ORGANIZING BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT
COMMITTEE

WHEREAS, RA 9003, otherwise known as the Ecological Solid Waste Management Act of 2000,
give the local Government Units the primary responsibility in implementing the ESWN Program;

WHEREAS, Section 10 of the Law emphasizes the vital role of the Barangay in the segregation,
collection and recycling of waste at source;

WHEREAS, section 17 b (iii) of Local Government Code of 1991, directs that barangay shall
provide services and facilities related hygiene and sanitation, beautification and solid waste
collections.

NOW THEREFORE, I HON. LUIS N. MARQUESES, Barangay Chairman of Barangay Magdapio

Pagsanjan, Laguna, by virtue of power vested in me by laws, do hereby order

Section 1. COMPOSITION. Barangay Ecological Solid Waste Management Committee is hereby

created with the following compositions:

Section 2. Functions.

1. Formulate a community solid waste management program with the city to include
education, engineering enforcement and entrepreneurial;
2. Be responsible for the segregation and collection on solid waste specifically for
biodegradable, compostable and reusable waste;
3. Establish within the barangay or cluster barangay a Material Recovery Facility (MRF), a
redemption or eco-centers in a barangay owned or leased land or any suitable open space to
be determined by the Sangguniang Barangay;
4. Allocate barangay funds for the barangay ecological solid waste management program,
approved by the Sangguniang Barangay;
5. The BESWMC shall organize a Core Group/Street Coordinator thru the conduct of trainings
for the barangay residents on segregation, recycling and livelihood opportunities from the
use of recyclable waste to monitor their implementation;
6. Integrate the Ecological Solid Waste Management Program in the Barangay Development
Plan and /or Annual Investment Plan;
7. Find alternative sources of funds other than regular source.
8. Submit a monthly report to the Municipal ESWMB program; copy furnish the local DILG
office.

Section 3. Monitoring. The Municipal Solid Waste Management Board shall oversee the
implementation of the ecological solid waste management program at the barangay level.

Section 4. Effectivity. This order shall take effect immediately.
