“REORGANIZATION OF THE BARANGAY

DEVELOPMENT COUNCIL (BDC)”
WHEREAS, there is a need to strengthen the mechanism for coordinating the efforts of
national and local government officials and non-governmental organization to accelerate
economic and social growth and development at the regional and local as well as barangay
level;

WHEREAS, there is a need for greater participation from the private sector and non-
governmental organizations in the development planning process;

WHEREAS, pursuant to Republic Act numbered Seven Thousand One Hundred Sixty
(R.A. 7160) Section 107a, which mandates the creation and its composition of Provincial,
Municipal and Barangay Development Council;

NOW, THEREFORE, I, ___________________________________, Punong Barangay

of Barangay _________________________, Balindong, Lanao del Sur, by virtue of the powers
vested in me by law, do hereby order the reorganization of the Barangay Development Council
with the following provisions:

Section 1. Composition. The Barangay Development Council shall be composed of the

following:

Section 2. Powers and Functions. The Barangay Peace and Order Council shall:

1. Formulate long-term, medium-term, and annual socio-economic development plan

and policies;
2. Formulate the medium-term and annual public investment programs;
3. Appraise and prioritize socio-economic development plan;
 4. Formulate local investment incentives to promote the inflow and direction of private
investment capital;
5. Coordinate, monitor, and evaluate the implementation of development programs and
projects; and
6. Perform such other functions as may be provided by law or competent authority.

Section 3. Secretariat.

There shall be a secretariat that shall be responsible in providing technical support,

documentation of proceedings and preparations of reports headed by the secretary of the
barangay assisted by the DILG officer assigned to the barangay.

Section 4. Meetings.

The Barangay Development Council shall meet at least once every six (6) months or as
often as may be necessary. Minutes of the meetings shall be prepared by the secretariat duly
signed by the secretariat head and the attendees with the corresponding attendance sheet
attached to the minutes.

Section 5. Effectivity. This Executive Order shall take effect immediately upon its signing.
