WHEREAS, the Barangay shall be responsible for the social protection of children and therefore
shall support the promotion of the Bright Child at the community level;
WHEREAS, there is a need to ensure the successful implementation and monitoring at the
Barangay level of the Bright Child program;
SECTION II. Functions. The Barangay Council for the Protection of Children Sub-Committee
shall the following functions:
1) Ensure sustained delivery of basic services for children especially on health and nutrition, early
education and psychosocial programs for children 0-6 years old;
2) Advocate for the passage of Barangay Resolutions and Ordinances responsive in promoting child
survival, protection, participation and development;
3) Enhance and sustain the efforts of communities in promoting the Bright Child thru the conduct of
parents educations, home visit, family day care programs and neighborhood play groups;
4) Strengthen coordinative linkages with BCPC in capacitating ECCD volunteers, service providers,
parents and other caregivers; and
5) Monitor and evaluate the bright child and submit semestral report (every 15 th of June and
December) including recommendations to the City Council for the Protection Of Children
(CCPC).
SECTION III. Affectivity Clause: The Order shall take effect immediately.

WHEREAS, poverty has been the major problem confronting the barangay;
WHEREAS, it is important to enable the barangay to take full responsibility for poverty
reduction because this is consistent with the spirit of empowerment.
WHEREAS, barangay as the main actor in the fight against poverty and as the frontline service
providers of basic services thus have better information of who the poor are in their respective
areas and what types of services and projects are necessary to respond to their needs;
SECTION II. Functions. The Barangay Poverty Reduction Action Team shall undertake the
following tasks:
1. Collect data at the household level on the basis of 13 core poverty indicators;
2. Process and analyze data collected for barangay-level diagnosis;
3. Validate data through community assembly;
SECTION III. Affectivity Clause: This Order shall take effect immediately.

WHEREAS, the Child and Youth Welfare Code (PD 603), Special Protection for Children Against Child
Abuse, Exploitation and Discrimination Act (RA 7610), Early Childhood and Care Development (RA8980), DILG
MC No. 90-04 and MC No. 91-57 mandated the creation of Barangay Council for the Protection of Children in
order to ensure the well-being of children in communities;
NOW, THEREFORE, EDGARDO A.BONQUIN, Punong Barangay, by virtue of the power vested in
me by law, do hereby organize the Barangay Council for the Protection of Children.

SECTION II. Functions, Roles and Responsibilities – The Council shall perform the following functions,
roles and responsibilities:
a. Foster education of every child;
b. Take step to prevent juvenile delinquency and assist parents of children with behavioral problems so that they can get expert
advice;
c. Adopt measures for the health of the children;
d. Conduct capability building projects to increase knowledge and skills in handling, children’s program;
e. Encourage the proper performance of the duties and responsibilities of parents and provide learning opportunities on the
adequate rearing of children and positive parent-child relationship;
f. Promote wholesome entertainment in the community, especially in the movie houses;
g. Prepare AWFP for children and recommended appropriations to the Sanggunian;
h. Provide coordinative linkages with other agencies and institutions in the planning, monitoring and evaluation of plans for
children;
i. Establish and maintain database on children in the barangay;
j. Advocate for the establishment and maintenance of playgrounds, day care centers and other facilities necessary for child and
youth development;
k. Advocate for the passage of barangay resolutions/ordinances responsive to child-related issues and concerns and ensure the
inclusion of children’s program in the executive agenda;
l. Protect and assist children in the need of special protection (e.g. abandoned, maltreated and dependents) and refer cases filed
against child abusers to proper agencies/institutions;
m. Monitor situational reports on children and prepare quarterly updates including the implementation of children’s program and
make recommendations to the City CPC for consideration and nationwide application;
n. Perform such other functions and other child related laws especially in matters of child and parent education, health,
entertainment, etc.

