AN EXECUTIVE ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE


PROTECTION OF CHILDREN OF BARANGAY LOS MARTIRES, MUNICIPALITY OF
DAGAMI, LEYTE

Whereas, Article 87 of PD 603, otherwise known as the Child and Youth Welfare Code of the
Philippines, provides that every barangay shall encourage the organization of the Local Council
for the Protection of Children (LCPC);

Whereas, the Local Council for the Protection of Children is the most appropriate basic
institution in the local level to spearhead the formulation of the programs, projects and activities
for children’s welfare in the barangay;

Whereas, DILG Memorandum Circular No. 2002-121 provides the guidelines on the
Organization and Strengthening of the LCPC/ BCPC to support the goals and objectives of
Child 21;

Now therefore, I, IKEL V. NIELO, Punong Barangay of Barangay Los Martires, Municipality of
Dagami, by virtue of the powers vested in my by law and for the interests of public service, do
hereby order the reorganization of the Barangay Council for the Protection of Children with the
following composition and functions:

Section 1. Composition and Committees. The Barangay Council for the Protection of
Children shall be composed of:

Section 2. Duties and Functions. The Barangay Council for the Protection of Children shall
discharge the following duties and functions:

1. Foster education of every child;


2. Encourage the proper performance of the duties and responsibilities of parents and
provide
3. learning opportunities on the adequate rearing of children and positive parent-child
relationship;
4. Protect and assist children in need of special protection (e.g. abandoned, maltreated &
dependents) and refer cases filed against child abusers to proper agencies/ institutions;
5. Take steps to prevent juvenile delinquency and assist parents of children with
behavioural problems so that they can get expert advice;
6. Adopt measures for the health of children;
7. Advocate for the establishment and maintenance of playgrounds, day care centers and
other facilities necessary for child and youth development;
8. Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
9. Conduct capability building projects to increase knowledge and skills in handling
children’s programs;
10. Establish and maintain database on children in the barangay;
11. Promote wholesome entertainment in the community, especially in movie houses;
12. Prepare Annual Work and Financial Plan for children and recommend appropriations to
the Sangguniang Barangay;
13. Advocate for the passage of barangay resolutions/ ordinances responsive to child-
related issues and concerns and ensure the inclusion of children’s program in the
executive agenda;
14. Monitor situational reports on children and prepare quarterly updates including the
implementation of children’s program and make recommendation to the C/MCPC for
considerations;
15. Perform such other functions and other child related laws especially in matters of child
and parent education, health, entertainment, etc.

Section 3. Meetings. The Council shall meet at least once every quarter or as often as maybe
necessary to discuss, assess, review and evaluate the implementation of the Barangay Action
Plan for children and other relevant issues and concerns affection children in the barangay.

Section 4. Fund Source.The barangay shall appropriate funds to be taken from the 1% IRA of
the LGU allocated for the BCPC, share from the 5% GAD, 10% SK fund, and/or the 20%
Development Fund to support the implementation of projects and activities identified by the
BCPC and its assigned committee.

Section 5. Effectivity. This Executive Order shall take effect immediately. DONE THIS _____
