COUNCIL FOR THE PROTECTION OF CHILDREN SUB-COMMITTEE

WHEREAS, the Barangay shall be responsible for the social protection of children and therefore
shall support the promotion of the Bright Child at the community level;

WHEREAS, there is a need to ensure the successful implementation and monitoring at the
Barangay level of the Bright Child program;

SECTION II. Functions. The Barangay Council for the Protection of Children Sub-Committee
shall the following functions:

1) Ensure sustained delivery of basic services for children especially on health and nutrition, early
education and psychosocial programs for children 0-6 years old;
2) Advocate for the passage of Barangay Resolutions and Ordinances responsive in promoting child
survival, protection, participation and development;
3) Enhance and sustain the efforts of communities in promoting the Bright Child thru the conduct of
parents educations, home visit, family day care programs and neighborhood play groups;
4) Strengthen coordinative linkages with BCPC in capacitating ECCD volunteers, service providers,
parents and other caregivers; and
5) Monitor and evaluate the bright child and submit semestral report (every 15 th of June and
December) including recommendations to the City Council for the Protection Of Children
(CCPC).

SECTION III. Affectivity Clause: The Order shall take effect immediately.

WHEREAS, barangay as the main actor in the fight against poverty and as the frontline service
providers of basic services thus have better information of who the poor are in their respective

WHEREAS, the Child and Youth Welfare Code (PD 603), Special Protection for Children Against Child
Abuse, Exploitation and Discrimination Act (RA 7610), Early Childhood and Care Development (RA8980), DILG
MC No. 90-04 and MC No. 91-57 mandated the creation of Barangay Council for the Protection of Children in
order to ensure the well-being of children in communities;

SECTION II. Functions, Roles and Responsibilities – The Council shall perform the following functions,
roles and responsibilities:
a. Foster education of every child;
b. Take step to prevent juvenile delinquency and assist parents of children with behavioral problems so that they can get expert
advice;
c. Adopt measures for the health of the children;
d. Conduct capability building projects to increase knowledge and skills in handling, children’s program;
e. Encourage the proper performance of the duties and responsibilities of parents and provide learning opportunities on the
adequate rearing of children and positive parent-child relationship;
f. Promote wholesome entertainment in the community, especially in the movie houses;
g. Prepare AWFP for children and recommended appropriations to the Sanggunian;
h. Provide coordinative linkages with other agencies and institutions in the planning, monitoring and evaluation of plans for
children;
i. Establish and maintain database on children in the barangay;
j. Advocate for the establishment and maintenance of playgrounds, day care centers and other facilities necessary for child and
youth development;
k. Advocate for the passage of barangay resolutions/ordinances responsive to child-related issues and concerns and ensure the
inclusion of children’s program in the executive agenda;
l. Protect and assist children in the need of special protection (e.g. abandoned, maltreated and dependents) and refer cases filed
against child abusers to proper agencies/institutions;
m. Monitor situational reports on children and prepare quarterly updates including the implementation of children’s program and
make recommendations to the City CPC for consideration and nationwide application;
n. Perform such other functions and other child related laws especially in matters of child and parent education, health,
entertainment, etc.

mobilize the community to attain a well managed waste disposal;

SECTION II. Function – The Committee shall perform the following functions, roles and
responsibilities:

a. Formulate a community solid waste management program consistent with that of the city;
b. Be responsible for the segregation and collection of solid waste specially for biodegradable,
compostable and reusable waste;
c. Establish within the Barangay (or with other barangay through clustering) a Materials Recovery
Facility (MRF);
d. Allocate barangay funds for the barangay ecological solid waste management program, approved by
the Sangguniang Barangay. The BESWMC shall organize a Core of area/Street Coordinators through
the conduct of trainings for barangay residents on segregation, composting, recycling and livelihood
opportunities from the use of recyclable waste and monitor their implementation;
e. Integrate the Ecological Solid Waste Management program in the Barangay Development Plan and/or
Annual Investment Program;
f. Find alternative sources of funds other the regular barangay budgets;
g. Submit a monthly report to the CESWM Council on the progress of program; copy furnished the Local
DILG Office.

e. Maintain continuing dialogue, close coordination and rapport with higher levels of peace and
order and public safety in their area of responsibility;
f. Monitor, coordinate and supervise the operation of all community-based anti-crime
movements within the barangay;
g. Make periodic assessment of the prevailing peace and order situation in their respective areas
of responsibility and submit report with appropriate recommendations to the higher Peace and
Order council; and
h. Perform such other functions, which may be assigned by the higher level peace and order
councils.

d. Monitor, review and validate the sports program; and
e. Oversee and ensure the implementation of the physical fitness and sports program and activities;
f. Assist in the identification, recruitment and training of gifted and talented athletes from their areas to
ensure a wide base for the selection of national athletes who will represent the country in sports
competitions;
g. Perform other functions deemed necessary to promote and implement the National Policy and
Programs especially in physical fitness and sports program.

