MINUTES OF THE 1ST BARANGAY DISASTER RISK REDUCTION MANAGEMENT

COUNCIL MEETING HELD AT THE MUNICIPAL SPORTS AND CULTURAL CENTER AT
BARANGAY POBLACION CONCEPCION, ILOILO ON OCTOBER 27,2021 AT 8:30 IN THE
MORNING.

Attendance hereto attached.

The morning program started with opening prayer led by Brgy. Kagawad Judith O. Dajay.
Followed by the singing of National Antem and Municipal Hymn. Punong Barangay Hon. Cecilia D.
Mesias gave her opening remarks and she also acknowledge the presence of the Sannguniang
Barangay members, SK Federation President Hon. Reneail Clarence M. Sobremonte, Area
Coordinating Team, Municipal Coordinating Team, Brgy. Volunteers, BHW, BNS, BSPO, Brgy.
Tanods, representative of the different sectors from Senior citizen, Pwd,Womens, Erpat,
Farmers,Fisherfolks and Business sectors. Hon. Cecilia D. Mesias call to order the meeting and
declared qurom.

Poblacion Meralona E. Labrador, ginpakilala ang iya mga kaupod, from ACT Area Coordinator Sir
Nelson P. Cajada Jr., Technical Facilitator Engr. Mary Rose B. Teaño and Financial Analyst Sir
Samson Aparil, kag halin sa MCT CEF’s Johnty M. Fajardo, Rhea L. Calma, Rose Joy G. Franco,
Maribel B. Locson, MFA Rechelle N. Franco kag ang Municipal Technical Facilitator Engr. Isagani
Valderama. ACT AC Sir Nelson P. Cajada also gave his short message.

CEF Meralona Labador, discussed the objectives of the 1st BDRRMC and the KALAHI
CIDSS NCDDP objectives, Salient Features. KC-NCDDP ADDITIONAL FINANCING process
focus on Covid-19 pandemic and other major disaster using the Disaster Response Operation
Procedure/Manual , activities and requirements wherein the DROM is still based on the CEAC
Mechanism with the guiding principle of Participation, Transparency and Accountability simplicity
and speed and the focus is on Disaster Risk Reduction and Management. After the discussion the
community approves to pass a Resolution Supporting the Implementation of the DSWD FO6 of KC-
NCDDP AF and Mobilizing Barangay Based Institution (BBIS) to Provide Support to NCDDP AF
Implementation. It was been moved by Hon. Esperanza V. Buñe and duly seconded by Hon. Leny
Sicad.

CEF Meralona E. Labrador presented the criteria for the Municipal Grant based on 70% 2015
PSA population and 30 %b2017 Poverty incidence NHTS data. Municipal Grant Allocation is
20,000,000.00 kag may dugang nga 20% LCC cash nga gin allocate sang LGU amounting to
5,000,000.00. Iya man gin dugang nga ang pagkuha sang Barangay Grant Allocation is parehas man
sa criteria based xa 70 % 2015 PSA population and 30% 2017 Poverty incidence NHTS data. Based
sa criteria ang Baranagy Grant Allocation sang Barangay Poblacion is 1,904,327,92. Dugang nga
impormasyon nga gin explain ni maam Meralona ang about sa LCC cash or in-kind. Ang LCC cash
amu ang pundo nga gina deposit sa community account sang KC-NCDDP kag ang LCC in-kind amu
naman ang mga butang ukon gamit nga paga gamiton during implementation parehas sang materials,
labor nga gina monetize sa kwarta, venue, chairs, table kag iban pa nga gina provide sang BLGU
okun sang MLGU. The community pass a resolution accepting and approving the Barangay Grant
Allocation in the amount of 1,904,327,92 for the KC NCDDP Additional Financing in motion of
Brgy. Kagawad Mia Ariola and seconded by Brgy. Kagawad Oriel Navarro.

CEF Meralona gave the time to MCT Technical Facilitator Engr. Isagani Valderama and ACT
technical Facilitator Engr Mary Rose Teaño to discuss what sub-projects can be funded in KC-NCDDP
AF using the DROP/M process. As they said ang implementation is open menu Such as skills training sa
mga volunteers, livelihood and enhancement of existing facilities basta related xa covid- 19 and other
major disaster projects.

The next topic is presentation of the process and activities for the phase 1 that includes the
harmonization with the BDP, Period of preparation to identify priority needs in the next 3 years and start
of community profiling using enhance PSA tools including the RDANA forms. Phase 2 is the
institutionalization of CDD process based on lessons from year 1 firming up the policy guidelines for the
enhancement of Barangay Development Plan and transition to full LGU-led/funded implementation on
year 3.

The community agreed to the following criteria to be used in the identification of Projects to be
funded by KALAHI-CIDSS AF:

1. #HH’s Beneficiaries- 40%

2. Response to Covid-19 & Disaster - 20%
3. Urgency- 20%
4. Sustainability - 20%

CEF Meralona E. Labrador presented and reviewed Barangay Development Plan. BDP hereto
attached.

The last topic for the morning activity is the conduct of Rapid Disaster Assessment and Needs
Analysis and Participatory Situational Analysis for the identification of the needs of the Barangay. Resuts
of RDANA hereto attached.

The morning activity ended at 12:20 in the afternoon with a prayer by CEF Meralona E.
Labrador.

The afternoon activity started at 1:30 in the afternoon prayer by CEF Rose Joy G. Franco. The 1st
agenda was Identification of Barangay Development Council-Technical Working Group and
identification of the volunteers. BDC-TWG Structure hereto attached.
After the identification of BDC-TWG structure Brgy. Kagawad Judith O. Dajay moved to pass a
Resolution Approving the New Set of Barangay Development Council Technical Working Group (BDC-
TWG) and duly seconded by Barangay Kagawad Jhonny Franco.

The 2nd agenda was the identification of sub-projects needed by the barangay based on the
BDP,RDANA Results and the conduct of PSA.

After the ranking of the possible sub-projects to be implemented of the barangay Brgy. Kagawad
Leny Sicad moved to approved the passage of Resolution Confirming the Sub-project to be Supported by
KC-NCDDP AF over Three (3) Years in the Barangay, and endorsing the same for Presentation in the
BA/BDC, and to the Sangguniang Barangay for Inclusion in the BDP, BDIP and AIP.
 The lastly Brgy. Kagawad Mia V. Ariola move to pass a resolution Mobilizing the BHERTS,
BHW,DCW and other Units to Provide Support in the Information Dissemination, Monitoring, Technical
Assistance and others to KC-NCDDP Additional Financing Implementation and duly seconded by Brgy.
Kagwad Heber Arellado.

After the discussion CEF Meralona Labrador nag hambal nga oras na para sa Open furom ang
tanan nga clarification kag mga issues pwede na pamangkot.

Brgy. Treasurer Nona Dex Banias nag pamangkot kun ma hatag pa bala LCC ang Barngay? CEF
Meralona Labrador nag sabat bisan nag commit na ang LGU sg LCC cash nga 5,000,000.00 dapat
mahatag man ang barangay LCC cash or inkind para sa mga volunteers travelling expenses kg supplies
nga gamiton during sa implementation.

Since there was no other concern and question the 1 st BDRRMC meeting adjourned at 4:30 in the
afternoon by the motion of BNS Rosa Amasan and duly seconded by BHW Evangeline Undar with a
closing prayer offered by Barangay Kagawad Judith O. Dajay
