EXECUTIVE ORDER NO. 14 S-2023

CREATING THE BARANGAY GENDER AND DEVELOPMENT FOCAL POINT SYSTEM (BGFPS) OF
BARANGAY MAGDAPIO PAGSANJAN, LAGUNA.

WHEREAS, the Local Government Unit (LGUs) are mandated to promote general welfare and
provide basic services and facilities to their constituents as stated by RA 7160, Sec. 16 and 17;

WHEREAS, the translation of the Gender and Development Framework from theory into practice is
through the gender mainstreaming strategy;

WHEREAS, the Gender and Development Councils (GAD Focal Point System) are among the GAD
mechanism to accelerate gender mainstreaming in the local government units;

WHEREAS, all LGUs including barangays are mandated to establish GAD Focal Point System to
accelerate gender mainstreaming within their areas of jurisdiction pursuant to JMC No. 2013-1 re:
Localization of Magna Carta of Women;

WHEREAS, the BARANGAY MAGDAPIO promotes equality between men and women and
recognizes the role of women in nation building;

NOW, THEREFORE, I HON. LUIS N. MARQUESES, by virtue of the power vested in me by law as
Punong Barangay of Barangay Magdapio Pagsanjan, Laguna hereby order the reconstitution of the
Barangay GAD Focal Point System (BGFPS) and its committees and structures as follows:

Section 2. Functions, roles and Responsibilities of the BGFPS

a. Formulate the Barangay Annual Plan responsive to the needs and situation of men and
women constituents;
b. Validate and prioritize gender issues and concerns for action;
c. Recommend the adoption of appropriate policies, passage of ordinances/resolutions that
would uplift the potentials of both women and men to implement GAD mainstreaming;
d. Monitor, evaluate and report the status of implementation of the BGFPS plan and policies of
the Barangay to the Municipal GFPS.
e. Support the establishment of consultative mechanism to provide continuing dialogue
between the Barangay government and the women sector.
f. Maintain and update sex-disaggregated data bank through the conduct of primary and
secondary data gathering activities;
g. Assure that the Barangay Development planning and implementation are gender sensitive;
h. Create functional committees in the performance of its functions, as the need arises;
i. Serve as advocate for the adoption and funding of GAD Programs;
j. Avial educational and training programs/seminars beneficial in the attainment of the goals
and objectives of the council through collaborations with the NGOs/Pos, educational and
research institutions;
k. Gather and disseminate information on GAD current developments and studies, and related
issues; and
l. Perform such other duties and discharge such other functions as the council may direct
deemed necessary for the successful implementation of programs and projects on women
and gender and development concerns.

Section 3. Effectivity. This Executive Order shall take effect immediately.
