EXECUTIVE ORDER NO. 01

REORGANIZATION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF


CHILDREN (BCPC)

WHEREAS, Article 86-87 of PD 603, otherwise known as the child and Youth
Welfare code and DILG MC 94-14 dated January 24, 1994 mandates the organization of the
Barangay Council for the Protection of Children;

WHEREAS, its objective is to formulate plans and implement programs, development


and services for children and youth;

WHEREAS, the Council shall serve as a mechanism for child protection, development
and participation and serve as an institution in the implementation and monitoring of projects;

NOW THEREFORE, I HON. GERARDO C. GARCIA, Punong Barangay, by virtue


of the powers vested in me by law, do hereby order;

Section 1. Reorganization and Composition of the Barangay Council for the


Protection of Children. Pursuant to PD 603 and DILG MC 94-14, there is hereby reorganized a
“Barangay Council for the Protection of Children” to be composed of the following:

Section 2. Duties and Functions of the Barangay Council for the Protection of
Children, the BCPC shall have the following duties and responsibilities.

1. Foster education of every child in the barangay;

2. Encourage the proper performance of the duties of parents and


provide learning opportunities in the adequate rearing of children and on
positive parent child relationship;
3. Protect and assist abandoned, maltreated and abuse children and monitor cases filed
against child abuses and report the same;

4. Protect working children from abuse and exploitation;

5. Take steps to prevent juvenile delinquency and assist parents and children with
behavioral problems so that they can get expert advices.

6. Adopt measures for the health and nutrition status of children;

7. Promote the opening and maintenance of playgrounds and day care centers and
other services that are necessary for child and youth welfare;

8. Coordinate the activities of organization devoted for the welfare of children and
secure their cooperation;

9. Promote wholesome entertainment in the community especially in movie


houses;

10. Assist parents whenever necessary in securing expert guidance counseling from
the proper governmental or private welfare agencies;

11. Advocate for the passage of barangay and municipal ordinance in response to
child-related issues and concerns;

12. Prepare the barangay plan of actions for children which addresses the needs of the
children in the community and ensure its integration into the Barangay Development
Plan and implementation by the municipality; and

13. Submit quarterly Barangay Accomplishment Report on the implementation of the


plan to the BCPC.

Section 3. Meetings. The BCPC shall meet at least once in every two (2)
Months or as often as may be necessary

Section 3. This Order shall take effect immediately.