WHEREAS, DILD Memo Circular No. 98-227 provides for the creation of anti-drug abuse councils at all levels of
LGU that will help effectively address the problems on illegal drugs in order to help ensure community peace and
harmony;

the barangay including listing of drug users and pushers;
d. Submit a semestral report to the City Anti-Drug Abuse Council through the DILG City Field Office;
e. Refer users and pushers to the police and other institution for corresponding sanctions, rehabilitation
and/or counseling;
f. Perform such other functions that maybe required by law and other competent agencies.

(Mamamayang Ayaw Sa Anomalya, Ayaw sa Iligal na Droga)
IN BARANGAY MALAMIG, CITY OF CALAPAN, ORIENTAL MINDORO

WHEREAS, RA 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002,”
protects the state and its individuals from the possible harms brought about by the abuse of illegal drugs
and has provisions supporting the unrelenting campaign of the government thru effective enforcement of
anti-drug, policies and programs;

WHEREAS, DILG Memorandum Circular No. 2017-122 or the “Revised Guidelines on the
Implementation of MASA-MASID (Mamamayang Ayaw Sa Anomalya, Ayaw sa Iligal na Droga),
provides for the policies and directives in support for their agency and the LGUs’ continuous advocacy on
peace and order, public safety, transparency and accountability, and anti-illegal drug campaigns;

WHEREAS, the MASA MASID Program is a community-based initiative to heighten community


involvement by engaging and mobilizing the support of local stakeholders, volunteers, civic
organizations, private sectors, faith-based organizations through the UBAS Barangay Action Teams
(BATS) in the fight against illegal drugs, corruption and criminality;

WHEREAS, as a strategy the MASA MASID shall mobilize and converge the UBAS Barangay
Action Teams (BATS) with the member CSOs and NGOs of Barangay-based institutions, particularly the
BADAC and BPOC to advocate crime prevention, peace and order, security and in enhancing
transparency and accountability in the barangay;

WHEREAS, in order to effectively implement the MASA-MASID Program, there is a need to


organize a convergence team to be known as the MASA-MASID (MMT) in the barangay;

NOW THEREFORE, I, NORWIN V.LIZARDO, Punong Barangay of MALAMIG, City of


Calapan, Oriental Mindoro, by virtue of the powers vested in me by law, do hereby organize the MASA-

 On Advocacy and Education Campaign


 Conduct information and education campaign;
 Organize forums, seminars and related activities on prevention and demand reduction;
 Secure support of local media such as radio, print, and on the use of social media;
 Coordinate and partner with the schools for possible for possible partnership on
information drive against illegal drugs;
 Forge partnership with local organizations whose primary mission is to fight illegal drugs
and illegal activities and;
 Encourage the support of interfaith leaders to incorporate anti-illegal drugs advocacy in
their services.

 Encourage the support of the community on gathering and reporting information on any
incident related to illegal drug activities and;
 Institute reporting mechanism in consultation with the PNP and church faith-based
organizations.
 On Community-based Rehabilitation
 Monitor the progress of the Recovering Drug Dependents (RDDs);
 Work with the network of local volunteers on the implementation of interventions for
community-based rehabilitation programs and;
 Assist in the reintegration of the recovering drug dependents.

B.Roles and responsibilities:

*Prepare and maintain a confidential list of suspected users pushers.financiers and /or protectors
of illegal drug trade found in the LGUs area of jurisdiction to be submitted to the City/Municipal Anti Drug
Abuse Council copy furnish the PNP –Anti-Illegal Drugs Special Operations Task Force (AIDSOTF):and

*Establish rehabilitation /referral desk and process applications for rehabilitations of drug dependents.

*Conduct Briefings ,meetings prior to the launching of operations to ensure positive results and safety
of the operating teams and the community.

During Operations:

*Ensure safety of the community and regularity of the operations

*Any elected Barangay Official present during the operations to witness the inventory of seized
drugs /paraphernalia.

*Extend such other necessary assistance to the PDEA and PNP authorities in its operations against
illegal drugs including but not limited to the preservation of evidence and protection of witnesses and suspects
against unlawful acts.

Post Operations:

*The Elected Barangay Official present during the operations shall execute an affidavit and act as
witness in court hearings in the prosecution of drug cases .