WHEREAS, RA 9003 direct LGUs to exert all efforts in the attainment of national goal of effective
waste management;
WHEREAS, the Barangay being the nearest link of the community in the government endeavors can
mobilize the community to attain a well managed waste disposal;
a. Formulate a community solid waste management program consistent with that of the city;
b. Be responsible for the segregation and collection of solid waste specially for biodegradable,
compostable and reusable waste;
c. Establish within the Barangay (or with other barangay through clustering) a Materials Recovery
Facility (MRF);
d. Allocate barangay funds for the barangay ecological solid waste management program, approved by
the Sangguniang Barangay. The BESWMC shall organize a Core of area/Street Coordinators through
the conduct of trainings for barangay residents on segregation, composting, recycling and livelihood
opportunities from the use of recyclable waste and monitor their implementation;
e. Integrate the Ecological Solid Waste Management program in the Barangay Development Plan and/or
Annual Investment Program;
f. Find alternative sources of funds other the regular barangay budgets;
g. Submit a monthly report to the CESWM Council on the progress of program; copy furnished the Local
DILG Office.

WHEREAS, the Executive Order No. 366 further amending E.O 309, s.a997 entitled ”Reorganizing the
Peace and Order Council” as amended by E.O. 320, s. 1988 and E.O. 20, s 1992 mandates the organizing
of Barangay Peace and Order Committees as implementing, arm of the city POC at the Barangay.
NOW THEREFORE, I, NORWIN V.LIZARDO, Punong Barangay, by virtue of the power vested in

WHEREAS, the Executive Order No. 63 mandates the creation of physical fitness and sports
development councils.
SECTION I. Composition – The Barangay Physical Fitness and Sports Development Council
shall be composed of the following:
SECTION II. The Council shall perform the following functions, roles and responsibilities.
a. Meet at least once a month and plan/formulate a blueprint for the short, medium and long-term for the
sectoral sports development including a well synchronized year-round calendar of sports activities and
competitions;
b. Conduct local “sport summits” in consultation with other public and private entities concerned;
c. Identify and prioritize sports programs and activities in their respective areas;
d. Monitor, review and validate the sports program; and
e. Oversee and ensure the implementation of the physical fitness and sports program and activities;
f. Assist in the identification, recruitment and training of gifted and talented athletes from their areas to
ensure a wide base for the selection of national athletes who will represent the country in sports
competitions;
g. Perform other functions deemed necessary to promote and implement the National Policy and
Programs especially in physical fitness and sports program.

WHEREAS, Sec. 16 of the Local Government Code of 1991 provides that the local government units shall
undertakings that will improve public morals and maintain peace and order, among other equally significant
concerns;
WHEREAS, DILD Memo Circular No. 98-227 provides for the creation of anti-drug abuse councils at all levels of
LGU that will help effectively address the problems on illegal drugs in order to help ensure community peace and
harmony;
NOW THEREFORE, I, NORWIN V.LIZARDO, Punong Barangay, by virtue of the powers vested in me by law,
do hereby organize the Barangay Anti-Drug Abuse Council of Barangay MALAMIG .
SECTION II. Roles and Responsibilities – The Council shall perform the following roles and
responsibilities:
a. Plan strategize, implement and evaluate programs and projects on drug abuse prevention in the
barangay;
b. Coordinate and collaborate with other institutions implementing programs and projects on drug abuse
at the barangay level;
c. Continuously gather and update data on drug abuse and its effect on the peace and order situation in
the barangay including listing of drug users and pushers;
d. Submit a semestral report to the City Anti-Drug Abuse Council through the DILG City Field Office;
e. Refer users and pushers to the police and other institution for corresponding sanctions, rehabilitation
and/or counseling;
f. Perform such other functions that maybe required by law and other competent agencies.

