ORGANIZING THE BARANGAY GENDER AND DEVELOPMENT FOCAL POINT SYSTEM


(BGFPS)

WHEREAS, Section 36 of Republic Act No. 9710, otherwise known as the Magna Carta of Women
(MCW), provides that all government departments, including their attached agencies, offices, bureaus, state
universities and colleges, government owned and controlled corporations, local government units and all other
government instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s human rights
and eliminate gender discrimination in their systems, structures, policies, programs , processes, and procedures;
WHEREAS, Section 37-C of the Implementing Rules and Regulations (IRR) of the MCW provides that
all concerned government agencies and instrumentalities mentioned above shall establish or strengthen their
GFPS or a similar GAD mechanism to catalyze and accelerate gender mainstreaming within the agency;

NOW, THEREFORE, I Maria F. Enriquez, Punong Barangay of Barangay Upper Lodiong,


City/Municipality of Tambulig, by virtue of the powers vested in me by law do hereby organize the Barangay
Development Council (BDC) as follows:

Section 1. Composition. The Barangay Gender and Development Focal Point System (BGFPS) is
hereby organized to be constituted as follows:

Existing at the barangay level

Section 2. Functions. The Barangay Gender and Development Focal Point System (BGFPS) shall
exercise the following functions:
1. Facilitate the gender mainstreaming efforts of the LGU through the GAD planning and budgeting
process;
2. Formulate the Barangay GAD Plan and Budget in response to the gender gaps and issues faced by their
constituents including their women and men employees;
3. Assist in the capacity and competency development of and provide technical assistance to elected
Barangay officials and appointed officials;
4. Coordinate with the various units/offices of the Barangay and ensure their meaningful participation in
strategic and annual planning exercises on GAD including the preparation, consolidation, and
submission of GPBs;
5. Lead the conduct of advocacy activities and the development of information, education and
communication (IEC) materials to ensure critical support of local elected officials, barangay staff, and
relevant stakeholders to the GFPS and to gender mainstreaming;
6. Monitor the implementation of GAD-related PPAs and suggest corrective measures to improve their
implementation;
7. Prepare and consolidate Barangay GAD ARs and other GAD-related reports; and
8. Provide regular updates and recommendations to the Punong Barangay regarding GFPS’ activities and
the progress of the Barangay in gender mainstreaming based on the feedback and reports of concerned
Barangay offices/units, stakeholders and constituents.
Section 3. Funding Support. AT least five percent (5%) of the total Barangay budget appropriations
authorized under the Annual Budget shall correspond to activities supporting GAD PPAs. The Gad budget shall
be drawn from the LGU’s maintenance and other operating expenses (MOOE), capital outlay (CO), and
personal services (PS). The GAD budget shall not constitute ad additional budget over an LGUs total budget
appropriations.

The five percent (5%) GAD budget shall endeavor to influence the remaining 95% of the LGU budget
toward gender-responsiveness.