*Submit reports of drug -clearing operations conducted if any,to the City /Municipal Field Office:

For operations conducted/initiated by the PDEA /PNP,an elected Barangay officials should be involved
immediately after the raid and be present to stand as witness during the conduct of inventory.

b.Roles and Responsibilities:

a. Coordinate and collaborate with other institutions in the Barangay ,if any (i.e Barangay intelligence
network (BIN).”The Eye in the Barangay” Barangay peacekeeping Action Team (BPAT),etc.) in
Implementing Programs and projects on Anti-illegal drug abuse.
b. Conduct consultative meetings with organizations in the Barangay such as the Parent Teachers
Community Association (PTCA),Youth Groups,Boys and Girl Scouts ,religious organizations ,Senior
Citizens,home owner associations ,neighbourhood associations puroks and tricycle operations and
drivers associations (TODA) and other organizations existing in the community to get their
commitment to assist in curbing the drug menace in the community:
c. Strengthen the family by promoting values .parental care and guidance that will prevent children
from attempting to and/or use of prohibited drugs:
d. Strengthen the linkage s of the Barangay Officials with the community ,higher LGUs ,local police
and PDEA on Anti-illegal Drug Campaign:
e. Conduct necessary seminars for the community on the dangers of illegal drugs in coordination with
the PNP:
f. Empower the community in reporting drug related cases through on award /commendation
system:and
g. Identify and implement sutainable livelihood projects as a re integration program to former drug
pushers and drug addicts.

The BADAC auxiliary shall have the following functions:

1.Identify and report to the BADAC drug dependent cases and/or suspected pushers /illegal drug
laboratories in his area.

2.Assist in the conduct of information campaign against illegal drugs and its negative consequences.

3.Help facilitate in the preparation and distribution of information materials collaborations with the
schools,neighbourhood associations .etc.

4.Initiate the conduct of neighbourhood activates to prevent drug addiction in his area of operation
especialy among children and youth.

C.SANCTIONS

All Concerned local authorities are advised that:

a.Failure of the concerned local officials to appropriate a substantial portion of their respective Annual
Budgets to assist in or inhance the enforcement of RA 9165 shall be ground for disapproval of their Annual
Budget and can be a ground for possible administrative case of dereliction of duty;

b.Any official engaged in the manufacturing ,sale delivery, transportation and use of illegal drugs or who
may have benefited therefrom shall be dealth with criminally and administratively.

SECTION 4.Effectivity

This Executive Order shall take effect immediately.

SAPAGKAT, ang mga insidente na may kinalaman sa ilegal na droga na


nagdudulot ng mataas na lebel ng kriminalidad ay nananatili sa ating bansa;

SAPAGKAT, anuman ang gawin ng PNP at ng iba pang ahensiya, ang


presensiya ng ilegal na droga ay nananatiling banta sa kaayusan at
kapayapaan sa mga pamayanan sa buong bansa;

SAPAGKAT, ang mga barangay ay dapat manguna laban sa ilegal na


droga sa pamamagitan ng kampanyang “Mamamayan, Sugpuin ang Ilegal na
Droga (MASID)”;

SAPAGKAT, binibigyang-diin sa DILG MC 2015-63 ang gampanin ng


pamahalaang lokal lalo’t higit ang mga barangay upang suportahan ang
pamahalaang nasyunal sa paglaban sa ilegal na droga at iba pang
nakakalulong na bagay o kemikal.

1. Magsagawa ng mga karaniwang pagpupulong na di-kukulangin sa
minsan isang buwan at magpatawag ng mga di-karaniwang pagpupulong
kung kinakailangan;
2. Magplano, makipag-ugnayan, magpatupad at magtaya ng mga programa
at proyekto tungkol upang masugpo ang pag-abuso sa ilegal na droga sa
barangay;
3. Itatag ang BADAC Auxiliary Team upang mabuo ang ideyal na grupong
25 miyembro sa bawat 2000 populasyon upang katawanin ang mga Sitio
o Purok;
4. Bigyan ng oryentasyon ang BADAC Auxiliary Team ukol sa kanilang mga
gampanin at papel sa pagbuo ng Action Plan upang tugunan ang
problema;
5. Bigyang-kakayahan ang mga Barangay Tanod at ang BADAC Auxiliary
Team ukol sa kanilang papel at gampanin sa kampanya laban sa “street
level illegal drug trade” sa pamamagitan ng mga seminar at pagsasanay;
6. Makipag-ugnayan at makipagtulungan sa ibang mga institusyong
nagpapatupad ng mga programa at mga proyekto tungkol sa paglaban sa
ilegal na droga; (BIN, BPATS, Tanods…)
7. Kumalap at mag-update ng mga datos ukol sa mga insidenteng may
kinalaman sa ilegal na droga at sa epekto nito sa kaayusan at
kapayapaan sa barangay at kasama na ang pagtatala ng mga “suspected
drug users at pushers”;
8. Magsumite ng buwanang ulat sa City Anti-Drug Abuse Council (CADAC)
ng kopya ng report gayundin sa DILG City Field Office;
9. Ituro o i-refer ang mga suspected drug users at pushers sa CADAC at iba
pang institusyon para sa rehabilitasyon o “counselling”; (CSWDO, CHO
at iba pa)
10. Magsagawa ng Information, Education Campaign (IEC) ukol sa pagsugpo
sa paggamit ng ilegal na droga;
11. Subaybayan at i-monitor ang disposisyon at progreso ng mga nai-file na
kaso na may kinalaman sa ilegal na droga; at
12. Magsagawa ng iba pang kaugnay na gawain.