WHEREAS, RA 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002,”
protects the state and its individuals from the possible harms brought about by the abuse of illegal drugs
and has provisions supporting the unrelenting campaign of the government thru effective enforcement of
anti-drug, policies and programs;
WHEREAS, DILG Memorandum Circular No. 2017-122 or the “Revised Guidelines on the
Implementation of MASA-MASID (Mamamayang Ayaw Sa Anomalya, Ayaw sa Iligal na Droga),
provides for the policies and directives in support for their agency and the LGUs’ continuous advocacy on
peace and order, public safety, transparency and accountability, and anti-illegal drug campaigns;
WHEREAS, as a strategy the MASA MASID shall mobilize and converge the UBAS Barangay
Action Teams (BATS) with the member CSOs and NGOs of Barangay-based institutions, particularly the
BADAC and BPOC to advocate crime prevention, peace and order, security and in enhancing
transparency and accountability in the barangay;

WHEREAS, Drug related incidents have been constantly present in our country and resulted in
multiple crime incidents.
WHEREAS, Despite the PNP and other law enforcement agencies of the government their lingering
presence threathened the peace and order in the communities nationwide:
WHEREAS, DILG Memorandum Circular 2015-63 dated June 16 2015 mandates the revitalization
of the Barangay Anti-Drug Abuse Council(BADAC) and their role in Drug Clearing operations:
NOW THEREFORE,I EDGARDO A.BONQUIN Punong Barangay of Barangay Malamig Calapan City
Oriental Mindoro by the power vested in me by law do hereby revitalize the Barangay Anti- Drug Abuse
Council(BADAC) to wit:
SECTION 1.COMPOSITION.
1.Conduct Regular meetings at least once a month and call for special meetings whenever necessary:
2.Plan Strategize implement and evaluate programs and projects on drug abuse prevention in the barangay:
3.Organize the BADAC Auxiliary Team to compose on ideal number of 25 members per 2,000 population of the
Barangay representing streets,puroks subdivisions or Sitios:
4.Orient the BADAC Auxiliary Team of their roles and functions and in formulating plan of action to address the
problem:
5.Equip Barangay Tanods and BADAC AUXILIARY Teams on their roles and functions in the campaign against
street-level illegal drug trade through seminars or trainings.

at the Barangay level:

*Establish rehabilitation /referral desk and process applications for rehabilitations of drug dependents.
Pre-operations
During Operations:
*Any elected Barangay Official present during the operations to witness the inventory of seized
drugs /paraphernalia.
*Extend such other necessary assistance to the PDEA and PNP authorities in its operations against
illegal drugs including but not limited to the preservation of evidence and protection of witnesses and suspects
against unlawful acts.
Post Operations:
*The Elected Barangay Official present during the operations shall execute an affidavit and act as
witness in court hearings in the prosecution of drug cases .
*Submit reports of drug -clearing operations conducted if any,to the City /Municipal Field Office:
For operations conducted/initiated by the PDEA /PNP,an elected Barangay officials should be involved
immediately after the raid and be present to stand as witness during the conduct of inventory.

b. Conduct consultative meetings with organizations in the Barangay such as the Parent Teachers
Community Association (PTCA),Youth Groups,Boys and Girl Scouts ,religious organizations ,Senior
Citizens,home owner associations ,neighbourhood associations puroks and tricycle operations and
drivers associations (TODA) and other organizations existing in the community to get their
commitment to assist in curbing the drug menace in the community:
c. Strengthen the family by promoting values .parental care and guidance that will prevent children
from attempting to and/or use of prohibited drugs:
d. Strengthen the linkage s of the Barangay Officials with the community ,higher LGUs ,local police
and PDEA on Anti-illegal Drug Campaign:
e. Conduct necessary seminars for the community on the dangers of illegal drugs in coordination with
the PNP:
f. Empower the community in reporting drug related cases through on award /commendation
system:and
g. Identify and implement sutainable livelihood projects as a re integration program to former drug
pushers and drug addicts.
A BADAC Auxiliary Team (at least 25 members per 2,000 Barangay population)shall assist the committee on

C.SANCTIONS
a.Failure of the concerned local officials to appropriate a substantial portion of their respective Annual
Budgets to assist in or inhance the enforcement of RA 9165 shall be ground for disapproval of their Annual
Budget and can be a ground for possible administrative case of dereliction of duty;
b.Any official engaged in the manufacturing ,sale delivery, transportation and use of illegal drugs or who
may have benefited therefrom shall be dealth with criminally and administratively.
SECTION 4.Effectivity
