreath – symbolized “triumph” considering that Sta. Maria is a recipient of
numerous and prestigious awards and recognitions;
Five (5) Stars – represents the five (5) equally dynamic zones namely Puroks Saniata,
Rang-ay, Sirmata, Saranay, Namnama;
Shield – a broad piece of metal used by the Conquistadores to protect and defend their
people
Virgin Mary – symbolizes the patroness of the Barangay and derived the name
Barangay “STA. MARIA”; (*from whom the name “STA. MARIA” was derived)
Rising Sun- depicts “hope” for better and prosperous Barangay living to its prestige as
the “Premier Barangay”;
Mountains – represents the terrain that the barangay was once a thick and virgin forest
called “Bantay Surgi”;
Rice Fields – depicts the main source of livelihood;
Fisherman – another occupation of the early ancestors;
Bivalve Shells – natural resources that are abundant along the river commonly called
“Cabibi”;
Clay Pots – represents the imbedded treasures in the earth that were recovered
whenever erosions occur;
Carabao with Sledge – depicts the oneness and strength to carry the burdens;
Nipa Hut – symbolizes a home of harmonious relationship in every family.

A. POLITICAL INFORMATION
Barangay Sta. Maria has a total registered voters of 1281 and a number of five (3)
precincts.
B. PHYSICAL INFORMATION
Barangay Sta. Maria is located in the south, seven (7) kilometers away from
Barangay Centro. Bounded on the south is Barangay Magapit where the Magapit
Bridge is constructed; on the east is Barangay San Mariano; on the North are
Barangays Catayauan and Paranum; and on the west is the CagayanRiver(at the
other side of the river are BarangayBangag and SanLorenzo). Barangay Sta. Maria
is classified as a Rural Barangaythat has a total land area approximately
18,628,824.15 sq. m and is categorized as follows:
Agriculture 5,220,367.00 sq. m
Residential 268,664.15 sq. m
Commercial 15,710.00 sq. m
Industrial 256.00 sq. m
Government 263,461.00 sq. m

Barangay Sta. Maria has a total Internal Revenue Allotment (IRA) of 2,619,620.00

D. DEMOGRAPHIC INFORMATION
At present, there is a water system called LUWA (Lal-lo, Water District) in access to
1st class potable water, and Artesian Pump wells and Communal Water Systems
being consumed by almost every household in the Barangay. About 99.8% of every
household is fully energized by Cagayan Electric Cooperative II (CAGELCO II).
Almost every member of each household has their own mobile phone/s as a means
of communication, and entertainment (for those using smart phones). Some
households are connected to internet services (PLDT FIBR and other Wireless
Broadband providers) for a faster and more reliable internet connection.
The Day Care Center is fully equipped with learning materials which caters pre-
school children and a functional Barangay Health Center which offers medical
assistance for pregnant woman, immunization and vaccination for 0-24 month old
babies, and many more.
Sports among the youth is a primary thrust (to do away?) from illegal drugs and other
vices that destroys their moral fibers. In this regard, the Barangay is furnished with
Basketball, Volleyball and SepakTakraw courts and Table Tennis and Chess Boards.
Municipality of Lal-lo, is truly honored to have Barangay Sta. Maria to be its BEST
AMONG THE BEST BARANGAYS up to these days. The Barangay have actively
participated in various activities in the Municipal, Provincial, Regional, and even
National competitions.
First Place – Provincial Search for Model Barangay in the context of “Clean and
Green”, Urban Category.

REPORT FINDINGS
Government is from the people, by the people and for the people. The comprehensive
meaning of governance can only be explained to the constituents through education,
which concerns spiritually, morally, ecological, cultural, mental and physical
developments.
Thus, Barangay Sta. Maria has a Day Care Center equipped with facilities relevant to
the development of pre-school children. A functional Barangay Health Center is
established to cater free delivery of health services to the constituents. It consists of
maternal and child care services such as free immunization of mothers and children,
deworming, Vitamin A supplementation, and proper hand washing, all of which is
“garantisadong pambata”. The conduct of enhancement classes participated by
pregnant mothers, lactating mothers and mothers of under nourished pre-school
children, with areas of responsible parenting, good nutrition and healthy lifestyle.
The protection and security of life and property, the Barangay Peace and Order Council
has been duly organized and the frontline workers are the Barangay Tanods provided
with uniforms, flashlights, and hand cuffs which they usually use during their foot
patrols. They are organized to render a daily tour of duty from 7:00 AM to 5:00 PM
during school days to secure the Barangay Multi-Purpose Center and the Central
Elementary School. Petty and minor offences are recorded in the Barangay committed
by the youth such as public disturbance, during the night due to intoxication, vandalism,
less serious physical injuries. All were amicably settled.
Health and Sanitation to prevent the prevalence of sickness by improving their standard
of life through institutions of infrastructure projects like the construction of drainage
facilities (*no construction of drainage for the said period). The installation of streetlights
(*ALONG THE CSU ROAD) manifest that Barangay Sta. Maria lives in the light to adapt
changes to the betterment and benefit of the succeeding generation.
The joint venture of the RIC and Womens Club for cut-flowers, plant production, and
vermicomposting as lively hood program in the Barangay is operational on an order
case basis.
The Barangay conducts its Assembly twice a year as an avenue to discuss and inform
the constituents about semestral reports of the Sangguniang Barangay, concerning
accomplishments, programs, reports, activities and finances. An ordinance has been
enacted to require all residents of the Barangay aged 15 years old and above to attend
the Synchronized Barangay Assembly Meeting and providing penalties thereof.
CONCLUSION
The state of the present Barangay governance with a rating of excellent have been
achieved through the active participation and direct involvement of the stakeholders in
the Barangay, with the overwhelming support extended by the Local Government Unit
of Lal-lo, Cagayan.
The statement of the Mission and Vision of the Barangay serves as a continuing
challenge of the Sangguniang Barangay to draw plans and programs of activities, and
presented to the constituents during the conduct of Synchronized Barangay Assembly
Meeting to solicit their support. The members of the Barangay Assembly were
encouraged to comment, thus giving them the opportunity to actively take part in
governance. For every Synchronized Barangay Assembly Meeting, in a loud voice we
state the battle cry of the people “Viva! Viva! Viva! Sta. Maria… Patibayin ang pagsama-
sama”.
It is in the spirit of unity and cooperation through the concerted effort of sharing time,
talent and treasure, thus Barangay Sta. Maria attained a rating of “excellent”in
Barangay Governance.