suspected users, financiers, at protectors ng bentahan ng ilegal na
droga na matatagpuan sa hurisdiksiyon ng lokal na pamahalaan na
isusumite sa CADAC at bibigyang-sipi ang PNP Anti-Illegal Drugs
Special Operations Task Force (AIDSOTF); at
 Magtatag ng rehabilitation/referral desks at process application para
sa rehabilitasyon ng mga lulong sa droga.

Bago ang Operasyon (Pre-Operation)


 Pagtukoy ng cluster o grupo ng sambahayan, mga tanggapan, mga
kalye, purok o sitio kung saan isinasagawa ang pag-manufacture,
pagde-deliver, pagbebenta o paggamit ng ilegal na droga at kaagad na
ireport ang naturan sa PNP o sa PDEA;
 Magsagawa ng administrative searches sa mga pinaghihinalaang
drug dens/laboratories; at
 Magsagawa ng briefing, miting bago isagawa ang paglulunsad ng
opersyon para tiyakin ang positibong resulta at ang kaligtasan ng
operating teams at ng komunidad.

Kasalukuyang Pagsasagawa ng Operasyon (During Operations)


 Tiyakin ang kaligtasan ng komunidad at ang regular na pagdaraos ng
mga operasyon;
 Tuwing may operasyon, ang sinumang opisyal ng barangay ay
maaaring maging saksi o witness sa pag-iimbentaryo ng mga
nakumpiskang ilegal na droga at paraphernalia; at
 Magbigay ng mga kinakailangang ayuda o tulong sa PDEA o sa PNP
sa kanilang pagsasagawa ng mga lehitimong operasyon laban sa ilegal
na droga kabilang ang ngunit di nililimitahan sa pagprepreserba ng
ebidensiya at proteksiyon ng mga testigo sa CADAC na binibigyang-
sipi ang DILG Field Office.
Para sa mga operasyong isinagawa o pinangunahan ng PDEA at PNP,
ang isang halal na opisyal ay agad na magbibigay ng ulat pagkatapos ng raid
at dapat na tumayo bilang testigo sa pagsasagawa ng imbentaryo.

 Patatagin ang ugnayan ng mga opisyal ng barangay sa komunidad, mas
mataas na lebel ng LGU, lokal na pulisya at PDEA ukol sa kampanya
laban sa ilegal na droga;
 Magsagawa ng mga kinakailangang seminar o pulong sa komunidad
tungkol mga panganib ng ilegal na droga sa pakikipag-ugnayan sa PNP;
 Bigyang kapangyarihan ang komunidad upang mag-ulat o mag-report ng
mga kasong may kinalaman sa ilegal na droga sa pamamagitan ng mga
istema ng pagbibigay ng parangal/komendasyon; at
 Tumukoy at magpatupad ng mga pangmatagalang proyektong
pangkabuhayan bilang isang programang magpapanumbalik ng normal
na pamumuhay ng isang dating nalulong sa droga.
Seksiyon 4. Paglalaan ng Pondo:
Ang pamahalaang barangay ay maglalaan ng sapat na pondo (Sec. 51 of
RA 9165) upang makatulong sa o maisakatuparan ang layunin ng Republic Act
na ito na binibigyang prayoridad ang pag-iiwas o programang edukasyunal at
ang rehabilitasyon o paggamot sa mga nalulong sa ilegal na droga.

Seksiyon 5. Pagkakabisa:
Ang Atas Tagapagpaganap Blg._______, Serye 2023 ay magkakabisa
matapos na maipaskil sa tatlong (3) hayag na lugar sa nasasakupan ng
barangay.
