ORGANIZATION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN OF


BARANGAY PANAY, CITY/MUNICIPALITY OF STO. NIÑO PROVINCE OF SOUTH COTABATO

WHEREAS, the United Nations Convention on the Rights of the Child (UNCRC) provides the
fundamental basis of the Philippine Government’s vision for a “Child-friendly, caring and
protective society for, by and with the Children”;
WHEREAS, the Philippine Government’s ratification on the United Nations Convention on
the Rights of the Child (UNCRC) in 1990 has made it imperative for all sectors of the society to
translate its provisions into concrete actions that will lead to the fulfillment of Filipino children’s
rights to survival, development, protection, and participation;
WHEREAS, Republic act 7610-A Special Protection of Children Against Child Abuse
Exploitation and Discrimination Act, provides for a stronger deterrence and special protection
against child-abuse, exploitation and discrimination and its corresponding penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines, provides that the
“government shall establish a Council for the Protection of Children”;
WHEREAS, Presidential Decree (PD) 603, Article 87-The Child and Youth Welfare Code
encourages the organization of a Barangay Council for the Protection of Children (BCPC) and shall
coordinate with the Council for the Welfare of Children in drawing and implementing plans for the
promotion of child welfare;
WHEREAS, Presidential Strategic Framework Plan Development for Children, 2000- 2025
or Child 21” which holistically looks and attends to the needs of the child using the lifecycle
approach of development:
WHEREAS, Department of Interior and Local Government (DILG) Memorandum Circular
No. 2002-121, dated August 3, 2002, a “Revised Guidelines on the Organization and Strengthening
of Local Council for the Development(LCPC) incorporating thereat Early Childhood Care and
Development (ECCD) Coordinating Committees at the Provincial City, Municipal and Barangay
levels”;
WHEREAS, the Department of Interior and Local Government (DILG) has issued
Memorandum Circular No. 2008-126 this provides the revised guidelines in monitoring the
functionality of the Local Council for the Children (LCPC);
WHEREAS, as the local institution for child-related programs, the LCPC is responsible in
planning and spearhead in programs for children at the local level with the end in view of making
the locality child-friendly;
NOW THEREFORE, I, EDUARDO H. ZONITA, by virtue of the powers vested in me by law,
as the Punong Barangay of Barangay Panay, City/Municipality of Sto. Niñ o, South Cotabato, do
hereby order the creation of the Barangay Council for the Protection of the Children of Barangay
Panay City/Municipality of Sto. Niñ o, South Cotabato.
SECTION 1. COMPOSITION. The Barangay Council for the Protection of Children of
Barangay Panay, City/Municipality of Sto. Niñ o, South Cotabato is hereby organized to be
composed of the following;

SECTION 2. FUNCTIONS. The Barangay Council for the Protection of Children shall have the
following functions;
a. Foster education of every child.
b. Take steps to prevent juvenile delinquency and parents of children with behavioral
problems so that they can get expert advice.
c. Adopt measure for the health of children.
d. Conduct capability building projects to increase knowledge and skills in handling
children’s problem.
e. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive parent-child
relationship.
f. Promote wholesome entertainment in the community, especially in movie houses
g. Prepare Annual Work and Financial Plan (AWFP) for children and recommend
appropriations to the Sanggunian.
h. Provide coordinated linkages with other agencies and institutions in the planning,
monitoring and evaluations of plan for children.
i. Establish and maintain data base on children in every barangay.
j. Advocate for the establishment and maintenance of playground, day care centers and
other facilities necessary for child and youth development.
k. Advocate for the passage of barangay resolution/ordinances responsive for child-related
issues and concerns and ensure the inclusion of children program in the executive agenda.
l. Protect and assist children in need of special protection (i.e. abandoned, maltreated and
dependents) and refer cases filed against child abusers to proper agencies/institutions.
m. Monitor situational on children and prepare quarterly updates including the
implementation on children’s program and make recommendations in the City CPC for
consideration and nationwide application; and
n. Perform such other functions and other child related laws especially in matters of child
and parent education, health, entertainment, etc.
SECTION 3. SECRETARIAT. The Chairman of the Council shall designate the secretariat from any
of the LGU operating units, which shall provide administrative and technical support services to
their respective BCPC member agencies.
SECTION 4. EFFECTIVITY. This Executive Order shall take effect immediately.
